State DOT Outsourcing and Private-sector Utilization by Thomas R. Warne,National Cooperative Highway Research Program Pdf

This report will be of interest to state departments of transportation (DOTs), as well as to other transportation professionals and the public who seek to leverage their work forces by outsourcing key activities. The report examines the current practices in outsourcing, what decisions are involved in deciding when to outsource, procuring and administering outsourced services, what are the most commonly outsourced activities, and determining the effectiveness of outsourcing. This report is an update of NCHRP Synthesis 246: Outsourcing of State Highway Facilities and Services, which provided a comprehensive look at the status of outsourcing as it existed in 1997, and the data compiled for this synthesis are compared with the data of the earlier synthesis, where appropriate. The information for this effort was derived in part from a survey questionnaire distributed to all 50 states and the District of Columbia. Replies to the survey came from 38 states and the District of Columbia. Information was also derived from a review of the relevant literature, which focused primarily on the engineering and design elements outsourced by state DOTs.

Data Service Outsourcing and Privacy Protection in Mobile Internet by Hu Xiong Pdf

Mobile internet data has the characteristics of large scale, variety of patterns, and complex association. On the one hand, it needs an efficient data processing model to provide support for data services, and, on the other hand, it needs certain computing resources to provide data security services. Due to the limited resources of mobile terminals, it is impossible to complete large-scale data computation and storage. However, outsourcing to third parties may cause risks in user privacy protection. This monograph focuses on key technologies of data service outsourcing and privacy protection, including the existing methods of data analysis and processing, fine-grained data access control through effective user privacy protection mechanisms, and data sharing in the mobile internet.

Software Engineering Approaches for Offshore and Outsourced Development by Kay Berkling,Mathai Joseph,Bertrand Meyer,Martin Nordio Pdf

And in software engineering, there has been no technology more disruptive than outsourcing. That it should so quickly reach maturity and an unparalleled scale is truly remarkable; that it should now be called to demonstrate its sustainability in the current ?nancial turmoil is the challenge that will prove whether and how it will endure. Early signs under even the bleak market conditions of the last 12 months are that it will not only survive, it will ?rmly establish its role across the world of business. Outsourcing throws into sharp focus the entire software engineering life- cle. Topics as diverse as requirements analysis, concurrency and model-checking need to ?nd a composite working partnership in software engineering practice. This con?uence arises from need, not dogma, and the solutions required are those that will have the right e?ect on the associated activities in the world of the application: e.g., reducing the time for a transaction or making the results of a complex analysis available in real-time. While the business of outsourcing continues to be studied, the engineering innovations that make it compelling are constantly changing. It is in this milieu that this series of conferences has placed itself.

At the Intersection of Indigenous and Traditional Knowledge and Technology Design by Nicola Bidwell,Heike Winschiers-Theophilus Pdf

There is intensified interest in designing information and communication technologies (ICTs) that respond to ways of doing, knowing, and saying that differ from those that dominate in producing ICTs and, in particular, to ‘traditional’ or ‘indigenous’ knowledges. ICT endeavours for indigenous or traditional knowledges (ITK) vary. Some aim to extend ITK digitally and others use ICTs to improve the economic and/or political situation of marginalised groups. This book presents themes that arise in designing to respond to ITK in different cultural, social, physical, and historical contexts.

Winning the Outsourcing Game by Janet Butler Pdf

It has become increasingly difficult to hire and keep warm bodies, not to mention competent IT personnel. With this in mind, outsourcing ceases to be an option and becomes a necessity. Web hosting, application service providers, and integrating legacy and ERP systems are just three examples of when outsourcing is the rule rather than the exception.

The Origin of Goods by Olivier Cadot,Antoni Estevadeordal,Akiko Suwa-Eisenmann,Akiko Suwa Eisenmann,Thierry Verdier Pdf

The dark side of preferential trade agreements, Rules of Origin (RoO) are used to determine the eligibility of goods to preferential treatment. Ostensibly meant to prevent the trans-shipment of imported products across Free Trade Agreement borders after superficial screwdriver assembly, they act in reality as complex and opaque trade barriers. This book provides evidence strongly suggesting that they do so by intent rather than accidentally---in other words, that RoOs are policy.Part one draws insights about the effects of RoOs on cross-border trade and outsourcing from recent economic theory. Part two reviews the evidence on RoOs in preferential agreements around the world, putting together the most comprehensive dataset on RoOs to date. Part three explores their "political economy"---how special interests have shaped them and continue to do so. Part four provides econometric evidence on their costs for exporters and consequent effects on trade flows. Finally, partfive explores how they affect trade in the developing world where they spread rapidly and have the potential to do most harm.Beyond the collection of new evidence and its interpretation in light of recent theory, the book's overall message for the policy community is that RoOs are a potentially powerful and new barrier to trade. Rather than being relegated to closed-door technical meetings, their design should hold center-stage in trade negotiations.
