Jordanian-Palestinian relations have become hostage to the fate of the troubled Arab-Israeli peace process. This study seeks to liberate the former from the latter by exploring alternative ways of thinking about the future and thereby identifying choices.
This report first examines the basic orientations of the Hashemite dynasty and Kingdom towards Palestine and the Palestinian people in the light of pan-Arab, Israeli and international dimensions of the issue. The major policies since the 1967 loss of the West Bank are examined to demonstrate the application of these orientations to policy decisions. The three major policy decisions of the 1980s; the agreement of King Husayn and Yasir Arafat of 1985, the suspension of the agreement in 1986 and the disengagement decision of 1988 are examined in detail. The current state of Jordanian-Palestinian people for Jordan: those of the PLO, the occupied territories and the Jordanians of Palestinian origin in the Hashemite Kingdom. The new relationship might enhance the stability of a settlement to the Arab-Israeli conflict, even if it removes Jordan as the key player in attaining such a settlement. This report will be updated regularly. Several issues in U.S.-Jordanian relations are likely to figure in decisions by Congress and the Administration on future aid to and cooperation with Jordan. These include the stability of the Jordanian regime, the role of Jordan in the Arab-Israeli peace process, Jordan's role in stabilizing Iraq, and U.S.-Jordanian military and intelligence cooperation. Although the United States and Jordan have never been linked by a fornal treaty, they have cooperated on a number of regional and international issues over the years. The country's small size and lack of major economic resources have made it dependent on aid from western and friendly Arab sources. U.S. support, inparticular, has helped Jordan deal with serious vulnerabilities, both internal and external. Jordan's geographic position, wedged between Israel, Syria, Iraq, and Saudi Arabia, has made it vulnerable to the strategic designs of its more powerful neighbors, but has also given Jordan an important role as a buffer between these potential adversaries. In 1990, Jordan's unwillingness to join the allied coalition against Iraq disrupted its relations with the United States and the Persian Gulf states; however, relations improved throughout the 1990s as Jordan played an increasing role in the Arab-Israeli peace process and distanced itself from Saddam Hussein's Iraq.

Israel and Jordan, even though self-proclaimed enemies of one another, practiced a relationship of interdependence based on corresponding interests. In the years following the 1967 war, these two countries' fates were delicately intertwined because of many factors like mutual reliance on natural resources (especially water) and parallel interests in the subordination of the Palestinian national movement. These conditions of commonality led to extensive ties between the two countries and approximated a state of de facto peace that - ironically - made an official peace treaty almost impossible to sign. A formal peace treaty would have required not only Israel's withdrawal from the West Bank but also Jordan's acknowledgment of the clandestine contacts between the two formal enemies. Yehuda Lukacs gives us an account of how this relationship changed in 1988 when Jordan disengaged from the West Bank. This event, combined with the Palestinian uprising and the Gulf War, paved the way for Israel and Jordan in 1994 to sign the Israeli-Jordanian peace treaty.
