Excerpt from The Foreign Policy of Sir Edward Grey 1906-1915 It is a characteristic of British politics that, even in times of crisis, there are always men to be found who will criticize severely their country's action and expound sympathetically the case for their country's enemies. I think we may well be proud of this characteristic. It is one that could only be found in a community which is highly civilized; whose heart is set on honourable dealing and not merely on success, and whose citizens in general trust one another and are free from panic. For these few who protest are not traitors, and no sensible person ever thinks they are. They may be right or wrong on the main issue; their motives may vary from the purest love of justice to divers degrees of prejudice or pigheadedness or personal pique. But they are never guilty, and never seriously suspected, of either treachery or corruption. No government ever persecutes them. No mob seriously maltreats them. They are unpopular, but nothing more. And certainly the present writer would be among the very last to judge any one harshly for being 'the friend of every country but his own.' He has too often been called that name himself, and has been proud of it. He is not going to blame any one for being 'pro-German' in the only sense in which the term can be fairly used; that is, of being anxious to state the case for Germany as clearly and fairly as possible, and to help us to understand our enemies. In the other sense, in the sense of wishing the Germans to win the war, there are, I believe, no pro-Germans among the sane inhabitants of Great Britain. It may seem, then, to savour of presumption that one, whose work has been mainly concerned with colonial and imperial history, should embark upon the difficult waters of European politics. But, on the other hand, it must be remembered that, up to the present time, colonial and imperial history cannot be understood without reference to the European system from which it took its rise, just as a knowledge of a particular limb is impossible without some study of the body as a whole. 'The only begetter' of this volume was Mr. Philip Kerr of The Round Table, who, in conversation, suggested to me that there was room for a book#4 which, by dealing with British foreign policy apart from a narrative of events, should endeavour, without undue length, to put forward the views of past British statesmen. Excerpt from The Cambridge History of British Foreign Policy, 1783-1919, Vol. 2 Besides those charged with the responsibilities or engaged in the work of the Cambridge University Press - which has recently suffered a very' heavy loss in the death of Mr A. R. Waller, for eleven years Secretary of the Syndicate - we have to thank more friends than can be enumerated here for their aid in the production of the present volume. Use has again been made of the generous loan of the Wallace Papers, already acknowledged in the Preface to our first volume. We have also to thank the relations of the late Sir Andrew Buchanan, G.C.B., and more especially Mr Henry Mellish of Hadsock Priory, Worksop, for allowing us to peruse two volumes of Sir Andrew's private correspondence in the years 1863-4, when he was our Ambassador at Berlin - one of them consisting of letters from his predecessor Lord Bloomfield, then at Vienna, and the other of miscellaneous correspondence. The former, in particular, is full of interest. They have, also, favoured us with the loan of Sir Andrew's letters concerning the Russian repudiation in 1870 of the Black Sea obligations of the Treaty of March 30th, 1856, privately printed for the use of the Foreign Office. Through Mr G. M. Trevelyan's kind intervention, access has been granted us by the present Earl Grey to the Howick Papers, throwing light on the period 1830-4, dealt with in Mr Trevelyan's Lord Grey of the Reform Bill. Among leading authorities on the subject of this work who have continued to interest themselves in its progress, we desire again to express our obligations to the Right Hon. Lord Sanderson, G.C.B., to the Right Hon. Sir Ernest Satow, G.C.M.G., whose most valuable Diplomatic Practice has, we are glad to say, already reached a second edition, to Professor Sir C. H.
