Over the last decade, two issues have risen to the top of the international development agenda: Food Security & Migration and Development. Each has its own agency champions, international gatherings, national line ministries and voluminous bodies of research. There is thus a massive institutional and substantive disconnect between these two development agendas. The reasons are hard to understand since the connections between migration and food security seem so obvious. Food security needs to be “mainstreamed” into the migration and development agenda and migration needs to be “mainstreamed” into the food security agenda. Without this happening, both agendas will proceed in ignorance of the other to the detriment of both. The result will be a singular failure to understand, and manage, the crucial reciprocal relationship between migration and food security. This paper aims to promote a conversation between food security and migration experts and policy-makers with particular reference to the crisis of urban food security in Africa. The empirical basis of the conversation is an AFSUN survey in 2008 and its findings on the differences between migrant and non-migrant households in 11 cities in Southern Africa.

Addressing rural youth migration at its root causes: A Conceptual Framework by Food and Agriculture Organization of the United Nations Pdf

Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.

The research presented in this volume analyses the impact of market orientation on agricultural production and household food security; identifies determinants of farmer groups marketing; and investigates the effect of rural out-migration on agricultural intensification considering the case of banana and legume based systems in Central Africa. Based on a comprehensive field survey, the results show that market orientation enhances input use, yields, and food security by increasing rural households’ dietary diversity. They also demonstrate that the quality of marketing performance increases with the age of the farmer groups, the strengths of their internal structures and the extent of member participation in product bulking. Under the given conditions, policies that promote market orientation particularly by improving road infrastructure, provision of market information, and extension services would address production, marketing and food insecurity challenges while smart input subsidy programs targeting poor households can create additional employment and discourage massive rural out-migration. Besides, a transition of farmer groups into formal business entities could considerably support their marketing performance and hence their production efficacy.
