The German Electoral System by Peter James Pdf

This title was first published in 2003. This precise and well-structured book focuses on the mechanics (its evolution and the debates it generates) of the German electoral system. Briefly outlining the past German electoral systems and the influence they exerted on the political systems of the time, it differs from existing literature by being the first volume in the English language which gives in-depth treatment to local and regional electoral systems in Germany, as well as the federal system. Identifying the strengths and weaknesses of German electoral systems and their role and contribution within the party and political systems, it is particularly relevant at a time when other European countries' electoral systems are under review. Students and academics concerned with German politics in particular and German or European studies more generally, will find this book valuable.

German Electoral Politics by Geoffrey K. Roberts Pdf

The study of German electoral politics has been neglected of late, despite being one of the most pervasive elements of the German political process. Geoffrey Roberts exciting new book argues that concentration on electoral politics facilitates deeper understanding and appreciation of German political system. It provides explanations and analysis of the federal electoral system, its evolution and the challenges which have been made to its format; discusses the role of electoral politics in relation to political parties It goes on to evaluate the effectiveness of the German electoral system in relation to its functions, and challenges the premise that electoral politics makes a difference in Germany. Ultimately the book aims to reconcile the apparently limited role which elections have in determining the composition of governments with the notion that there is a "permanent election campaign" in existence in German politics.

Electoral reform in Germany and Canada by Sebastian Grasser Pdf

Seminar paper from the year 2006 in the subject Politics - Political systems in general and in comparison, grade: 1,0, Saint Mary's University (Saint Mary's University, Halifax, Canada), language: English, abstract: The voter turnout of 60.9% in the 2004 Canadian general election has been the lowest ever in Canadian electoral history. The election resulted in a minority government for Paul Martin’s Liberals that lost votes after an infamous sponsorship scandal. This scandal undermined Liberal credibility as “sums of money were paid illicitly, supposedly to promote national feeling in Quebec.” The Liberals could only win 135 seats with 36.7% of the popular vote, and more than half of their seats (75) came from Ontario. Canada’s regional cleavages, i.e. its highly regionalized nature, are the origin of such a development. The electoral system, the single-member plurality, deteriorates this situation as it favors parties with a regional basis and leaves out parties with a small nationwide electorate. In contrast to Canada, German voters are familiar with elections where neither party can win the majority of seats in the German parliament, the Bundestag. The German electoral system favors coalitions, which is unknown to Canadian voters. This paper examines both the electoral system of Canada and Germany and shows overlapping in both system with the usage of two former elections as case study.

Over the past half century, the behavior of German voters has changed profoundly - at first rather gradually, but during the last decade at accelerated speed. Electoral decision-making has become much more volatile, rendering election outcomes less predictable. Party system fragmentation intensified sharply. The success of the AfD put an end to Germany's exceptionality as one of the few European countries without a strong right-wing populist party. Utilizing a wide range of data compiled by the German Longitudinal Election Study, the book examines changing voters' behavior in the context of changing parties, campaigns, and media during the period of its hitherto most dramatically increased fluidity at the 2009, 2013, and 2017 federal elections. Guided by the notions of realignment and dealignment the study addresses three questions: How did the turbulences that increasingly characterize German electoral politics come about? How did they in turn condition voters' decision-making? How were voters' attitudes and choices affected by situational factors that pertained to the specifics of particular elections? The Changing German Voter demonstrates how traditional cleavages lost their grip on voters and a new socio-cultural line of conflict became the dominant axis of party competition. A series of major crises, but also programmatic shifts of the established parties promoted this development. It led to a segmentation of the party system that pits the right-wing populist AfD against the traditional parties. The book also demonstrates the relevance of coalition preferences, candidate images as well as media and campaign effects for voters' attitudes, beliefs, and preferences.

Electoral systems in Australia and Germany - a comparative study by Anke Bartl Pdf

Essay from the year 2003 in the subject Politics - Region: Australia, New Zealand, grade: Distinction, Flinders University (Social Sciences), course: Australian Politcs a comparative study, language: English, abstract: This essay aims to explain the differences between preferential and proportional systems of voting and the consequences of these systems in Australia. The electoral system of Germany is examined in comparison. Why are electoral systems so important? Through elections, citizens of a county can express their views and choose the government they wish to see in power. Therefore, the electoral system is one of the significant features of a democracy and a representative government. The political outcome of an election can vary greatly depending on which of the different types (and/or variations of each type) of systems is in effect. Hence, the organisation of the political system strongly depends on the electoral system.1 The impacts of electoral systems on the political and party system will be examined after looking at the two systems of voting used in Australia at the Commonwealth/ Federal level: the preferential voting system and the system of proportional representation. Preferential voting in single-member seats is used for elections for the House of Representatives and is also often referred to as Alternative Vote.2 A distinctive feature of this voting system is that the winning candidate needs to receive an absolute majority of the primary vote, in other words 50% plus one. Alternatively, the candidate can win the election by securing an absolute majority after the distribution of preferences. 3 Under a system of full preferential voting, electors must indicate a preference for all candidates listed on the ballot paper. Voters show their first preference by giving the number “1” to their preferred candidate. They then rank all other candidates by distributing the remaining numbers in descending order from 2 to X (X = the number of candidates taking part in the election). In the first round of counting votes, the numbers of primary votes are registered. [...] 1 David W. Between Left and Right by Eric Langenbacher Pdf

Germany remains a leader in Europe, as demonstrated by its influential role in the on-going policy challenges in response to the post 2008 financial and economic crises. Rarely does the composition of a national government matter as much as Germany’s did following the 2009 Bundestag election. This volume, which brings together established and up-and coming academics from both sides of the Atlantic, delves into the dynamics and consequences surrounding this fateful election: How successful was Chancellor Angela Merkel’s leadership of the Grand Coalition and what does her new partnership with the Free Democrats auger? In the face economic crisis, why did German voters empower a center-right market-liberal coalition? Why did the SPD, one of the oldest and most distinguished parties in the world self-destruct and what are the chances that it will recover? The chapters go beyond the contemporary situation and provide deeper analyses of the long-term decline of the catchall parties, structural changes in the party system, electoral behavior, the evolution of perceptions of gender in campaigns, and the use of new social media in German politics.
