The European Commission, 1958-72 by Anonim Pdf

The ink on the Rome Treaties of 25 March 1957 was hardly dry when the Commission set itself up for business on 1 January 1958 in Brussels with an agenda covering all areas of the economic life of the six founder countries: France, Germany, Italy and the three Benelux countries of Belgium, the Netherlands and Luxembourg. The 15-year period - from 1958 to 1972 - covered by this work corresponds to the beginnings of the European Commission, whose first task was to come up with practical means of achieving the Treaties' main objective - the establishment of a common market - taking as its point of departure the general interest of the entire Community of six Member States. Forged by men and women with often very different backgrounds, the history of the first few years is one of crises but also of achievements which shaped the major milestones of European integration in almost every area. Imagination, long-term vision, enthusiasm and tenacity seem to have been the great virtues of the people working for the young European institution at that time. By piecing together over a number of years the recollections of former Commission officials, a consortium of university teachers under the direction of Professor Michel Dumoulin of the Catholic University of Louvain at Louvain-la-Neuve has at last made it possible to tell the story of what happened during those early days.

This publication is both a historical record and a commemoration covering the early years of the European Commission from 1958 to 1972, before the first enlargement. Forged by men and women with often very different backgrounds, the history of the first few years is one of crises but also of achievements which shaped the major milestones of European integration in almost every area of the economic life of the six founder countries: France, Germany, Italy and the three Benelux countries of Belgium, the Netherlands and Luxembourg. A team of historians from the six founding member states have gathered together recollections of those who were actively engaged in this process in order to write a living history of the institution, its aspirations, successes and failures, as seen from the inside. The publication is also available in a hardback edition (ISBN 9789279054907).

The European Union's Non-Members by Erik Oddvar Eriksen,John Erik Fossum Pdf

The EU is a supranational organization, whose reach and influence extends well beyond its member states, especially to the many states that have signed various forms of association agreement with it. This book asks whether qualifying states who have eschewed EU membership experience negative effects on their legal and political self-governing abilities, or whether they manage their independence with few such effects. It explores the idea that the closer the affiliation a non-member state has with the EU, the more susceptible to hegemony the relationship appears to be. In addition, the book provides an overview of the total range of agreements the EU has with non-member states. This text will be of key interest to scholars and students of in EU/European studies, Scandinavian studies, European and comparative politics, international relations, and democratization studies.

Political Leadership and the European Commission Presidency by Henriette Müller Pdf

The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and Jos Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

The History of the European Union by Wolfram Kaiser,Brigitte Leucht,Morten Rasmussen Pdf

This book radically re-conceptualises the origins of the European Union as a trans- and supranational polity as it emerged between the Schuman Plan of May 1950 and the first enlargement of the European Communities at the start of 1973. Drawing upon social science theories and debates as well as recent historical research, Wolfram Kaiser and Morten Rasmussen in their introductory chapters discuss innovative ways of narrating the history of the EU as the emergence of a transnational political society and supranational political system. Building on these insights, eight chapters based on multilateral and multi-archival research follow each with case studies of transnational networks, public sphere and institutional cultures and policy-making which illustrate systematically related aspects of the early history of the EU. In the concluding chapter, leading political scientist Alex Warleigh-Lack demonstrates how greater interdisciplinary cooperation, especially between contemporary history and political studies, can significantly advance our knowledge of the EU as a complex polity. This book will be of interest to students and scholars of Politics, European Studies and History.

Roy Jenkins and the European Commission Presidency, 1976 –1980 by N. Piers Ludlow Pdf

Roy Jenkins brought great talent to Europe’s top job. He played a key role in re-launching European monetary integration, winning the right to attend the new global summits, and smoothing Greece’s path to EC membership. But he fell short of other targets. Commission reform remained elusive, as did an improvement of the UK’s troubled relationship with the EC. Indeed the row over Britain’s contribution to the EC budget, meant that Britain’s position in Europe was as difficult when he left Brussels as it had been when he arrived. This study will look at how Jenkins approached his role, identifying his priorities, examining his working methods, and exploring his rapport with the European and international statesmen with whom he had to work. In the process, the book will shed light on the nature of the job, on Jenkins’ own talents and limitations, and on the European Community as it struggled with the global economic crisis of the 1970s.

Which Policy for Europe? by Miriam Hartlapp,Julia Metz,Christian Rauh Pdf

The European Commission is at the center of the European Union's political system. Within its five-year terms each Commission proposes up to 2000 binding legal acts and therefore crucially shapes EU policy, which in turn impacts on the daily lives of more than 500 million European citizens. However, despite the Commissions key role in setting the agenda for European decision making, little is known about its internal dynamics when preparing legislation. This book provides a problem-driven, theoretically-founded, and empirically rich treatment of the so far still understudied process of position-formation inside the European Commission. It reveals that various internal political positions prevail and that the role of power and conflict inside the European Commission is essential to understanding its policy proposals. Opening the 'black box' of the Commission, the book identifies three ideal types of internal position-formation. The Commission is motivated by technocratic problem-solving, by competence-seeking utility maximization or ideologically-motivated policyseeking. Specifying conditions that favor one logic over the others, the typology furthers understanding of how the EU system functions and provides novel explanations of EU policies with substantial societal implications.

The European Commission by Neill Nugent,Mark Rhinard Pdf

The European Commission is at the very heart of the European integration process and, with the Council, is one of the two central institutions of the European Union. Its activist role under Jacques Delors led to a dramatic increase in its activity and influence and contributed to a crisis of confidence in its effectiveness and its lack of adequate financial controls which culminated in the resignation of the entire Commission under Jacques Santer in 1999. What progress has the Commission made in addressing these issues under Romano Prodi? What are its prospects in face of the new challenges of Eastward enlargement? How great is its influence and how does this vary according to issues and circumstances? What are the implications of its hybrid character as a political and administrative body? How much has the Commission changed over time and how much - and how - does it need to change now? Written by a leading authority and author of the best-selling introductory text on the EU, this major new text provides the definitive introduction to, and assessment of the Commission, its evolution, composition, organisation, character, functioning and role. Comprehensive, up to date and based on extensive original research it will be essential reading for students of European integration; politicians, policy makers and functionaries; and anyone with a serious interest in the European Union, its current character and future prospects.

Enlarging the European Union by M. Geary Pdf

The book presents a new history of the first enlargement of the EU. It charts the attempts by the European Commission to influence the outcome of the British and Irish bids to join the Common Market during the 1960s and 1970s. The most politically divisive EU enlargement is examined through extensive research in British, Irish, EU, and US archives.
