As Mexican migrants have found new lives in the United States, the appearance of migrant organizations reflects the revitalization of ancestral community life. One example, the Binational Oaxacan Indigenous Front, includes participants from cities along the border and represents diverse organizations of indigenous migrants from Oaxaca. Its creation reflects the vast changes that have taken place in migrants’ lives in less than thirty years. Mixtec Transnational Identity is the first book to describe in detail the emergence of a wide range of transnational indigenous organizations and communities in the greater Mexico–U.S. border region. It documents and analyzes the construction of novel identities formed within transnational contexts that may not conform to identities in either the “sending” or “receiving” societies. Laura Velasco Ortiz investigates groups located on both sides of the border that have maintained strong links with towns and villages in the Mixteca region of Oaxaca in order to understand how this transformation came about. Through a combination of survey, ethnography, and biography, she examines the formation of ethnic identity under the conditions of international migration, giving special attention to the emergence of organizations and their leaders as collective and individual ethnic agents of change. Velasco Ortiz reconstructs the Mixtec experience through three lines of analysis: the formation of organizations beyond the confines of home communities; the emergence of indigenous migrant leaders; and the shaping of ethnic consciousness that assimilates the experiences of a community straddling the border. Her research brings to light the way in which the dispersion of members of different communities is offset by the formation of migrant networks with family and community ties, while the politicization of these networks enables the formation of both hometown associations and transnational pan-ethnic organizations. An important focus of her analysis is gender differentiation within the ethnic community. There has been little research into the relationship between the process of collective agency and the reconstitution of the migrants’ ethnic identity. Mixtec Transnational Identity should stimulate further study of Latino migration to the U.S. border region and its consequences on ethnic identity.

The essays contained in this volume emphasize the interdependency and interrelations engendered by the globalized world in which we live, highlighting the possibility to create new knowledge and forms of understanding across the boundaries of nationhood and region. At the same time, they remind us that the present situation calls for a radical self-examination of a history of systemic racism which continues to produce episodes of police brutality, rationalizes cultural and economic exclusion, and normalizes the incarceration of African Americans and “illegal” immigrants, including children and minorities. This book offers a comprehensive, article-by-article legal commentary on the United Nations Convention Against Transnational Organized Crime and its Protocols on trafficking in persons, smuggling of migrants, and trafficking in firearms and ammunition. The Convention- often referred to by the acronym UNTOC- was approved by the UN General Assembly on 15 November 2000 and made available for governments to sign at a high-level conference in Palermo, the heartland of the Italian Mafia, on 12-15 December 2000. For this reason, UNTOC is sometimes also referred to as the 'Palermo Convention'. The Convention entered into force on 29 September 2003. The purpose of UNTOC is to promote cooperation to prevent and combat transnational organized crime more effectively. UNTOC seeks to promote consistency among national legal systems and set standards for domestic laws so that States parties can effectively combat transnational organized crime. UNTOC is supplemented by three protocols: the Protocol against the Smuggling of Migrants by Land, Air, and Sea, the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, especially Women and Children, and the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components, and Ammunition. Article by article, this books presents the text of each provision of the Convention and the Protocols, followed by a systematic analysis of their background and negotiating history, their interpretation by the Conference of the Parties and its working groups, in judicial decisions by domestic and international courts, , in the academic literature, and in official material published by international organisations, chief among them the United Nations Office on Drugs and Crime (UNODC), the guardian of UNTOC and the Protocols. This book provides a detailed account of transnational practices undertaken by Indian ‘high-tech’ workers living in the United States. It describes the complexities and challenges of adapting to a new culture while clinging to tradition. Asian-Indians represent a significant part of the professional and ‘high-tech’ workforce in the United States, and the majority are temporary workers, working on contractual jobs (H1-B and L1 work visa category). Further, it is not unusual for Indian immigrant workers to marry and have children while working in the U.S. Gradually, they learn to negotiate the U.S. cultural terrain in both their place of work and at home in the U.S. As such there is the potential that they will become transnational, developing new identities and engaging in cultural and social practices from two different nations: India and the U.S. Against this background, the book describes the nature and extent of transnational practices adopted by high-tech Indian workers employed in the United States on temporary work visas. The study reveals that the temporary stay of these professionals and their families in the U.S. necessitates day-to-day balancing of two cultures in terms of food, clothing, recreation, and daily activities, creating a transnational lifestyle for these young professionals. Transnational activities at the workplace, which are forced by the work culture of the MNCs that employ them, can be considered as ‘transnationalism from above.’ Simultaneously, being bi-lingual at home, cooking and eating Indian and Western food, socializing with Indian and American friends outside work, and all the cultural activities they perform on a day-to-day basis, indicates ‘transnationalism from below’. The book is of interest to researchers and academics working on issues relating to culture, social change, migration and development.
