This collection is a sober assessment of the state of regional integration in Latin America and the Caribbean. This interdisciplinary edited volume explores the political economy of regionalism in Latin America. It identifies convergent forces which have existed in the region since its very conception and analyses these dynamics in their different historical, geographic and structural contexts. Particular attention is paid to key countries such as Argentina, Brazil and Mexico, as well as subregions like the Southern Cone and Central America. To understand the resilience of regionalism in Latin America, this book proposes to highlight four main issues. Firstly, that resilience is linked to mechanisms of self-enforcement that are part of the accumulation of experiences, institution building and common cultural features described in this book as regionalist acquis. Secondly, the elements and driving forces behind the promotion and expression of the regionalist acquis are influenced and shaped by nested systems in which social processes are inserted. Thirdly, when looking at systems, there is a particular influence by national and global ones, which condition the form and endurance of regional projects. Finally, beyond systems, the book highlights the relevance of agents as crucial players in the shaping of the resilience of regionalism in Latin America. This insightful collection will appeal to advanced students and researchers in international economics, international relations, international political economy, economic history and Latin American studies.
This study challenges several widely held assumptions about Central American economic integration, arguing that the key to understanding the failure of the integration program lies in neither advanced economic nor regional integration theory, but in the domestic politics of the states involved. Thus, the author contends that the Common Market was not the cause of the balance-of-payments and balanced-growth crises in Central America; rather, domestic political forces were the major factor in the collapse of the market and the subsequent attempts at restructuring. Professor Shaw disputes the standard interpretations of the role of the technocrats in the integration process and demonstrates that the domestic political elites played an important role throughout. He also challenges the assumption that economic integration is always a force for conciliation, pointing out that the Common Market aggravated some of the conflicts that led to war between El Salvador and Honduras in 1969. Nor are integration programs among less developed countries necessarily instruments of political and social change, according to this analysis; on the contrary, political elites used the Common Market to bypass the internal economic reforms necessary for national development. This study incorporates new material—interview data and other primary source material—on events of the past eight years.

Efforts toward integration promote the economies and political stability of these countries--Latin Americans were among the first of the old "third world" people to advance such programs. The political unification of Latin America has been stymied by the political class but this trend is currently being reversed with the Common Market of the South (MERCOSUR). The recent accession of Venezuela after a grueling political-ideological struggle (examined in the book) has spurred other countries to seek full membership in the group. This collection of essays aims to contribute to our understanding of the process of regional integration currently underway in South America. Mercosur is a regional manifestation of a world-wide process of globalisation whose driving force is economic, but which is potentially much more than that. It involves a variety of political, social and cultural processes, some of them barely at an embryonic stage, though each advancing at its own rate of progress. Mercosur's neo-liberal matrix, however, has led to the economic decision-making process being taken outside the realm of politics, thus leaving large sections of the population with no mechanism to influence the integration process so that it addresses their urgent needs and demands.
