This book focuses on the role of the state in economic development in a variety of Third World settings through an in-depth analysis of the past several decades. Berberoglu examines three major alternative development theories: developmentalism, dependency, and neo-Marxist. He then critically analyzes these theories and their variants to set the stage for a detailed examination of various development paths. Two paths of capitalist development are contrasted: the export-oriented neo-colonial model and the import-substituting state-capitalist model. The role of the state in each of these alternatives is discussed in the context of the balance of class forces. Berberoglu also provides case studies of Turkey, Tanzania, Peru, and India -- countries in which the state played a significant role in the development process. In each case, he demonstrates that the process of state-capitalist development inevitably leads to neo-colonialism. The book outlines the class nature of these contradictions on a global scale and maps out the balance of class forces and struggles, the role of the state, and the resultant revolutionary developments that are part of the process of social change and transformation now under way in many Third World countries. At the same time, the control of female sexuality has always been central to social hierarchies in India. Women are constrained in both class and caste hierarchies, to help distinguish the men at the top of the hierarchy from men at the bottom, where women are less constrained. In class society the seclusion of women allowed men to have sexual control over women and to retain the property that was transferred in marriage. In contemporary India, professional women have had success entering the professions as the social groups to which they belong move increasingly to class rather than caste structures. But men continue to control the type of education they receive and the type of employment open to them, and to participate in the sexual harassment of women in the workplace. The concept that women are inferior to men--a concept that is not part of the Indian cultural heritage--is growing. In a sense, working professional women strengthen male control. The class structure is no more egalitarian than the caste structure, as oppression simply takes other forms.

Why were some countries able to build developmental states in the decades after World War II while others were not? In 2002 the International Labour Organization issued a report titled ‘Decent work and the informal economy’ in which it stressed the need to ensure appropriate employment and income, rights at work, and effective social protection in informal economic activities. Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards. This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen’s theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries.
