Night Noise Guidelines for Europe by Charlotte Hurtley Pdf

The WHO Regional Office for Europe set up a working group of experts to provide scientific advice to the Member States for the development of future legislation and policy action in the area of assessment and control of night noise exposure. The working group reviewed available scientific evidence on the health effects of night noise, and derived health-based guideline values. In December 2006, the working group and stakeholders from industry, government and nongovernmental organizations reviewed and reached general agreement on the guideline values and key texts for the final document of the "Night noise guidelines for Europe". Considering the scientific evidence on the thresholds of night noise exposure indicated by "Lnight, outside" [L suffix night, outside] as defined in the Environmental Noise Directive (2002/49/EC), an Lnight, outside of 40 dB should be the target of the night noise guideline (NNG) to protect the public, including the most vulnerable groups such as children, the chronically ill and the elderly. "Lnight, outside" value of 55 dB is recommended as an interim target for the countries where the NNG cannot be achieved in the short term for various reasons, and where policy-makers choose to adopt a stepwise approach. These guidelines are applicable to the Member States of the European Region, and may be considered as an extension to, as well as an update of, the previous WHO "Guidelines for community noise" (1999). Aviation Noise Impact Management by Laurent Leylekian,Alexandra Covrig,Alena Maximova Pdf

This open access book provides a view into the state-of-the-art research on aviation noise and related annoyance. The book will primarily focus on the achievements of the ANIMA project (Aviation Noise Impact Management through Novel Approaches), but not exclusively. The content has a broader theme in order to encompass. regulation issues, the ICAO (International Civil Aviation Organization) balanced approach, progresses made on technologies and reduction of noise at source, impact of possible future civil supersonic aircraft, land-use planning issues, as well as the core topics of the ANIMA project, i.e. impact on human beings, annoyance, quality of life, health and findings of the project in this respect. This book differs from traditional research programmes on aviation noise as the authors endeavour, not to lower noise at source, but to reduce the annoyance. This book examines these non-acoustic factors in an effort to help those most affected by aviation noise - communities living close to airports, and also help airport managers, policy-makers, local authorities and researchers to deal with this issue holistically. The book concludes with some recommendations for EU, national and local policy-makers, airport and aviation authorities, and more broadly a scientifically literate audience. These recommendations may help to identify gaps for progress in terms of research but also genuine implementation actions for political and regulatory authorities.

Noise Mapping in the EU by Gaetano Licitra Pdf

Noise mapping is the first tool to effectively assess noise exposure, communicating information to citizens, and defining effective action plans for protecting citizens from high noise levels and preserving quiet areas in urban European Community environments. Indeed, strategic noise maps are now required in the European Union for all population centers of more than 250,000 inhabitants, as well as for major roads, railways, and airports, and are becoming required for urban areas with over 100,000 people. Providing a comprehensive reference guide for students, researchers, acoustics consultants, and environmental agencies, Noise Mapping in the EU: Models and Procedures shows how to integrate data with geographical information systems, improve accuracy in model and prediction software, and assess different methods and descriptors for evaluating annoyance and noise exposure. It offers guidance on regulations, communication processes, physical aspects, and application of noise mapping, as well as on communication processes for citizens involved in decision making. Beginning with fundamental concepts in acoustics and a presentation of legal frameworks for noise mapping in Europe, the book covers all the main issues about noise mapping. It presents numerical models for roads, railways, airports, harbours, and industrial sites. The chapters are written by European experts from a range of research institutes, companies, and environmental agencies. Using a practical approach and worked examples, the text discusses control and uncertainty in input data and output results, technical recommendations from working groups, and the Good Practice Guide (GPG) tool. It provides in-depth coverage of geographic information system (GIS) techniques for noise management and the evaluation and management of noise exposure, and concludes by reviewing noise mapping experiences in Europe, communication to the public, and future perspectives for mapping the effects of noise.

Advanced Applications in Acoustics, Noise and Vibration by Frank Fahy,John Walker Pdf

Advanced Applications in Acoustics, Noise and Vibration provides comprehensive and up-to-date overviews of knowledge, applications and research activities in a range of topics that are of current interest in the practice of engineering acoustics and vibration technology. The thirteen chapters are grouped into four parts: signal processing, acoustic modelling, environmental and industrial acoustics, and vibration. Following on from its companion volume Fundamentals of Noise and Vibration this book is based partly on material covered in a selection of elective modules in the second semester of the Masters programme in 'Sound and Vibration Studies' of the Institute of Sound and Vibration Research at the University of Southampton, UK and partly on material presented in the annual ISVR short course 'Advanced Course in Acoustics, Noise and Vibration'.

Environmental Noise Pollution: Noise Mapping, Public Health and Policy addresses the key debates surrounding environmental noise pollution with a particular focus on the European Union. Environmental noise pollution is an emerging public policy and environmental concern and is considered to be one of the most important environmental stressors affecting public health throughout the world. This book examines environmental noise pollution, its health implications, the role of strategic noise mapping for problem assessment, major sources of environmental noise pollution, noise mitigation approaches, and related procedural and policy implications. Drawing on the authors' considerable research expertise in the area, the book is the first coherent work on this major environmental stressor, a new benchmark reference across disciplinary, policy and national boundaries. Highlights recent developments in the policy arena with particular focus on developments in the EU within the context of the European Noise Directive Explores the lessons emerging from nations within the EU and other jurisdictions attempting to legislate and mitigate against the harmful effects of noise pollution Covers the core theoretical concepts and principles surrounding the mechanics of noise pollution as well as the evidence-base linking noise with public health concerns

Sustainable Development Policy Directory by W. Alan Strong,Lesley Hemphill Pdf

This Directory means that a whole range of built environment professionals need never be caught out by the perversities of policy – in its formulation or on its journey into the real life of you and me. To have in one place the means of not only burrowing down into any one policy, but also of exploring the interconnections is a precious resource for any professional - ‘sustainability literate’ or not. Today, nobody who delivers our built environment can be excused from taking responsibility for the future. Armed with this Directory their contribution can only be made more effective. Sara Parkin OBE Forum for the Future This desk-top reference on sustainable development provides essential information for all who need to be up-to-date and familiar with the implications of the legal, fiscal and planning frameworks around the global and local sustainability agenda.
