Health Care Systems in Europe and Asia by Christian Aspalter,Yasuo Uchida,Robin Gauld Pdf

This book addresses the global need for more comparative studies on health policy and health care systems, given the rise in recent decades of societal aging, modern mass diseases, economic globalization, and resulting permanent fiscal austerity of governments which have fundamentally altered the status quo of health care systems. The book examines the healthcare experiences of the most developed countries in Asia (Japan, South Korea, Taiwan and Singapore) and compares these with four of the most important health care systems in Europe (UK, France, Germany and Italy). Focusing on the public health care systems the contributors discuss the rising need for reforms in health care and health insurance administration, delivery systems, financing and overall health care policy strategies, particularly in fast-aging societies in Asia, and highly aged societies in Europe. This book will appeal to students and scholars of health care policy, health and social administration, social policy, public policy and social work. It will also provide a reference for professionals who need a view of the trajectory of public health financing in relation to changed and changing demographics and disease patterns.

Healthcare Fraud, Corruption and Waste in Europe by Misja Mikkers,Wolf Sauter,Paul Vincke,Jos Boertjens Pdf

The lack of well-documented, factual information on fraud, waste and corruption in the healthcare sector is an important ally for those who would seek to abuse healthcare systems for their own profit. Our lack of knowledge of the incidence, nature and extent of fraud, waste and corruption in healthcare is a threat to the establishment of effective counter-fraud strategies. It prevents those who finance healthcare provision from understanding in clear and quantifiable terms the need to invest resources into counter-fraud activities. As a consequence, fraud remains a matter of moral hazard and healthcare systems continue to suffer considerable financial damage, as well as all the associated consequences for the quality of care that patients receive. It was for these reasons that the 'European Healthcare Fraud and Corruption Network' (EHFCN) and the 'Dutch Healthcare Authority' (NZa, member of EHFCN) decided to collaborate to publish this book... --

Assuring the Quality of Health Care in the European Union by Helena Legido-Quigley Pdf

People have always travelled within Europe for work and leisure, although never before with the current intensity. Now, however, they are travelling for many other reasons, including the quest for key services such as health care. Whatever the reason for travelling, one question they ask is "If I fall ill, will the health care I receive be of a high standard?" This book examines, for the first time, the systems that have been put in place in all of the European Union's 27 Member States. The picture it paints is mixed. Some have well developed systems, setting standards based on the best available evidence, monitoring the care provided, and taking action where it falls short. Others need to overcome significant obstacles.

Exploring Health Policy Development in Europe by Anne Wood-Ritsatakis Pdf

Countries in Europe have long recognized that good health care, though essential, is not in itself sufficient to improve health or to reduce the increasing gaps in health status between the rich and the poor. In 1984, together with WHO, they adopted and many attempted actively to implement, what has become known as the health for all policy. This called for a radical shift from health services planning to an approach based on setting objectives and targets for health, requiring partnerships with industry, agriculture and commerce and settings such as workplaces and schools. It also required changes in behaviour and action to ensure a fairer distribution of the determinants of health, such as income, education, employment opportunities, and adequate food and housing. This volume provides a broad overview of how the 51 countries in the WHO European Region set about this ambitious task. The study's findings are based on replies to checklists sent to the Member States, a set of country profiles (given as an annex), published policy documents, and case studies written by people who were involved in the process in their own countries or regions. Examining how countries used some of the policy instruments open to them as they strove to close the health gaps, the study explores how far the rhetoric was accompanied by the necessary action and whether countries were able to move from their traditional ways of working, and poses questions as to whether this approach will be sufficient to meet the challenges of the future.

Guidelines for Evaluation of Environmental Health Services by Christina H. Drew,Xavier Bonnefoy,Jaco van Duivenboden Pdf

A practical guide to concepts, methods, and instruments for conducting an evaluation of environmental health services. Noting that managers frequently overlook the importance of evaluation, the book also performs a persuasive function, serving to illustrate the advantages of evaluation for purposes ranging from the justification of continuing expenditure to assurance that public health is being adequately protected from hazards in food, air or water. Throughout the book, examples of evaluations conducted in European countries are used to show how different approaches work to resolve specific practical problems. The book has six chapters. The first provides a general introduction to the purpose, principles and components of evaluation, as well as procedures that are frequently used. Chapter two applies these general principles to the specific setting of environmental health services, where process, impact, relevance, and adequacy of services may need to be assessed. Factors that make such services difficult to evaluate through traditional mechanisms are also briefly discussed. Against this background, a chapter on data and indicators provides detailed advice on the choice of indicators, concentrating on the use of process, environmental health, and urban indicators. Chapter four, on instruments for evaluation, outlines the strengths and weaknesses of several methods of data collection, giving particular attention to tools for economic analysis and qualitative evaluation. The remaining chapters cover the use of results in management decisions and set out five case studies of evaluations recently conducted in Europe.

Toward Sustainable Transitions in Healthcare Systems by Jacqueline Broerse,John Grin Pdf

Health systems have long been considered key determinants of well-being within modern societies, a valuable resource which have faced a series of reform initiatives throughout the past decades. These reforms have been used to manage the cost of development, measure the tenability of health systems in globalizing economies and promote the increasing importance of health problems related to lifestyle and living conditions, yet they have failed to provide a true resolution to the persistent economical and logistical problems facing modern-day health systems. This rich, interdisciplinary work explores the hypothesis that many of these problems cannot be adequately addressed without structural changes to our health systems, and examines the embedded features of our health systems that underlie contemporary challenges as well as how, and under what conditions, our health systems can be made more sustainable. Combining and building upon theoretical approaches from transition and innovation studies for analysing health system deficits, Toward Sustainable Transitions in Healthcare Systems raises fundamental questions about how new research, new needs and exogenous trends are transforming current health innovation systems. Providing an original and substantial analysis of the complex structural features of the health innovation system, this book will be of interest to students and practitioners of the politics of health, social epidemiology, medical sociology and those with an interest in transition theory.
