From the number of laws that have been repealed in the last two years, and from the rapidly changing legislation of the state, those who have not examined the new laws with care are not unlikely to con clude that former statutes have been thrown to the winds, and that the state of New York has fallen into a vacillating policy with respect to business corporations. But such conclusions are not justified by the facts. For although the laws adopted in 1890, and which by their terms were to go into effect in 1891, were destructive, severe, and in many respects Objection able, they became Operative without numerous amendments intended to accompany them.
