Broadly defined as the grey area between strategy and tactics, operational art spans the theory and practice of planning and conducting campaigns and major operations aimed at accomplishing strategic and operational objectives in a given theatre of operations. An intermediate link between strategy and tactics has always existed, but a distinct concept that encompasses a systematic and deliberate plan of campaign for major operations is a mere two hundred years old. Based on country specific case-studies, this book describes how the concepts that underpin operational art originated, how they received practical expression in various campaigns, and how they developed over time. The point of departure is the campaigns of 'the God of War', Napoleon Bonaparte. The book then proceeds with chapters on the evolution of operational art in Prussia / Germany, the Soviet Union / Russia, the United Kingdom, United States, Israel, and China. The final chapter deals with the future of operational art in irregular warfare. Theory is critical to refining and improving existing methods of applying operational warfare, and its importance cannot be overstated; however, to be useful, theory and its accompanying vocabulary must be combined with a proper examination of historical trends and practical experience. The present volume attempts to achieve that combination. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

Accordingly, theoreticians and practitioners should date the origins of operational art at least as early as Ancient Egypt. The significance of this study is paramount, as it expands the boundaries of military history by showing that the origins of operational art do not lie exclusively within nineteenth century military conflicts in Europe and America. Additionally, it proves that operational art is a timeless phenomenon and will continue to evolve and withstand the changing conditions of future warfare. Instead of relating operational art to a specific country, military scholars should put the pieces of the operational paradigm together, starting from the early beginning to the modern times. Man’s history in the lands of the Nile extends back to the dawn of humankind and is one of the possible locations where man first crossed the line from indiscriminative violence to organized warfare. However, military historians ignore ancient Egyptians’ contribution to military art and science by relating the origins of operational art to European and American practitioners of the nineteenth century. Did the ancient Egyptian military reached a high level of sophistication, and did it practice operational art as conceived by modern military theorists during the New Kingdom of the Early Bronze Age (1550–1070 B.C.)? This work makes the case that operational art emerged during that period. This study explains how Ancient Egypt’s war machine reached a high level of sophistication through a brief examination of Ancient Egypt warfare. It then examines the Pharaohs’ campaigns in the Asiatic theatre using operational factors and elements as discussed within the current U.S. Army doctrine.

One can argue that the development of true doctrine required the formal adoption of the concept of operational art. Prior to the Great War, no army in the world possessed a codified body of thought that enabled senior military commanders to visualize the aggregate effects of tactical engagements across time and space. By 1918, after a dramatic revision of drill regulations into something approaching true doctrine, the German army was furthest in realizing this goal. Ultimately, though, the Germans could not translate tactical success into strategic victory because they could not resource military operations in sufficient depth to render local successes decisive. Understanding that the character of warfare in 1918 was radically different from 1914 would have enabled Ludendorff to see the flaws in the MICHAEL offensives and perhaps mitigate them. And although the interwar German Army spent a great deal of effort reflecting on the lessons of 1914-1918, German understanding of the operational art remained incomplete. The separate and unequal Allied efforts against Nazi Germany in World War II, followed immediately by the superpower competition of the Cold War, created a significant gap in American officers' understand ing of the factors that contributed to Soviet victories on the Eastern Front. As a result, in the decades following the war the concept of "operational art" was recognized and adopted by the US Army almost as a proprietary creation. In the 1990s, however, Western military historians and theorists discovered that the Soviets had gotten there first. Bruce Menning's translation of Georgii Samoilovich Isserson's 1936 treatise The Evolution of Operational Art is the best example available of the distillation of Soviet military thought before the Second World War. The purpose of this monograph is to search for, identify, and discuss the emergence of elements of operational art during the Napoleonic wars. James Schneider has tied the emergence of operational art to the technological advances of the industrial revolution; specifically the rifled musket, steam locomotive, and instantaneous communications theoretically possible with telegraph. Schneider lists eight "key attributes" that are used in this monograph as elements of operational art. These elements are: a distributed operation, distributed campaign, continuous logistics, instantaneous command and control, operationally durable formations, operational vision, a distributed enemy, and distributed deployment...This monograph uses Schneider’s elements as the criteria to establish the presence or absence of operational art in the 1813 campaign in Germany. The 1813 German campaign is examined from the viewpoint of Napoleon’s adversaries; principally the Prussians, Russians, and Austrians. This campaign was used because it represents Napoleonic warfare at a very high level of sophistication by both the Allies and their French opponents. Both sides were now organized along the French model with field armies, corps, and divisions as standard organizations. The armies that faced each other, while composed of some veteran troops, were mostly the result of massive conscription across all classes of society. All of the protagonists were essentially nations in arms. The complexity of this campaign, there were approximately seven field armies in Germany by the fall of 1813, lends itself well to a search for Schneider’s elements. The course of this campaign followed a pattern of attrition and exhaustion which, too, favors an operational analysis vice analysis along the lines of classical strategy.

This book is a comparative study of military operations conducted my modern states between the French Revolution and World War I.
