Master's Thesis from the year 2015 in the subject Politics - Region: Africa, grade: Very Good, Addis Ababa University (Department of Politcal Science and International Relations), course: International Relations, language: English, abstract: The commencement of Grand Ethiopian Renaissance Dam (GERD) on April 2, 2011 dictates significant change on the ground which challenges the hydro political status quo of the Nile basin. The construction of the dam facilitates discussion among states of the region over the impacts of the dam and the possibilities of future utilization of the River. Thus, this study attempted to investigate the role of GERD for regional integration. The researcher attempted to examine the role of GERD for regional integration in the Horn of Africa in view of challenges and prospects ahead. In addition, the study tried to analyze the role of GERD for maintaining peace and stability in the region and also its implications for Ethiopia. Methodologically, the research is based on a qualitative research approach. The study has used secondary sources. It also used primary data through in-depth interview with officials and experts from relevant institutions and authorities. The available sources are analyzed by using descriptive and explanatory research approaches. The major findings of the study reveal that GERD will be a catalyst for regional integration in the Horn of Africa through providing energy interconnection and creating economic interdependence among states of the region. The findings in this paper also suggested that GERD will be a catalyst for maintaining peace and stability in the region by enhancing economic interdependence and cooperative utilization of Nile water resources. The findings also indicated that the construction of GERD has social, economic and political implications to Ethiopia. The study highlighted the prospects of GERD for regional integration. Among others, Sudanese support for the dam; the signing of declaration of principles of GERD and the intensification of infrastructural interconnections among states of the region are some of them. Lastly, the study highlighted challenges ahead on GERD for regional integration. Among these mistrust among states of the region; the absence broader regulatory framework for hydropower trading; the nature of political regimes, and financial constraints for constructing the dam and also for establishing transmission grids are the most prominent ones. Generally, the findings of the study leads to the overall conclusion that GERD will foster regional integration through providing energy interconnection and economic interdependence among states of the region.

It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. This is done through modeling water interactions in the basin as an iterated Prisoners' Dilemma game and employing process-tracing method to compare four distinguishable rounds of the game: the colonial round, the Cold War round, the post-Cold War round, and the post-2011 round. The book examines the influences of the changing political contexts at the domestic, regional, and global levels on the game outcomes. This framework is initially applied on several cases of international rivers worldwide, while the rest of the book is devoted to the Nile case. The book's central argument is that the riparians' interests, capabilities, and beliefs are heterogeneous in varying degrees and that the changing multilevel political contexts influence the level of such heterogeneities among the riparians, which ultimately drive the equilibrium dynamics in the Nile game to generate different conflictive and cooperative outcomes over time. Although the book's main conclusion indicates that the absence of economic interdependence and regional integration will transfer the game into tug-of-war, which will impose harsh punishment on the basin communities and ecosystems on the long term, the final chapter lists a group of recommendations addressed to the riparian states and international donors, exploring the way for boosting cooperation and preventing conflicts in the basin.
