In recent years trade and investment in Myanmar have soared, buoyed by ongoing efforts to liberalise the economy and a successful political transition in November 2015 that saw the National League for Democracy become the country’s first civilian-led government elected to power in modern history. Political reforms have brought significant economic benefits, as the US government moved to lift burdensome sanctions that had weighed on investor sentiment and trade growth. With the administration now moving to implement a host of domestic reforms, loosen internal trade restrictions and draft a new investment law, growth is expected to resume apace following a slowdown during the election year.

This 2017 Article IV Consultation highlights that Myanmar’s economy stabilized in 2016/17. The new government saw a challenging first year with lower-than-expected growth of 5.9 percent in 2016/17 mainly owing to weak agriculture production and exports, and temporary suspension of some construction projects in Yangon. Inflation moderated to 6.8 percent, and the current account deficit fell to about 3.9 percent of GDP in 2016/17 from 5.1 percent 2015/16. The medium-term macroeconomic outlook remains favorable. Growth is expected to rebound to 6.7 percent in 2017/18 mainly supported by a recovering agriculture sector and exports. Higher fiscal spending anticipated in the second half of 2017/18 owing to buoyant tax revenues will also support growth.

Although recent GDP growth has moderated from the double-digit highs of the early 2000s, it has remained above 5% for more than 25 years, supported by robust natural resource exports, steady foreign direct investment (FDI), rising incomes and private consumption, and rapid expansion of the industrial and services sectors. Myanmar is going through a period of profound - and contested - transition. The country has experienced widespread if sometimes uneven reforms, including the start of a peace process between the government and Myanmar Army, and some two dozen ethnic armed organizations, which had long been fighting for greater autonomy from the militarized and Burman-dominated state. The Rohingya are a Muslim group who live in Rakhine state (formerly Arakan state) in western Myanmar (Burma), a majority Buddhist country. According to the United Nations, they are one of the most persecuted minorities in the world. They suffer routine discrimination at the hands of neighboring Buddhist Rakhine groups, but international human rights groups such as Human Rights Watch (HRW) have also accused Myanmar's authorities of being complicit in a campaign of ethnic cleansing against the Rohingya Muslims. The Rohingya face regular violence, arbitrary arrest and detention, extortion, and other abuses, a situation that has been particularly acute since 2012 in the wake of a serious wave of sectarian violence. Islam is practiced by around 4% of the population of Myanmar, and most Muslims also identify as Rohingya. Yet the authorities refuse to recognize this group as one of the 135 ethnic groups or 'national races' making up Myanmar's population. On this basis, Rohingya individuals are denied citizenship rights in the country of their birth, and face severe limitations on many aspects of an ordinary life, such as marriage or movement around the country. This expose of the attempt to erase the Rohingyas from the face of Myanmar is sure to gain widespread attention.

In Human Rights and Participatory Politics in Southeast Asia, Catherine Renshaw recounts an extraordinary period of human rights institution-building in Southeast Asia. She begins her account in 2007, when the ten members of the Association of Southeast Asian Nations (ASEAN) signed the ASEAN charter, committing members for the first time to principles of human rights, democracy, and the rule of law. In 2009, the ASEAN Intergovernmental Commission on Human Rights was established with a mandate to uphold internationally recognized human rights standards. In 2013, the ASEAN Human Rights Declaration was adopted as a framework for human rights cooperation in the region and a mechanisim for ASEAN community building. Renshaw explains why these developments emerged when they did and assesses the impact of these institutions in the first decade of their existence. In her examination of ASEAN, Renshaw asks how human rights can be implemented in and between states that are politically diverse—Vietnam and Laos are Communist; Brunei Darussalam is an Islamic sultanate; Myanmar is in transition from a military dictatorship; the Philippines and Indonesia are established multiparty democracies; while the remaining members are less easily defined. Renshaw cautions that ASEAN is limited in its ability to shape the practices of its members because it lacks a preponderance of democratic states. However, she concludes that, in the absence of a global legalized human rights order, the most significant practical advancements in the promotion of human rights have emerged from regional institutions such as the ASEAN.

Dietary quality and nutrition in Myanmar: Past progress, current and future challenges by Mahrt, Kristi,Headey, Derek D.,Ecker, Olivier,Comstock, Andrew R.,Tauseef, Salauddin Pdf
In the decade prior to the COVID-19 pandemic, Myanmar was in the midst of a dietary transition driven by rapid economic growth and urbanization. In this study, we first use national survey data to compare household diets in 2015 to the healthy diet recommendations of food-based dietary guidelines adapted for Myanmar, as well as estimated nutrient consumption relative to recommended intakes. We use these food group and nutrient consumption gaps to estimate a new measure of multidimensional dietary deprivation developed by Pauw et al. (2022), and a novel extension of that index to nutrient deprivation. Both deprivation indices are strongly negatively correlated with total household expenditure. We then use food demand estimation to estimate income and own price elasticities, which reveal strong preferences for animal-sourced foods, but weaker preferences for vegetables and pulses. Expenditure data also point to strong demand for oils/fats – a problem observed throughout developing Asia (Pingali and Abraham 2022) – and for food away from home, which partially explains the rising burden of overweight/obesity in Myanmar. Moreover, since most nutrient-dense foods are income- and price-elastic, estimated income elasticities suggest that recent declines in household income and increases in food prices in Myanmar will result in declining dietary diversity. We show that this is indeed the case utilizing household phone surveys conducted in recent years. We first use a food vendor survey to show that the cost of a healthy diet increased by 61 percent between September 2021 and September 2022. Next, we analyze a rural Dry Zone panel survey implemented 10 times over 2020-2021 and find that maternal and child dietary diversity both declined significantly as Myanmar’s economic situation deteriorated. Then, in a nationally representative phone survey conducted quarterly in 2022 over a period of rapid food inflation, we find further deterioration in diet quality among adults, but no deterioration among children 6-23 months of age, suggesting parents may be trying to insulate their children from the worst effects of the crisis. Finally, we conclude the paper by discussing policy and program options in very difficult political circumstances. Malnutrition is a multidimensional problem requiring multisectoral solutions, but at present the breakdown in the provision of even basic services makes significant progress highly unlikely, and reversing the recent deterioration in dietary quality and nutrition will surely require resolution of Myanmar’s political crisis. In the interim, we discuss three potentially effective types of interventions: (1) rice fortification to reduce micronutrient deficiencies; (2) homestead food production to improve dietary quality in farm households and rural and peri-urban communities; and (3) nutrition-sensitive social protection for vulnerable mothers and young children, with transfers ideally accompanied by nutrition education interventions.
