Excerpt from The Meaning of National Guilds: With a New Preface and a New Chapter on Current Problems; Bolshevism, the Social Theory of Functional Democarcy, the Expansion of the Co-Operative Movement, Major Douglas's Credit Proposals, the Building Guilds Movement The demand for 'a new edition of this book imposes upon its authors a task which even if it were not welcomed as an Opportunity, might none the less have had to have been accepted as a duty. That task, which we are undertaking in this revised edition, with a full sense of our own inadequacy and of the inadequacy of the narrow compass into which it must be compressed, is essentially the continuation of the original purpose with which our book was first planned namely, to set in true perspective the essentials of the Guild idea. We make no further claims, either to originality or to orthodoxy. It appears to us probable that the demand which has caused the first edition of this book to be exhausted was due to a desire to envisage as a consistent whole the principles and policy comprehended in the term National Guilds. The propagandists of this idea had not been backward in explaining the various articles of their belief, even to the length of changing their minds about them in the full hearing of a public invited, even importuned, to give a listening ear. The public on its side had not shown itself indifferent, though displaying perhaps more curiosity than understanding. But alike in the interests of producer and con sumer of Guild ideas, we felt the time had arrived for an effort to reveal the wood without omitting altogether to estimate the beauty and value of its trees. The past two years have seen many vpart fruitfully, amongst Guild of the public appears rather to appeased. We cannot hope' ci controversies, or fully to sat] but the occasion would seen attempt to estimate afresh in 1 two years and for today the National Guilds. An Oxford University political theorist and an influential figure on the British Left between the two world wars, Cole was the best-known advocate of Guild Social­ism—a form of socialist thought that sought to transfer control of industry to professional "guilds" or self-governing associations of producers. The introductory chapters of Guild Socialism Restated develop the theme of democratic citizen­ship in relation to industrial so­ciety. Cole contends that neither capitalism nor state socialism can adequately meet the fundamental requirements of democracy be­cause neither provides institutions through which active citizenship can be achieved. He insists that the latter can be realized only in the realm of industrial relations. In so doing, Cole anticipates such contemporary themes as workers' self-management and participatory democracy, and he envisions also the corporatist mode of or­ganization that some would see as a defining quality of postindustrial societies. The central chapters of the book develop a view of socialist organi­zation in which citizenship is a vital ingredient in every arena— from that of the workplace to na­tional policymaking. Guild So­cialism Restated is also notable for its effort to come to terms with nonindustrial interests, and to provide representations for indi­viduals as consumers and citi­zens—not only as producers. Cole's book concludes with an assessment of the transition to so­cialism. He proposes that there is a "third way" in addition to politi­cal reform and civil war—one that will be both revolutionary and gradual. Cole writes that "he who wishes revolution to succeed should hasten towards it slowly."

Excerpt from National Guilds: An Inquiry Into the Wage System, and the Way Out The substance of the following chapters appeared serially in The New Age during the years 1912-13. But for the origin of the idea on the Guilds as applied to modern industry an earlier date would have to be sought. Both the present Editor of The New Age in an article in the Contemporary Review of 1906, and Mr. A. J. Penty in his work on The Restoration of the Guild System of the same year, had put forward the suggestion that the Guild organisation was indispensable to higher industry at any rate. But whereas Mr. Penty confined his proposals to the mere restoration of the mediæval guild, without regard to modern conditions, it was in The New Age, during the period 1906-12, that the idea of the national guild was first brought into relation both with historical and with recent economic development. And the present work, the first ever published on the subject, is the outcome of that period. The tide of Collectivism, however, was then and for some years afterwards too powerful to admit of even the smallest counter-current. Some experience of Collectivism in action and of political methods as distinct from economic methods was necessary before the mind of the Labour movement could be turned in another direction. This was brought about by the impulse known as Syndicalism which, in essence, is the demand of Labour to control its industry.
