Like the industrial revolution before it, the information technology revolution appears to be creating a new ruling class, a new economy and a new society. Information technology is also transforming military operations and warfare. A vast literature on the revolution in military affairs (or "RMA") cites the important (indeed, dominant) role of information technology in enabling a new military revolution. This volume challenges conventional wisdom not by claiming that information's impact on military operations is not "positive" or "transformative" but by claiming its impact is not "new". Previous periods of military revolution can also be characterized as information revolutions. Through the close examination of six case studies of military transformation during the industrial age, the contributors to this volume demonstrate how the employment of emerging information systems was critical to realizing a major boost in military effectiveness. The most successful adaptations to the new environment were made by the most skillful users of information. This volume draws upon the expertise of leading military historians, political scientists and defense practitioners to craft a set of original essays that provide the first retrospective examination of how information affects the process of military revolution. The Revolution in Military Affairs (RMA), unleashed by the integration of information technologies into weapons systems, military units, and operations is a phenomenon whose impacts have been felt well beyond the Gulf in 1991 or the Balkans in 1999. Technological developments lie at the center of these changes; however, the RMA is about more than technology. It includes the consequences of technological changes for defense and security. This study provides an assessment of the RMA that goes beyond a mere description of new defense-related technologies to deal with deeper, more fundamental issues. Through the contributions of American, Canadian, Chinese, and French experts, this book surveys the RMA from various perspectives and evaluates it from the standpoints of military history and military science. The authors conclude that, while the RMA represents a significant challenge for defense establishments, it may fall short of being truly revolutionary. Whether one looks at power projection or information warfare, it appears that emerging technologies will translate into significant improvements in capabilities, but not necessarily a revolution in warfare. From a comparative perspective, the United States remains well ahead in thinking of and implementing changes that stem from the RMA, although other nations may make selective use of the RMA to promote regional security goals.

This book is the first systematic examination of the emerging arms race in Asia. The global trade in arms is to a large degree underpinned by the strong demand for arms in Asia and the Middle East, the two largest arms export markets in the world. Of these two regions Asia has become particularly significant, led by the emergence of China and India as major powers. It is therefore not surprising that the rapid military modernisation in Asia, accompanied by significant increases in the size and sophistication of armed forces, has generated attention as to its trends, key characteristics, causes and implications. This phenomenon, which has become evident since the end of the Cold War, has also been widely described as an Asian 'arms race'. This book evaluates the key conceptual ideas which can shed light on this phenomenon, as well as examining the complex mix of internal, external and technological factors that have led to its emergence. The volume explores the way in which the arms race is leading ultimately to three distinctive blocs in the emerging geostrategic landscape: a loose bloc of US allies in the region; a counter-bloc of potential US adversaries; and a neutral bloc of states with industrial age armed forces whose allegiances will vary according to circumstances and geostrategic developments. The Arms Race in Asia concludes that if the emerging arms race is left unchecked, it is likely that Asia will increasingly become a region of instability, marked by conflicts and interstate wars. The book will be of great interest to students of Asian politics, strategic studies, defence studies, security studies and IR in general.
Military Thought of Asia challenges the assertion that the generation of rational secular ideas about the conduct of warfare is the preserve of the West, by analysing the history of ideas of warfare in Asia from the ancient period to the present. The volume takes a transcontinental and comparative approach to provide a broad overview of the evolution of military thought in Asia. The military traditions and theories which have emerged in different parts of Eurasia throughout history are products of geopolitics and unique to the different regions. The book considers the systematic and tight representation of ideas by famous figures including Kautlya and Sun Tzu. This book provides a comprehensive assessment of the global diffusion of the Revolution in Military Affairs (RMA) and its impact on military innovation trajectories in small states. Although the 'Revolution in Military Affairs' (RMA) concept has enjoyed significant academic attention, the varying paths and patterns of military innovation in divergent strategic settings have been overlooked. This book seeks to rectify this gap by addressing the broad puzzle of how the global diffusion of RMA-oriented military innovation – the process of international transmission, communication, and interaction of RMA-related military concepts, organizations, and technologies - has shaped the paths, patterns, and scope of military innovation of selected small states. In a reverse mode, how have selected small states influenced the conceptualization and transmission of the RMA theory, processes, and debate? Using Israel, Singapore and South Korea as case studies, this book argues that RMA-oriented military innovation paths in small states indicate predominantly evolutionary trajectory, albeit with a varying patterns resulting from the confluence of three sets of variables: (1) the level of strategic, organizational, and operational adaptability in responding to shifts in the geostrategic and regional security environment; (2) the ability to identify, anticipate, exploit, and sustain niche military innovation – select conceptual, organizational, and technological innovation intended to enhance the military’s ability to prepare for, fight, and win wars, and (3) strategic culture. While the book represents relevant empirical cases for testing the validity of the RMA diffusion hypotheses, from a policy-oriented perspective, this book argues that these case studies offer lessons learned in coping with the security and defence management challenges posed by military innovation in general.
