Globalization has many faces. One of them is the transformation of language regimes. This book provides an in-depth account of how two second-tier languages, Japanese and German, are affected by this process. In the international arena, they no longer compete with English, but their status in their home countries and as foreign languages in third countries is in flux. The desirability of a single all-purpose language for all communication needs is seldom questioned. Germany, which brutalized its neighbors in Europe for centuries, has mostly escaped the ghosts of the past, while Japan remains haunted in Asia. The most common explanation for this difference is that Germany knows better how to apologize; Japan is viewed as “impenitent.” Walter F. It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification. Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance.
