Democracy Promotion and the Normative Power Europe Framework by Marek Neuman Pdf

This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.

Brussels made democracy, human rights, the rule of law, and good governance its top co-operation priorities in the EU Strategy Framework towards Central Asia for 2007?2013. This book examines two interrelated questions: To what extent has EU democracy promotion in Central Asia been successful? And, to the extent that it was successful, why was it so? The book presents a comprehensive analytical framework for the evaluation of democracy promotion, including factors which may facilitate or hinder democratic development in Central Asia.

The European Union and the Promotion of Democracy by Richard Youngs Pdf

This book assesses European Union policies aimed at encouraging democratization in East Asia and the North African and Middle Eastern States within the Euro-Mediterranean Partnership - these two regions being the source of some of the strongest conceptual challenges to 'Western' liberal democracy since the end of the cold war. The book addresses theoretical debates over the international dimensions of political change and the EU's characteristics as an international actor. The factors both driving and inhibiting European democracy promotion policies are explored. The book outlines the EU's distinctive bottom-up philosophy, aimed at constructing the socio-economic and ideational foundations for political liberalization, but argues that the EU has in practice failed to develop a fully comprehensive and coherent democracy promotion strategy.

Promoting Middle East Democracy by Mona Yacoubian Pdf

Since the end of the Cold War, European security concerns have focused increasingly on the potential for instability on Europe's southern flank. In 1995, the European Union developed a framework for cooperation with the southern Mediterranean nations. These efforts have included some relatively ineffective programs to promote democracy in the region. In the aftermath of 9/11, the goal of encouraging the development of Middle East democracy has acquired greater urgency, not least in the eyes of the United States, which has bolstered its own efforts to spur democratic reform.

The European Union and Democracy Promotion by Richard Gillespie,Richard Youngs Pdf

he 20th century saw air power transformed from novelists' fantasy into stark reality. From string and canvas to precision weaponry and stealth, air power has progressed to become not only the weapon of first political choice, but often the only conceivable option. This rapid development has given rise to considerable debate and controversy with those holding entrenched views rarely slow to shout their case. Many myths have grown over the period, ranging from the once much vaunted ability of air power to win wars alone through to its impact as a coercive tool. This volume examines the theory and practice of air power from its earliest inception. The contributors have been drawn from academia and the military and represent some of the world's leading proponents on the subject. All significant eras on air power employment are examined: some are evidently turning points, while others represent continuous development. Perhaps more importantly, the book highlights the areas that could be considered to be significant, and invites the reader to enter the debate as to whether it constitutes a continuum, a turning point, or indeed a revolution.

Democracy Promotion in the EU's Neighbourhood by Sandra Lavenex,Frank Schimmelfennig Pdf

EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. This book was originally published as a special issue of Democratization.

Can this supposedly universal norm be promoted by and with the EU external governance scheme? What means are in stock? What has been used? What is used? What are the results? What can be, what has to be changed? A working definition of democracy is the scale of success which can be applied to the objectives and means in the European Union's ‘foreign policy’. The strategies are depicted as well as the level of ambition in democracy promotion of the European Union. The means to realize this ambition are be shown in comparison to the the successes or failures in application. Democratization in EU Foreign Policy by Benedetta Berti,Kristina Mikulova,Nicu Popescu Pdf

New democracies are uniquely positioned to promote democratic values and have a competitive advantage in the global democracy assistance industry. This book examines the attempts of one group of young democracies, from Central and Eastern Europe (CEE), to channel this pro-democracy agenda into both national and European foreign policy and development support. It looks at how CEE is ‘upstream’ changing the EU on crucial policy issues as part of the common foreign and security policy. Furthermore, it tracks the process whereby imported ideas and norms are recycled for further export ‘downstream’, and how these concepts are received in countries outside of the EU including the post-Soviet space, the Western Balkans, the Middle East and North Africa region and Central Asia. This text will be of key interest to scholars, students and practitioners of democratisation studies, European Union studies, comparative politics, international relations, international development, European politics, as well as area/regional studies.

Comparative Perspectives on the Substance of EU Democracy Promotion by Anne Wetzel,Jan Orbie,Fabienne Bossuyt Pdf

This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.
