Available online: https://pub.norden.org/temanord2024-521/ This report reviews the implementation of the United Nations Framework Convention on Climate Change Gender Action Plan (UNFCCC GAP) in the Nordic countries. The UNFCCC GAP aims at advancing knowledge and understanding of gender responsive climate action, and includes activities for gender mainstreaming the implementation of the Paris Agreement. The report finds that the Nordic region demonstrates commitment to integrating gender equality perspectives into climate policies, and summarises best case examples on local and national level. It also suggests that by prioritising capacity building of mainstreaming in climate policies, utilising available sex-disaggregated data for gender analysis, and by enhancing coherence in relevant policy frameworks, the Nordic countries can improve their implementation of the UNFCCC GAP and further pave the way for a just transition to a green economy.

The review assesses the implementation of the United Nations Framework Convention on Climate Change’s Gender Action Plan (UNFCCC GAP) in Denmark, Finland, Iceland, Norway, and Sweden. The UNFCCC GAP aims to advance the implementation of gender-responsive climate actions at all levels, ensuring women's full, meaningful participation in the climate process. Thus, this review assesses both the notable endeavours towards ensuring gender responsive climate policies in the Nordic countries, as well as the challenges encountered. Social inclusion is defined by the World Bank Group as the process of improving the terms of individuals and groups to take part in society, and the process of improving the ability, opportunity, and dignity of those disadvantaged based on their identity to take part in society. Groups can be excluded based on several characteristics or life circumstances. These include poverty, gender, age, religion, ethnicity and disability, among others. Within a country context, social exclusion implies that excluded groups are not able to fully participate in their country’s political, economic, and social life and often are unable to fully benefit from programs and policies intended to benefit the population at large. As Indonesia’s economy continues to grow, it is essential that issues of social inclusion be considered in nutrition-related policies and programs. This is especially important as often socially excluded groups are those most at risk of health and nutrition problems.
