Women workers and the revolutionary origins of the modern welfare state In May 1790, the French National Assembly created spinning workshops (ateliers de filature) for thousands of unemployed women in Paris. These ateliers disclose new aspects of the process which transformed Old Regime charity into revolutionary welfare initiatives characterized by secularization, centralization, and entitlements based on citizenship. This study is the first to examine women and the welfare state in its formative period at a time when modern concepts of human rights were elaborated. In The Origins of the Welfare State, Lisa DiCaprio reveals how the women working in the ateliers, municipal welfare officials, and the national government vied to define the meaning of revolutionary welfare throughout the Revolution. Presenting demands for improved wages and working conditions to a wide array of revolutionary officials, the women workers exercised their rights as "passive citizens" capaciously and shaped the meanings of work, welfare, and citizenship. Looking backward to the Old Regime and forward to the nineteenth century, this study explores the interventionist spirit that characterized liberalism in the eighteenth century and serves as a bridge to the history of entitlements in the nineteenth and twentieth centuries.

J.S. Mill's deep interest in French intellectual, political, and social affairs began in 1820 when, in his fourteenth year, he went to France to live for a year with the family of Sir Samuel Bentham. French became his second language, and France his second home, where he died and was buried in 1873. His interest in history began even earlier when, as a child of seven, he tried to imitate his father's labours on the History of British India; though he never wrote a history in his maturity, study of the past remained a passion and helped shape the philosophy of history that informed his views of society and ethics. His intense interest in contemporary French politics also led him to seek connections between historical developments and present trends, both seen by his from a Radical perspective approproate to what he believed to be an age of transition. The English historians of France, including Walter Scott and Thomas Carlyle, as well as the French, some of whom were themselves political figures, are judged by their historical methods, but those methods are seen as having practical effects in shaping as well as revealing the mind of the times. This volume brings together for the first time the essays, running from 1826 to 1849, that meld these abiding interests. They give as well insights into Mill's personal aspirations, his developing view of comparative politics and sociology, his concern for freedom, and his feminism. During these years Mill worked on a published his System of Logic, Book VI of which shows in condensed form the results of the speculations here developed; reading these essays with that work, which made his reputation as a philosopher, enables one to see the effects of romanticism on analytic thought in a way not as clearly evident even in Mill's Autobiography. Independently important, then, the essays in this volume also enable us to interpret anew the practical and theoretical concerns fundamental to his formative years and maturity. John C. Cairns' Introduction demonstrates how the essays reveal, through their reactions to the Revolutions of 1789, 1830, and 1848, and to French historiography, politics, and thought, the effect of France on Mill's ideas, and also the way in which his other concerns influenced his reactions to France. Looking especially at widows of master craftsmen in early modern Paris, this study provides analysis of the social and cultural structures that shaped widows' lives as well as their day-to-day experiences. Janine Lanza examines widows in early modern Paris at every social and economic level, beginning with the late sixteenth century when changes in royal law curtailed the movement of property within families up to the time of the French Revolution. The glimpses she gives us of widows running businesses, debating remarriage, and negotiating marriage contracts offer precious insights into the daily lives of women in this period. Lanza shows that understanding widows dramatically alters our understanding of gender, not only in terms of how it was lived in this period but also how historians can use this idea as a category of analysis. Her study also engages the historiographical issue of business and entrepreneurship, particularly women's participation in the world of work; and explicitly examines the place of the law in the lived experience of the early modern period. How did widowed women use their newly acquired legal emancipation? How did they handle their emotional loss? How did their roles in their families and their communities change? How did they remain financially solvent without a man in the house? How did they make decisions that had always been made by the men around them? These questions all touch upon the experience of widows and on the ways women related to prevalent structures and ideologies in this society. Lanza's study of these women, the ways they were represented and how they experienced their widowhood, challenges many historical assumptions about women and their roles with respect to the law, the family, and economic activity.

In nineteenth-century France, parents abandoned their children in overwhelming numbers--up to 20 percent of live births in the Parisian area. The infants were left at state-run homes and were then transferred to rural wet nurses and foster parents. Their chances of survival were slim, but with alterations in state policy, economic and medical development, and changing attitudes toward children and the family, their chances had significantly improved by the end of the century. Rachel Fuchs has drawn on newly discovered archival sources and previously untapped documents of the Paris foundling home in order to depict the actual conditions of abandoned children and to reveal the bureaucratic and political response. This study traces the evolution of French social policy from early attempts to limit welfare to later efforts to increase social programs and influence family life. Abandoned Children illuminates in detail the family life of nineteenth-century French poor. It shows how French social policy with respect to abandoned children sought to create an economically useful and politically neutral underclass out of a segment of the population that might otherwise have been an economic drain and a potential political threat.

Originally published in 1976. This book is a study of the charitable institutions of one French town, Aix-en-Provence. It begins with their foundation during the Counter-Reformation and ends with their dissolution during the Revolution. It details the impulses behind their foundation and describes how they were financed and administered. It also explores the lives of the people they helped. The study is based primarily on surviving records of the charities. These are the same sort of records that charitable institutions today accumulate: entrance registers, minutes of board meetings, account books, and fund-raising pamphlets. Records of the local and central government and court records were also consulted. One purpose of this study is to bring readers closer to the reality of the problem of poverty in Old Regime France. Another purpose is to historicize contemporary perceptions of poverty in the minds of French historical actors. Chapter 1 outlines the social and economic makeup of Aix-en-Provence. Chapter 2 deals with the attitudes and assumptions behind the foundation of the charities. Chapter 3 describes how the institutions were administered and financed, and the many important roles they played in the community at large. Chapter 4 describes the types of assistance available to the poor and the types of people who received it. Chapter 5 discusses the most important alternatives to charity for the needy—beggary and crime. After 1760, the traditional charities entered a period of decline. Both the economic and social realities of poverty, and popular perceptions of those realities, changed drastically after 1760. Flooded by increasing numbers of the poor, paralyzed financially because of declining donations and general mismanagement, repudiated by public opinion, and subject to increasing control by the state, the charities were ineffective and indeed almost moribund after 1760. Chapters 6 and 7 detail these developments.
