"Despite strong economic growth during the last decade, youth unemployment in Jordan remains stubbornly high, and labor-force participation markedly low. Young women in particular face labor market barriers in access to many career paths, and their job aspirations are often discouraged by their parents. Graduates of secondary and postsecondary institutions do not possess the requisite technical and soft skills needed for the jobs they expect to get. Facing poor economic prospects and inadequate income, youth are unable to marry, afford to live independently, or support a family. The youth unemployment crisis appears set to plague the country as well as the Middle East region for years to come in the absence of offsetting policy. This study examines the perceptions of young Jordanian men and women on issues relevant to their transitions into adult roles, specifically aspirations for work and family. To achieve the study objectives, we conducted 13 focus groups and 14 one-on-one qualitative interviews withyoung Jordanians (ages 15-30). Participants came from the nation's capital, Amman, as well as the less urbanized nearby area of Zarqa. Policy prescriptions for poor developing countries struggle to expand employment opportunities toraise their income levels. Among these are the MENA Arab countries that have recently experiencedan unprecedented tide of popular uprisings following the rising poverty, inequality and exclusion, muchof which is related to the labor market. Since the flow approach to labor markets has become the basic toolbox to modern labor economics, this thesis has at its central insight explaining the functioning ofthose specific labor markets, particularly the Egyptian and Jordanian, using the search equilibrium theory. It looks at analyzing job accession, separations and mobility trends. Overall, evidence of highlevels of rigidity is revealed. The impact of introducing flexible employment protection regulations in these rigid markets is then discussed both empirically and theoretically. Findings show that lowering firing costs in Egypt increased significantly the job separations, but had no impact on job creations.This partial failure of the liberalization reform is interpreted theoretically by a crowding out effect due to increased corruption set up costs or increased public sector wages. A novel theoretical matching model a la Mortensen Pissarides is developped allowing for the existence of public, formal private and informal private sectors, reflecting the particular nature of developing countries. Workers' movements up the job ladder is then explored through a structural estimation of the frictional parameters in a job search model a la Burdett Mortensen. These markets are found to have very high levels of search frictions especially among the young workers. Given the non-availability of panel data to study labor market flows, longitudinal retrospective panel datasets are extracted from the Egypt and Jordan Labor Market Panel Surveys. These panels are then compared to available contemporaneous crosssectional information, showing that they suffer from recall and design measurement erros. An original methodology is therefore proposed and developped to correct the biased labor market transitionsboth on the aggregate macro-level, using a Simulated Method of Moments (SMM), as well as on themicro-individual transaction level, using constructed micro-data weights.

Given the labor market challenges that countries in the Middle East and North Africa (MENA) region are facing (notably high unemployment, prevalence of skills mismatches, low labor market mobility, and lack of formal employment networks), employment services could be a relevant policy instrument to assist unemployed individuals to find jobs. Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.
