Intergovernmental Relations in the UK by Marius Guderjan Pdf

Intergovernmental Relations in the UK provides a timely and up-to-date analysis of a turbulent decade in British politics and presents a fascinating case study of intergovernmental relations and territorial power in a devolved unitary state. As over time a widening range of powers has been transferred from the Westminster Parliament to the devolved legislatures in Scotland, Wales and Northern Ireland, intergovernmental relations have become increasingly important to deal with the corresponding overlaps of legislative and fiscal authority. However, leaving the European Union has exposed the weakness of the intergovernmental architecture and challenged the functionality of the UK’s multilevel polity. Until now, the question of how powerful the devolved administrations really are has not been satisfactorily answered. The author uses insights from comparative studies of federations to develop a systematic account of shared rule and intergovernmental relations. This book examines how informal institutions and practices can provide political influence beyond formal structures, with reference to an extensive range of institutions, practices, policies and political decisions. Unlike other studies focused predominantly on the state of the Union, this volume points to the interplay between conflict and cooperation, and demonstrates that the proclaimed ‘break-up of the Union’ is accompanied by efforts to integrate the different jurisdictions. This book will be of interest to scholars and postgraduate students of comparative politics, political systems, multilevel governance, regional and federal studies, British politics and public administration. It will also appeal to politicians, government advisers, civil servants and other practitioners who seek a better, more nuanced understanding of the UK’s multilevel constitution and politics, and the nature of intergovernmental relations in the UK.

Draft Climate Change Bill by Great Britain. Department for Environment, Food & Rural Affairs Pdf

This document contains a consultation document, the text of the draft Climate Change Bill, explanatory notes to the Bill, and a regulatory impact assessment, published for pre-legislative scrutiny and public consultation. The Bill will introduce a long-term framework for the UK to achieve its goals of reducing carbon dioxide emissions and adapting to the impacts of climate change. The consultation document discusses the context and rationale behind the Climate Change Bill and sets out the main reasons why legislation in this area is required. The key elements of the Bill are: (1) setting targets in statute and carbon budgeting, with a statutory goal of a 60 per cent reduction in carbon dioxide emissions through domestic and international action by 2050, based on a new system of "carbon budgets" set at least fifteen years ahead (with reviews at five yearly intervals), and with progress reported annually to Parliament; (2) establishing an independent Committee on Climate Change to advise the government on how to reduce carbon emissions over time and across the economy; (3) creating enabling powers to allow the introduction of new domestic emissions trading schemes through secondary legislation; (4) reporting requirements will enhance the overall transparency and accountability of UK action on climate change, with the Committee on Climate Change reporting annually to Parliament on progress towards budgets and targets, with the Government required to produce a response to this independent report. The consultation closes on 12 June 2007, and responses are invited using the electronic form that is available at http://www.defra.gov.uk/corporate/consult/climatechange-bill/ although any electronic / written format will be accepted. Responses should be sent to: E-mail: [email protected] or by post to: Patrick Erwin / James Hardy, Climate Change Legislation Team, Area 4/F5, Ashdown House, 123 Victoria Street, London SW1E 6DE.

A Hugo Award-winning Novel! “Vinge is one of the best visionary writers of SF today.”-David Brin Thousands of years in the future, humanity is no longer alone in a universe where a mind's potential is determined by its location in space, from superintelligent entities in the Transcend, to the limited minds of the Unthinking Depths, where only simple creatures, and technology, can function. Nobody knows what strange force partitioned space into these "regions of thought," but when the warring Straumli realm use an ancient Transcendent artifact as a weapon, they unwittingly unleash an awesome power that destroys thousands of worlds and enslaves all natural and artificial intelligence. Fleeing this galactic threat, Ravna crash lands on a strange world with a ship-hold full of cryogenically frozen children, the only survivors from a destroyed space-lab. The UK low carbon transition plan by Great Britain: Department of Energy and Climate Change Pdf

This White Paper sets out the UK's transition plan to 2020 for becoming a low carbon country: cutting emissions, maintaining secure energy supply, maximising economic opportunities and protecting the most vulnerable. The plan will deliver emission cuts of 18 per cent on 2008 levels. Key steps include: all government departments to have carbon budgets; 40 per cent of energy from low carbon sources including 30 per cent of energy from renewables; funding of four demonstrations of capturing and storing emissions from coal power stations; new nuclear power stations. Home will be made greener by: £3.2 billion to help households become more energy efficient; rolling out smart meters to all homes by 2020; piloting "pay as you save" schemes; introducing clean energy cash-back schemes; a competition for 15 towns and villages to be pioneers in green innovation. Vulnerable sections of society will be helped by: mandated social price support; piloting a community-based approach to delivering green homes in low income areas, helping around 90,000 homes; increasing Warm Front grants. The greening of industry will be addressed through support for development and use of clean technologies, including £120 million in offshore wind and £60 million towards marine energy. Transport will be transformed: carbon dioxide emissions from new cars to be cut across the EU by 40 per cent on 2007 levels and increased support for electric cars; sourcing 10 per cent of UK transport energy from renewable sources. A framework for emissions from farming will be developed. Also published are "The UK renewable energy strategy" (Cm. 7686, ISBN 9780101768627) and "Low carbon transport" (Cm. 7682, ISBN 9780101768221).
