One of the most neglected areas of the European integration process is the role that trade union confederations may play after the full establishment of the Economic and Monetary Union. The gradual establishment of the four freedoms enshrined in the Single European Act would require a transformation of the present strategies of trade union confederations toward more flexibility and towards the ability to take part in different levels of the European integration process. Iberian Trade Unionism highlights the emerging patterns of cooperation between national, subnational, and supranational actors and the impact on these different levels. Unlike most literature on the study of democratization and Europeanization, Iberian Trade Unionism aims to break the dominant focus on political parties and political institutions by raising awareness of the importance of interest groups such as trade union confederations in contributing to a strengthening of democratic governance. The central thesis is that both Portuguese and Spanish trade unions are becoming increasingly part of a transnational European strategy which shapes the internal organizations toward professionalism and democratization. Part 1, "Gontextualizing Iberian Trade Union Strategies," deals with the operations of both Portuguese and Spanish trade union confederations. It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.

How severe a problem is what many call the 'democratic deficit' of the European Union? Despite a voluminous theoretical literature dealing with this question, there is hardly any systematic empirical investigation of the effectiveness of the system of political representation in the EU and of the legitimacy beliefs of EU citizens that spring from it. This volume elaborates a conceptual framework for the empirical analysis of the alleged democratic deficit. Four dimensions of legitimacy beliefs are identified and analysed: the European political community, the scope of EU government, the institutions and processes of EU government, and EU policies. Based upon large-scale representative surveys among the mass publics, and different strata of the political elite of the EU and its member-states, the book examines the conditions of political representation in the EU. The results demonstrate, by and large, that legitimacy beliefs of EU citizens are the more positive, the less specific the object of identification and evaluations is; and that the process of political representation works pretty well as long as issues other than European Union issues are concerned. These findings are finally discussed in view of familiar strategies for institutional reform of the European Union.
