The European Union and the Black Sea by Sinem Akgul Acikmese,Dimitrios Triantaphyllou Pdf

The idea for this book is derived from the scantiness of academic references on the European Union’s policies towards the Black Sea, relative to this region’s officially stated significance for the EU. Even though the EU plays a vital role in Black Sea political agendas, the EU’s cooperation with the region is not extensively covered by academic discussions and literature. This is mostly due to the fact that the EU’s focus on foreign affairs is mainly associated with the Balkans, as part the current and potential expansion, and the Middle East, as a direct consequence of the upheaval of the Arab Spring. The Black Sea region is crucially important for the EU because of the opportunities and challenges that the region presents, both politically and socio-economically. Contributions to this book mostly focus on specific issues of EU–Black Sea cooperation, from conflict to the environment to democracy, and how these particular relationships are perceived within the region as well as through the lenses of stakeholders such as Russia, Turkey, and the USA. Overall, the collection focuses on projecting a more efficient role and a holistic strategy for the EU in its approach towards the Black Sea region, testifying to the need for a strong EU presence. For this reason, the Black Sea area remains ‘the neighbourhood too close to, yet still far from, the European Union’. This book was originally published as a special issue of the Journal of Balkan and Near Eastern Studies.

The Black Sea Region and EU Policy by Carol Weaver Pdf

The Black Sea region rarely hit the media headlines until the outbreak of war in Georgia in 2008, yet its importance as a focus of European Union (EU) external policy making had already been growing for several years. The area is fascinating and diverse, comprising both large and small states, with a mixture of democracies and more authoritarian regimes. Traditionally a central foreign policy concern for Russia and Turkey, since the end of the Cold War, the EU and the US have become increasingly involved in the many dimensions of Black Sea politics. This book brings together a broad range of specialists on the region to analyze the challenge of divergent agendas both within and outside the EU. More specifically it looks at how the EU's enlargement to include states on the Black Sea shore has brought about new external policies including the European Neighbourhood Policy, Black Sea Synergy and the Eastern Partnership, all representing subtly different aims and interests. The various sections in the book also examine regionalization, conflict resolution, security, relationships between the Black Sea's states and last but not least, the vital issue of energy which has begun to dominate the discussion of the region. Designed to further the debate on the future of EU policies for the Black Sea region, this book is an essential resource for researchers, students and others in search of a coherent picture of the inter-relationship of EU initiatives and policies in the region.

The EU's New Black Sea Policy by Michael Emerson Pdf

After the accession of Bulgaria and Romania in 2007, the European Union moved quickly to fill an obvious gap in its vision of the regions to its periphery, proposing the 'Black Sea Synergy'. The EU shows a certain degree of commonality in its approaches to the Baltic Sea region, the Mediterranean and now the Black Sea. While the political profiles of these maritime regions are very different, they naturally give rise to many common policy challenges. This paper sets out a 'typology of regionalisms' and examines where the EU's Black Sea Synergy is going to find its place. There is already evidence of a diplomatic ballet between the EU and Russia, with the EU countering Russia's pursuit of its own 'geopolitical regionalism'. The EU would like in theory to see its efforts lead to a 'transformative regionalism', but the lack of agreement so far over further extending membership perspectives to countries of the region risks the outcome being placed more in the category of 'compensatory regionalism'

The Politics of the Black Sea Region by Carol Weaver Pdf

The Black Sea region is a dynamic and complex area in which many national and international actors have key interests, including Russia and the US. The European Union stretches to the sea’s western coast where it meets former Soviet territory as well as EU candidate Turkey. Regional tensions include those over NATO enlargement, a US anti-ballistic missile system, access to the Black Sea, democratization, spheres of interest and the conflict zones of Abkhazia, South Ossetia, Nagorno-Karabakh and Transnistria. In addition, the region’s close proximity to the Caspian basin offers the prospect of alternative energy resources and routes to western states. The Politics of the Black Sea Region: EU Neighbourhood, Conflict Zone or Future Security Community? explores and examines the many diverse political, security and economic interests that affect the region and the possible outcomes for it. By reviewing the wider history and examining the political systems and policies of the Black Sea nations and organizations as well as analyzing current tensions and future trends, it provides an invaluable, comprehensive and unique political guide to this fascinating area.

The Black Sea Between the EU and Russia by Thomas Weihe Pdf

At once an energy corridor and gateway for trafficking and organized crime, the Black Sea region is an area of burgeoning importance to the European Union. Its frozen conflicts in Abkhazia, South Ossetia, and Transnistr ia are dangerous centers of instability in Europe's immediate neighborhood. The Black Sea is also nearing the EU in purely geographic terms: in 2007 its littoral states Romania and Bulgaria will join, accession talks with Turkey have been opened, Georgia and Ukraine have expressed interest in EU membership and are being discussed as possible candidates for a NATO enlargement. The growing Western presence in the region has set off alarm bells in Russia, which regards the Black Sea as its sphere of influence. The prospect of NATO expanding poses a particularly acute threat of escalation. Also, Moscow's remarks that independence for Kosovo could serve as a precedence for the spearatist frozen conflict regions ar being seen as harbingers of future conflict. EU and regional representatives have therefore counselled respect for Russia's interests around the Black Sea, consideration of its objections, and efforts to facilitate cooperation that would benefit all sides. Does the EU need a Black Sea strategy? If so, what form should it take? This 134th Bergedorf Protocol documents a meeting of senior politicians and experts from the region and EU states in Odessa who analyzed the situation and put forward policy options

The Geopolitical Black Sea Encyclopaedia by Dan Dungaciu Pdf

Today, we know what the Black Sea is not from a strategic perspective, but we do not know what it is. This strategic indecision is the explanation for all the conflicts, frozen or not, explicit or tacit, and all the political and geopolitical tensions that are now taking place in this space and that are becoming endemic. The story of the Black Sea continues… This text is the first encyclopaedia explicitly dedicated to the geopolitics of the Black Sea, written for Western audiences, an academic research which appeals to the wider academic community, PhD students, professors, and researchers, and to any reader interested in geopolitics, history, international relations, economy, sociology, history, and geography.

