China's New Governing Party Paradigm by Mr Timothy R. Heath Pdf

For the first time since its founding in 1921, the Chinese Communist Party (CCP) has adopted a new paradigm for its role in China. Abandoning its former identity as a 'revolutionary party', the CCP now regards itself as a 'governing party' committed to meeting the diverse needs of its people and realizing China’s revitalization as a great power. To enhance its ability to realize these aims, the CCP has enacted extensive political and ideological reforms. Central to that effort are changes to how the party develops and oversees strategy and policy. Few studies are available on the CCP's adoption of this new identity and of its political implications. This book remedies that oversight by explaining the historic context, drivers, and meaning of the governing party paradigm. It explains how adoption of this paradigm is transforming the processes through which the CCP develops strategy and policy. Furthermore, it differs from many other books in that it is the first to derive its analysis primarily from the study of authoritative Chinese sources. The book also provides an extensive array of helpful references, including chronologies, lists of major strategy documents, a glossary, and more. Accurately understanding the CCP's new role as a governing party requires a firm grasp of how China’s leadership formulates, documents, and implements strategies and policies to improve its governance and further the nation’s rejuvenation. This book provides such valuable information in one handy volume.

The Tinder of China's Rejuvenation: The Founding of the Communist Party of China by Tong Liu Pdf

Where should China go next? Since the dawn of the modern era, a new way forward has been sought from all corners in the push for national rejuvenation. This journey has covered the reform and constitutionalism of the late Qing Dynasty, the Republican Party's efforts in the Revolution of 1911, and the May Fourth Movement. After a series of radical changes, sacrifices, and explorations, the Communist Party was finally established, and learning from the difficult lessons of the past, the Gutian Conference set a new direction. After this conference, the Chinese revolution embarked on a new voyage, moving to increase its power with the force of a single spark. This book breaks away from the traditional, generic framework of writing history, using the search for a new pathway in China's rejuvenation as an entry point to consider China in the 20th century from an international perspective, including decisions of the CPC at critical junctures along the way, as it started on a thrilling journey in search of a new pathway.

The Long Game by Rush Doshi Pdf

For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Chairman Xi Remakes the PLA by Phillip Charles Saunders,Arthur S. Ding,Andrew Scobell,Andrew N. D. Yang,Joel Wuthnow Pdf

Integral to Xi Jinping's vision of restoring China to greatness--what he defines as the "great rejuvenation of the Chinese nation" [zhonghua minzu weida fuxing, 中华民族伟大复兴]--is building a more modern, capable, and disciplined military. China's economic development, territorial integrity, and even the survival of the Chinese Communist Party (CCP) itself cannot be guaranteed without an army that can fight and prevail in modern warfare. Articulating the need for a stronger military, Xi and his colleagues have reflected on periods of Chinese weakness, such as the era of imperial decline in the late 19th century and the Japanese occupation in the 1930s and 1940s. In Xi's words, a "nation's backwardness in military affairs has a profound influence on a nation's security. I often peruse the annals of modern Chinese history and feel heartbroken at the tragic scenes of us being beaten because of our ineptitude." Such humiliations, in his view, should never be repeated.Xi's ambition to reshape and modernize the People's Liberation Army (PLA) has been apparent from his early days as CCP general secretary and Central Military Commission (CMC) chairman. At the third plenum of the 18th Party Congress, held in October 2013, Xi and other Party elites declared their intention to overhaul the military's command structure, update its training and logistics systems, adjust the size and composition of the services, unveil new rules and regulations governing military personnel, and strengthen civil-military cooperation in technological development and other areas.2 In early 2014, Xi assumed leadership of a leading group on military reform, symbolizing his central role in the process. At the group's first meeting, Xi declared that "national defense and military reform are an important part and an important symbol of China's overall reform," noting that the overriding goal was to produce a military that can "fight and win battles."

Mao's China And Post-mao China: Revolution, Recovery And Rejuvenation by Robert Weatherley Pdf

If the history of modern China was written as a book, its author would be accused of losing touch with reality. During the twentieth century, China underwent two revolutions, a number of wars, endured a radical and destabilising form of communism and then hurried quickly towards a system of open market economics whilst remaining under the control of a nominally communist party. Currently the fastest growing economy in the world with an increasingly sophisticated and expanding military, China is widely expected to emerge as the world's next superpower, eclipsing the United States in the not too distant future. However, not everything is going smoothly for Beijing. Unemployment rates are spiralling, inequality is rife and official corruption at all levels remains an Achilles heel for the Chinese Communist Party, despite Xi Jinping's best endeavours to wipe it out. Worst of all, environmental degradation is at such a serious level that it threatens the success of the Chinese economy and the stability of Chinese society.Against this scarcely believable backdrop and based on a series of lectures, seminars and research conducted by the author, Mao's China and Post-Mao China captures the dynamics, dynamism and disasters of Chinese politics since the establishment of the People's Republic of China in 1949. This advanced textbook identifies three key themes that have underpinned the post-revolutionary era, the so-called 'three Rs' — Revolution, Recovery and Rejuvenation — and is essential reading for anyone interested in the politics of modern China at the undergraduate and postgraduate level

The People's Liberation Army and Contingency Planning in China by Arthur S. Ding,Phillip C. Saunders,Scott W. Harold Pdf

All militaries have a responsibility to plan for contingencies, and China's military, the People's Liberation Army (PLA), is no exception. PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances. Active Defense by M. Taylor Fravel Pdf

What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Understanding the China Threat by Lianchao Han,Bradley A. Thayer Pdf

This book examines the contours of the Sino-American confrontation and its future trajectories. It delineates the two major causes of the friction in Sino-American relations—change in the balance of power in China’s favor and the conf licting ideologies of the two states—and emphasizes why it is imperative for the U.S. to hold on to its ideological principles. It demonstrates the ultimate and irreconcilable gap in the visions the two competitors have for international politics and consequently why conf lict—certainly cold, and very possibly hot—is inevitable. The authors also suggest measures which the U.S. can adopt to sustain its leadership and deter China’s ideology and vision for the future of global politics. A significant contribution to the study of Sino-American relations, the volume will be of interest to scholars and researchers of international relations, foreign policy, and U.S. and Chinese politics. It will be of great interest to think tanks, public policy professionals, and the interested general reader.
