Lying in the center, it is home to the "Mounties," the Royal Canadian Mounted Police. Canada is a country with two official languages, English and French. Every public service has to be offered in both languages, which is why sales people welcome their shoppers by saying "Hello / Bonjour," and which is why a third province needs mentioning here: Quebec, the largest of all Canadian provinces. It is very different from the rest because of a high French influence. Economically important for this region are hydroelectric power, logging, and manufacturing. The conducted study aimed to show variation on the lexical level, which may result from a fluid sense of national identity. The Toronto region, due to its extensive multi-cultural and multi-ethnic background bears a sense of diversity both on the social and linguistic ground. The conducted study involved the distribution of questionnaires, which tested speakers’ knowledge of Canadian register, their ability of using them in the context of everyday discourse and the identification of items. Furthermore, the author had obtained two years worth of texts from the Toronto Sun, which enabled the observation of Canadianisms within the written medium of a media context. The resulting data formed a database labeled by the author as the LCTES (Lodz Corpus for Toronto English Study).

This bilingualism of Canada will be the subject of this paper. I will not focus on the development of English in Canada in terms of a linguistic analysis though but will analyze the causes for this bilingualism instead. Furthermore I am going to analyze how both the federal government of Canada and the provincial government of Quebec - the only province that has a French speaking majority in the Canadian federation - have dealt with the existence of two major language groups. In a first step I am going to give a general overview over Canada, including its geography, a brief look onto the composition of the Canadian population and the political system of Canada (2.1). The analysis of the political system is important to fully grasp the different levels of competency in Canada which will play a significant role in regard to legislation and jurisdiction of language laws in the Canadian federation and its provinces.
