Combining the perspectives of 18 international scholars from Europe and the United States with a critical discussion of the role of culture in international relations, this volume introduces recent trends in the study of Culture and International History. In this book, Paul Viotti explores American foreign policy from the founding of the republic in the late 18th Century to the present day. Part 1 examines the broad policy options available to the US government: namely, peaceful engagement, containment through deterrence or coercive diplomacy, and armed intervention. Part 2 looks at the American experience in foreign policy. By exploring early precedents and elite practices, the moralism of American exceptionalism as well as the roots of an expansionist American foreign policy, the discussion draws out the continuities running from the 18th century to the present. Part 3 concludes with an analysis of the politics of interest on the Potomac with analysis of the interplay of contending policy elites, factions and parties influencing foreign policy making today. Assessing alternatives, the author concludes that even though containment and armed intervention will remain part of the way the United States conducts its foreign policy, diplomatic engagement options are the most promising course of action for the coming decades.

The book is on the Prime Ministers of India since Jawaharlal Nehru. A chapter is devoted to each of them with a focus on their foreign policies. The broad organisational framework, designed and deployed in this publication, begins with a brief analysis of their formative years, their perceptions of the international system, and the architecture of their foreign policies, before delving into their decisional process, and before concluding with an evaluation of their role. All the Prime Ministers were obviously not interested in international affairs. Though the dimensional size of the country had unavoidably pushed all of them to deal with foreign affairs, their role was variegated and their performance was unequal. While the Nehru-Gandhi family were the icons of Indian diplomacy, there were others like Morarji Desai, V.P.Singh, H.D.Deve Gowda, Chandra Shekar, etc. who were really marginal either because their mandate was limited by time or by interest. The uniqueness of the book lies in the fact that the author has dealt with all the Prime Ministers, including the ones for whom foreign policy was not crucial.

American–Soviet Cultural Diplomacy: The Bolshoi Ballet’s American Premiere is the first full-length examination of a Soviet cultural diplomatic effort. Following the signing of an American-Soviet cultural exchange agreement in the late 1950s, Soviet officials resolved to utilize the Bolshoi Ballet’s planned 1959 American tour to awe audiences with Soviet choreographers’ great accomplishments and Soviet performers’ superb abilities. Relying on extensive research, Cadra Peterson McDaniel examines whether the objectives behind Soviet cultural exchange and the specific aims of the Bolshoi Ballet’s 1959 American tour provided evidence of a thaw in American-Soviet relations. Interwoven throughout this study is an examination of the Soviets’ competing efforts to create ballets encapsulating Communist ideas while simultaneously reinterpreting pre-revolutionary ballets so that these works were ideologically acceptable. McDaniel investigates the rationale behind the creation of the Bolshoi’s repertoire and the Soviet leadership’s objectives and interpretation of the tour’s success as well as American response to the tour. Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.
