Twice he has visited France to observe the practical operations of the government. He has conversed with distinguished French gentlemen of the different political and religious parties, and has carefully listened to the observations of intelligent foreigners from the different nationalities of Europe and America residing in Paris. He has also collected from Lon don and Paris every book and pamphlet he could find upon the subject of the empire, whether from the pen of friend or foe. Thus furnished, he has written this book with as honest and earnest a desire to present the truth as it is possible for him to possess.
