The Enhanced Transparency Framework (ETF) was established to build mutual trust and confidence, allow comparability and ensure accountability among Parties, and to promote effective implementation. With the Nordic Declaration on Carbon Neutrality from 2019, the Nordic Prime Ministers agreed to intensify the focus on climate change in development cooperation. In December 2015, 196 parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted the Paris Agreement, seen as a decisive landmark for global action to stop human- induced climate change.
