Since the 2001 overthrow of the Taliban government in Afghanistan, violence against women has emerged as the single most important issue for Afghan gender politics. The Pitfalls of Protection, based on research conducted in Afghanistan between 2009 and 2015, locates the struggles over gender violence in local and global power configurations. The author finds that aid flows and geopolitics have served as both opportunities and obstacles to feminist politics in Afghanistan. Industrial policies pursued in many developing countries in the 1950s-1970s largely failed while the industrial policies of the Asian Miracles succeeded. We argue that a key factor of success is industrial policy with export orientation in contrast to import substitution. Exporting encouraged competition, economies of scale, innovation, and local integration and provided market signals to policymakers. Even in a large market such as India, import substitution policies in the automotive industry failed because of micromanagement and misaligned incentives. We also analyze the risk tradeoffs involved in various industrial policy strategies and their implications on the 21st century industrial policies. While state interventions may be needed to develop some new capabilities and industries, trade protectionism is neither a necessary nor a sufficient tool and will most likely be counterproductive.

The papers in this volume were developed from a conference that addressed the need to discover which structural determinants and policies shape the close economic ties among these nations. Leading experts on trade and macroeconomics from all three countries examine disproportionate saving rates, exchange rate volatility, varying industrial policies and levels of financial innovation, the effects of present tax policies and proposed reforms, and the dynamism of major Pacific nations and the leadership role Japan may play in U.S. relations with that region. Several important conclusions are reached by the contributors. They assert that Japan's trade barriers are relatively low overall and are comparable to those maintained by the United States and Canada, and that divergent fiscal policies have been the major source of macroeconomic imbalances between the United States and other major countries in the 1980s. They also conclude that current trade imbalances may persist for some time. Furthermore, SoRelle explains how angry borrowers’ experiences with these policies teach them to focus their attention primarily on banks and lenders instead of demanding that lawmakers address predatory behavior. As a result, advocacy groups have been mostly unsuccessful in mobilizing borrowers in support of stronger consumer financial protections. Austin J. Knuppe argues that people adopt survival repertoires—a variety of social practices, tools, organized routines, symbols, and rhetorical strategies—to navigate wartime violence and detect threats. He traces how repertoires varied among different communities over the course of the conflict. In areas insulated from insurgent control, such as cosmopolitan Baghdad, local residents had the flexibility to support coalition forces while also voicing opposition to government policies. For Iraqis in rural communities confronting insurgent control, collaboration and resistance entailed significant risks. In Sunni-majority communities in the western desert, passive acquiescence and active cooperation temporarily insulated Iraqis from insurgent victimization. For ethnic and religious minorities in the north, however, flight or resistance proved the only viable options. In many communities, local residents mobilized neighborhood self-defense groups and militias loosely aligned with coalition forces once the tides turned against the Islamic State. Beyond contributing to academic and policy debates about civilian protection during wartime, Surviving the Islamic State foregrounds everyday people’s experiences while modeling an ethical approach for conducting field research in conflict-affected communities.
