With the dramatic changes OPEC precipitated in the structure of world energy markets during the 1970s, energy became a central concern to policymakers throughout the industrialized West. This book ex-amines the responses of public officials in three leading European nations—the Federal Republic of Germany, France, and the Netherlands—to the energy crisis. As the study shows, the proposed energy programs in the three countries shared remarkable similarities; yet the policy outcomes were very different. To explain why, Michael T. Hatch goes beyond the specific content of government energy policy to include an analysis of the policymaking process itself. At the heart of the study is an exploration of the various dimensions of nuclear policy in West Germany. The political consensus on nuclear power that prevailed in the initial years following the energy crisis disintegrated as antinuclear "citizens' initiatives," the courts, and trade unions, as well as the traditional political parties, entered the policymaking process. Subsequent government efforts to resolve the political stalemate over nuclear power foundered in a morass of domestic electoral politics and an international debate over nuclear proliferation. Extending the analysis to comparisons with French and Dutch nuclear strategies, Hatch argues that the critical factor in determining nuclear policy was the manner in which the political system structured the nuclear debate. In contrast to West Germany, where the electoral and parliamentary systems enhanced the influence of the antinuclear "Greens," the electoral system and constellation of political parties in France served to dissipate the influence of the antinuclear forces. Thus in France the nuclear program en-countered few impediments. In the Netherlands, as in West Germany, government policy was paralyzed in the face of antinuclear sentiment across a broad spectrum of Dutch society. Hatch has provided here not only a useful examination of the development of energy policy in western Europe but also a case study of the close interplay between policy and politics.

This volume investigates nuclear energy policies in Western Europe over the entire post-war period, but with special attention to the two most recent decades. The comparative analytical perspective draws on the interplay between voters' attitudes, challenging movements, party competition, and coalition formation. Spanning more than 60 years and 16 countries, the researchers examine the underlying causal processes leading to the observed varieties of Western European nuclear energy policies. Based on a mixed methods approach using both structured case studies as well as quantitative analyses, the study shows that the nature of party competition under given institutional contexts is a key-driver for, as a rule, tactically motivated governmental policy changes and stability, respectively. Part I introduces the practical and theoretical relevance of the topic. It outlines the reasoning of the major scientific contributions with regard to nuclear energy policies, and offers a theoretical alternative to the previous literatures that has been predominantly movements-oriented. Additionally, it provides core economic and political indicators of the changing role of nuclear energy in the countries. Part II consists of seven in-depth case studies where the outlined theoretical perspective is applied. Part III consists of a general summary, short narratives of the countries not covered in case studies, qualitative comparison and an assessment of the factors for policy change from multivariate analysis.

Within the European Union (EU) the consideration of supply security is of particular significance as the member states depend on outside sources, meaning principally oil and gas, to satisfy their need of energy. The EU-27 was dependent on oil imports on 82.6% and on gas imports on 60.3% in 2007. Own resources are not sufficient and in the present days the EU merely covers 46.9% of the energy consumption by its own means. When the current trends proceed the EU will be dependent on 90% for oil, 70% for gas and 100% for coal in years 2030-40. Therefore, the role of producer countries becomes increasingly important, especially regarding Russia as it is the biggest importer to the EU in crude oil, gas and hard coal. The supply dependence on Russia could have severe consequences for the EU as gas disruptions leading to supply crises in several member states like in 2006 and 2009 had already shown. But also the Russian Federation is dependent because the EU is one of the most important consumers of its gas and oil exports. Russia's economy is reliant on oil and gas production; in 2007 the energy sector generated about 64% of its exports revenues. Accordingly, Russia also has to deal with the problem of energy security, but in the perspective that it aims at securing demand and the purchase of its gas and oil resources, especially by the EU. In doing so, firstly the groundwork of the European Green Deal will be laid out in chapter 2 and the necessity for action will be derived, specifically the use of and classification of nuclear energy as sustainable and green. The EU Taxonomy and consequent line of argument for including nuclear energy in the Taxonomy will be presented in chapter 3 using the reports by the Technical Expert Group (TEG) and the Joint Research Centre (JRC), which conclude that nuclear energy has close to no greenhouse gas emissions and, regarding the latter report, meets the criterium of do no significant harm (DNSH). Chapter 4 will focus on criticism of the EU Taxonomy, mainly the analysis by the JRC and its risk assessment. In chapter 5 both sides will be considered when discussing whether nuclear energy should be considered green, weighing the factor of fear and risk statistics, and arguing why a fear-based anti-nuclear approach, such as the one observed in Germany, is in fact worsening the climate effect rather than helping reach the EU’s goals. Finally, the conclusion will include an outlook on current developments. Climate change and global warming are amongst the most severe challenges faced by mankind today. Fossil fuel-based energy sources have greatly contributed to man-made rise in temperature. They are still necessary contributors in meeting global energy demands, yet cleaner, more sustainable, and efficient sources must be adapted in order to ensure a future for both humanity and the planet. Hence, the European Union (EU) seeks to be a global leader in reaching climate goals and transitioning towards sustainable forms of energy production. To achieve this, the European Union has set itself clear goals. Meeting these goals requires regulations steering not only national but also private market players towards a greener future. In 2022 the EU decided to include gas and nuclear energy in its Taxonomy, declaring them to be green technologies. This has been met with vast outcries from ecological organisations and led to the accussation of green washing to meet the EU’s goals (Reclaim Finance 02.02.2022). Surely it might seem counterintuitive to suddenly declare formerly non-green technologies to be green. It is important to understand, why the EU changed its definition.
