The Rise of Agreement by Eric Fuss Pdf

This book investigates the historical paths leading from pronouns to markers of verbal agreement and proposes a unified formal account of this grammaticalization process. In opposition to beliefs widely held in the literature, it is argued that new agreement formatives can be coined in a multitude of syntactic environments. Still, the individual paths toward agreement are shown to exhibit a set of underlying similarities which are attributed to universal principles that govern the reanalysis of pronominal clitics as exponents of verbal agreement across languages. It is claimed that syntactic principles impose only a set of necessary conditions on the reanalysis in question, while its ultimate trigger is morphological in nature. More specifically, it is argued that the acquisition of inflectional morphology is governed by blocking effects which operate during language acquisition and promote the grammaticalization of new markers if this change serves to replace 'worn-out', underspecified forms with new, more specified candidates.

Richard B. Cheney and the Rise of the Imperial Vice Presidency by Bruce P. Montgomery Pdf

On taking office in 2001, Dick Cheney crowned himself the first imperial vice president in the nation's history, transforming a traditionally inconsequential office into a de facto fourth branch of government. Taking a less journalistic and personal approach to Cheney than previous biographers, this critical new biography shows exactly how Cheney engineered his arrogation of vast executive powers—and the dire consequences his power grab has had and will long continue to have for the office of the vice presidency, the balance of powers, the Constitution, geopolitics, and America's security, strength, and prestige. Taking advantage of the administration's global war on terrorism, a president inexperienced in matters of war and peace, and a Republican Congress that rated party power above institutional prerogatives, Vice President Cheney moved with astonishing speed and energy to assume a dominant role on the national and international stage as the effective president-in-proxy of the United States. Cheney asserted that all constitutional checks and balances and all individual liberties under the Bill of Rights are subservient to the president's powers as commander-in-chief in confronting international terrorism. Although former administrations had made power grabs in the past in times of national crisis, no president-and certainly no vice president-has ever exerted such sweeping claims of executive power on so many fronts in violation of the bedrock principles of the Constitution.

The Rise of the Networking Region by Are Vegard Haug Pdf

How regions and cities adapt to a Network Society and a globalized environment, the policies they pursue and how structures of governance are transformed in the pursuit of those policies are major themes in this volume. These issues are addressed with specific reference to the Nordic regions of Europe. Covering the four Nordic countries of Denmark, Finland, Norway, and Sweden plus the Faroe Islands, this volume charts the changes in networking activities and related development initiatives that have taken place over the last ten years. This means analysing regions in their pursuit of new policies, partnerships and styles of representation. Through this process regions are becoming partners and players in European integration and a movement of integrative regionalism is taking shape which is different from inward looking identity regionalism or self-centred competitive regionalism and takes regions beyond lobbying in Brussels.

Southeast Asia and the Rise of China by Ian Storey Pdf

Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. This book is a timely contribution to the literature on the fast changing geopolitics of the Asia-Pacific region.

World Trade Organization Agreement on Anti-dumping by K. D. Raju Pdf

The WTO Secretariat reports that during the period from 1995 to June 30, 2007 WTO members initiated 3097 anti-dumping investigations. Of these, 474 were put forward by India, which made it the largest user of this measure among WTO Members. The traditional argument of developing countries was that loopholes or absence of clear definitions in the anti-dumping rules have increased the possibility of abuses and discretionary practices against them. Now, many developing countries like India have become frequent users of this measure. For a better understanding of the various provisions of the WTO's Anti-dumping Agreement (ADA) a critical investigation of the resulting jurisprudence is a necessity. To that end, this timely work has a fivefold aim: and• To explore the jurisprudence that has emerged around the anti-dumping regime and how it affected developing countries; and• To assess how effectively and to what extent the WTO's Dispute Settlement Body (DSB) is able to analyze the violations of ADA provisions; and• To examine domestic compliance with DSB decisions; and• To study the Indian cases which come before the nation's Customs, Excise andamp; Sales Tax Appellate Tribunal, various High Courts and the Supreme Court of India; and and• To offer recommendations for the improvement of the anti-dumping regime from a developing country perspective.

Introduction to French Law by George A. Bermann,Etienne Picard Pdf

French law displays many characteristics that set it apart in a world class of its own. It can be said to proceed from a number of independent streams that coexist despite apparent contradiction. More than half of the 2283 articles of the famous Code Civile of 1804 remain unaltered; yet French administrative judges jealously guard their prerogative to create their own public law. And yet again, since the 1974 law empowering the legislature to convene the Constitutional Council that judges the constitutionality of laws under the 1958 Constitution, the courts' distinction between 'rules' and 'fu.

The pursuit of sustainable agriculture in EU free trade agreements by Luchino Ferraris Pdf

This book explores the extent to which EU Free Trade Agreements (FTAs) pursue sustainable agriculture in third country parties. It contends that this should be part of a duty for the EU enshrined in the Treaties to promote its fundamental values in its external action. It suggests that the extent to which this occurs in practice, may be reviewed judicially by the Court of Justice of the European Union. Against this background, selected agreements concluded by the EU with developed and developing countries (Canada, South Korea, Ukraine, Chile, SADC countries and Vietnam) are taken as case studies. The author concludes that, in spite of the remarkable progress made hitherto, EU trade policy is still far from being in line with the increasingly strong commitment of the EU to take the lead in the international arena for environmental and climate matters. This work adopts primarily a legal methodology, but it broaches the subject in interdisciplinary terms. It is addressed not only to (EU) policy-makers, but also to scholars of different fields and to the wider public interested in topics that have become of common concern for the future of our planet. With a foreword by Daniel Calleja Crespo, Director General of the European Commission - DG Environment

The Failure of Economic Diplomacy by P. Clavin Pdf

Based on new archival research, this is the first comprehensive study of the failure of international co-operation to combat the Great Depression. The book explores the impact of protectionism, reparations and war debts, as well as the more well known disagreements on monetary issues which, together, helped to prolong the most profound economic depression of the twentieth century. The economic and diplomatic lessons drawn from this period by the major powers - particularly German intelligence as to the deep divisions in Anglo-American economic relations - also provide an important contribution to understanding the origins of the Second World War and the diplomatic and economic order created in its aftermath.

Beyond Open Skies by Brian F. Havel Pdf

'Beyond Open Skies' offers a systematic comparative analysis of the legal and policy dimensions of airline deregulation by federal fiat in the United States and by supranational collaboration in the European Union. The book draws upon a variety of sources, including very recent developments in U.S. and EC international aviation law, policy, and diplomacy, to propose a genuine multilateral air transport system. It examines the potential of the 'open skies' initiative, in the aftermath of the new U.S./EC air transport agreement, to inspire a genuine globalization of the world's air transport industry in such crucial aspects as the following: cabotage; ownership and citizenship requirements; route selection; airline identity; capacity; pricing regimes; competition and public aid; regulatory harmonization; labor laws; provisions for charter and/or cargo transportation; fair operation of and access to computer reservations systems; authorization of code-sharing arrangements; alliances and antitrust immunity; and dispute resolution.