Experiencing Europeanization in the Black Sea and South Caucasus by Oliver Türkeş-Kılıç, Selin Gabrichidze, Gaga Reisner Pdf

The book series European Studies in the Caucasus offers innovative perspectives on regional studies of the Caucasus. By embracing the South Caucasus as well as Turkey and Russia, it moves away from a traditional viewpoint of European Studies that considers the countries of the region as objects of Europeanization. This second volume demonstrates this by looking into forms of inter-regionalism in the Black Sea–South Caucasus area in fields of economic cooperation, Europeanization of energy and environmental policies, discussing how the region is addressed in the elaboration of a new German Eastern Policy. In the section on norm diffusion, the contributors assess the normative power strategy of the EU and its paradoxes in the region, its impact on civil society development in Armenia, and democracy promotion in Georgia. In the section on legal approximation, issues of a global climate change regime and competition law in Georgia as well as penitentiary governance reform in the South Caucasus according to EU standards and policies are analyzed. All contributions also review regional or local contestations for the topics discussed here.

The Security Context in the Black Sea Region by Dimitrios Triantaphyllou Pdf

This book on the security context in the Black Sea region is a timely endeavour and substantive contribution to understanding the state of play in the region and its linkages to the rest of the world. With contributions from analysts from Europe, the United States, Russia, Ukraine and Turkey, the book provides a holistic perspective. Post-Cold War developments have increased interest in the Black Sea region and the role of the regional and extra-regional actors in its security issues: this volume examines the position of the United States; NATO’s involvement; the EU’s engagement; Russia and Turkey’s aspirations alongside the policies of the other states in the region as they seek a role for themselves. It illustrates and investigates key concerns such as security, energy and energy security, regionalism and good governance; and questions why a cooperative security framework (or other regional schemes which could accommodate the needs of all stakeholders) has to date never become a reality. This book adds to the growing body of research on the region, presenting the facts of the current situation and asking what can be done in the Black Sea region for it to survive given its precarious security environment. This book was published as a special issue of Southeast European and Black Sea Studies.

Based on a major international research project undertaken by The Institute for East West Studies, this book provides the first comprehensive analysis of an important, but little explored, feature of post-Cold War Europe: the emergence of subregional cooperation in areas such as the Barents, the Baltic Sea, Central Europe and the Black Sea. It analyses the role of subregional cooperation in the new Europe, provides detailed case studies of the new subregional groups and examines their relations with NATO and the European Union.

Establishing Security and Stability in the Wider Black Sea Area by P.M.E. Volten,B. Tashev Pdf

In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

The Dynamics of Black Sea Subregionalism by Panagiota Manoli Pdf

Conflict and cooperation are two dynamics that have shaped the political economy and international relations around the Black Sea since the early nineties. Despite the negative structural environment and the persistence of a high security dilemma, cooperative efforts among Black Sea actors (primarily state elites but increasingly non-state actors) have been advancing, even though slowly. Representing a new development in the study of contemporary regionalism, Panagiota Manoli examines the process of institutionalized subregional cooperation and casts new light on the factors influencing the reconfiguration of subregional structures in the region. Focusing on the primary initiative in the region, Black Sea Economic Cooperation (BSEC), Manoli traces how subregionalism has evolved since the early nineties and what has been driving and conditioning this process. Questioning whether there is a definitive nature to subregionalism, Manoli then discusses Black Sea subregionalism within the European integration process, examining the impact of the European Union. Contributing to the conceptualization of the subregional phenomenon, this book should be read by scholars and policy-makers alike unclear on how local elements interface with extra-regional forces in the shaping of a subregion.

Regional Co-operation and Protection of the Marine Environment Under International Law by Nilufer Oral Pdf

In Regional Co-operation and Protection of the Marine Environment Under International Law: The Black Sea, Nilufer Oral examines the regional co-operation mechanism for protection and preservation of the Black Sea marine environment within the framework of international law, and subsequently identifies the necessary components for a robust regional regime based on best legal practices. The book provides a thorough review of the complex modern challenges related to the Black Sea, with particular emphasis on biodiversity, fisheries, land-based pollution and vessel-based sources of pollution. A history of regional co-operation in the Black Sea offers an enlightening comparison to the development of regional co-operation in international law, in particular, to Part IX of the 1982 United Nations (Montego Bay) Convention on the Law of the Sea. Further comparative analyses, such as the existing regional regime of the Black Sea as established under the 1992 UNEP Regional Seas Programme, and selected regional seas programmes, including the acquis communautaire of the European Union, cohere into a firm foundation of present findings, upon which basis the author makes recommendations for the future. All those interested in the Law of the Sea, international environmental law, and fisheries management will find a critical new text in Regional Co-operation and Protection of the Marine Environment Under International Law: The Black Sea.
