Substantially all of the literature devoted to the single tax question has been purely controversial. In the present volume the writer has undertaken to give a complete historical account of the single tax movement in the United States, together with a discussion of the tactics of the single taxers, their program, the present status of the movement, and its influence upon economic thought and upon fiscal and social reform. A brief introductory survey of the chief anticipations of Henry George's doctrines is presented in order to show the place of the movement in the history of economic thought. Then is traced the formulation of George's economic ideas in the light of the economic environment amid which he spent the formative years of his life, the California of the two decades following the gold discovery of 1848. Next follows a description of the reception of Progress and Poverty in the eighties and of Henry George's activities in the spreading of his gospel. Succeeding chapters describe the development of the single tax movement through the recent political campaigns undertaken with the aid of the Joseph Fels endowment. Finally there is a consideration of some general aspects of the movement, and an appraisal of its significance. Excerpt from Single Tax Year Book: The History, Principles and Applicaton of the Single Tax Philosophy One of the purpose of this work has been to provide a handy source of information as to the progress of the Single Tax movement in all countries where its teachings have found a lodgment - and these include nearly every country on the habitable globe. We have not dwelt as fully as we might on the history of the movement in this country. Prof. Arthur N. Young, in his admirable History of the Single Tax Movement in the United States, has told the story in extenso, with sympathy and discrimination, yet with judicial impartiality. But we have included accounts of material episodes in the history of the movement, and of such limited applications of the principle as mark its progress during the last two decades. So far as practicable controversial matter has been excluded. While of necessity much has been said of matters still in dispute, the aim has been rather to include as many of the agreements as could be found, for, after all, while controversy is essential in order to arrive at correct conclusions, it is along the line of our agreements that we advance. We have refrained from quoting extensively from the writings of Henry George - these may more profitably be consulted in the original sources. We have considered the Year Book rather as a supplement to the writings and the work of Henry George than as in any sense a compendium thereof. Excerpt from The Decline of the Chartist Movement The present study is rather a problem in causation than a complete narrative of the 'chartist movement. During a score of years, which may be roughly indicated as lying between the Poor Law Amendment Act of 1834 and the outbreak of the Crimean War, the portion of the British laboring classes which aspired to play a part in national politics entered the political arena not as an ally of the middle-class reformers but as an independent party with a program and an organization of its own. Ever since that time many individuals have preached class-consciousness to the workers, but it was not until the recent organization of the Labour Party that a political party based upon class lines was again able to win the allegiance of a majority'or even a large minority of British workingmen. Even the present-day Labour Party has been less independent of the Liberals than were the 'chartists, although this may be due rather to the necessary compromises of Parliamentary work than to lack of class feeling. Why a popular movement, so generally supported by the unenfranchised classes of Great Britain as was the Chartist agitation, should have been abandoned without attaining the program of reforms to which it was pledged is a difficult and complex question; and one to which insufficient attention has been paid. The aim of the present survey has been to contribute a little to the discussion of this vitally important question in the political history of Great Britain in the nineteenth century.
