Water Footprint and Virtual Water Trade in Spain by Alberto Garrido,M. Ramón Llamas,Consuelo Varela-Ortega,Paula Novo,Roberto Rodríguez-Casado,Maite M. Aldaya Pdf

1.1 General Framework In most arid and semi-arid countries, water resource management is an issue that is both important and controversial. Most water resources experts now acknowledge that water conflicts are not caused by physical scarcity but are mainly due to poor water management (Rosegrant et al. 2002; Benoit and Comeau 2005; Comprehensive Assessment of Water Management in Agriculture 2007; Garrido and Dinar 2010, among others). The scientific and technological advances of the past 50 years have led to new ways to solve many water-related conflicts, often with tools that seemed unthinkable a few decades ago (Llamas 2005; Lopez-Gunn and Llamas 2008). This study deals with the estimation and analysis of Spain’s water footprint, both from a hydrological and economic perspective. Its ultimate objective is to report on the allocative efficiency of water and economic resources. This analysis can provide a transparent and multidisciplinary framework for informing and optimising water policy decisions, contributing at the same time to the implementation of the EU Water Framework Directive (WFD) (2000/60/EC). It also responds to the current mandate of the Spanish Ministry of Environment and Rural and Marine Affairs, which recently issued instructions for drafting river basin management plans in compliance with the EU Water Framework Directive, with a deadline of end of year 2009 and then every 6 years (BOE 2008).

Water Policy in Spain by Alberto Garrido,M. Ramon Llamas Pdf

Though the modern Spanish State was formed in the mid Fifteenth Century, historical records show that water works, statues, and the utilization of water dates back to centuries BC. As a semi-arid country, the effort to control, store and assure water supplies to cities and fields is present in numerous historical and political landmarks.Water polic

The Global Water System in the Anthropocene by Anik Bhaduri,Janos Bogardi,Jan Leentvaar,Sina Marx Pdf

The Global Water System in the Anthropocene provides the platform to present global and regional perspectives of world-wide experiences on the responses of water management to global change in order to address issues such as variability in supply, increasing demands for water, environmental flows and land use change. It helps to build links between science and policy and practice in the area of water resources management and governance, relates institutional and technological innovations and identifies in which ways research can assist policy and practice in the field of sustainable freshwater management. Until the industrial revolution, human beings and their activities played an insignificant role influencing the dynamics of the Earth system, the sum of our planet‘s interacting physical, chemical, and biological processes. Today, humankind even exceeds nature in terms of changing the biosphere and affecting all other facets of Earth system functioning. A growing number of scientists argue that humanity has entered a new geological epoch that needs a corresponding name: the Anthropocene. Human activities impact the global water system as part of the Earth system and change the way water moves around the globe like never before. Thus, managing freshwater use wisely in the planetary water cycle has become a key challenge to reach global environmental sustainability.

The United Nations World Water Development Report 3 by World Water Assessment Programme Pdf

The United Nations World Water Development Report, published every three years, is a comprehensive review providing an authoritative picture of the state of the world's freshwater resources. It offers best practices as well as in-depth theoretical analyses to help stimulate ideas and actions for better stewardship in the water sector. It is the only report of its kind, resulting from the collaboration and contributions of the 26 UN agencies, commissions, program, funds, secretariats and conventions that have a significant role in addressing global water concerns. The news media are full of talk of crises - in climate change, energy and food and troubled financial markets. These crises are linked to each other and to water resources management. Unresolved, they may lead to increasing political insecurity and conflict. Water is required to meet our fundamental needs and rising living standards and to sustain our planet‘s fragile ecosystems. Pressures on the resource come from a growing and mobile population, social and cultural change, economic development and technological change. Adding complexity and risk is climate change, with impacts on the resource as well as on the sources of pressure on water. The challenges, though substantial, are not insurmountable. The Report shows how some countries have responded. Progress in providing drinking water is heartening, with the Millennium Development Goal target on track in most regions. But other areas remain unaddressed, and after decades of inaction, the problems in water systems are enormous and will worsen if left unattended. Leaders in the water sector can inform decisions outside their domain and manage water resources to achieve agreed socioeconomic objectives and environmental integrity. Leaders in government, the private sector and civil society determine these objectives and allocate human and financial resources to meet them. Recognizing this responsibility, they must act now! The United Nations world water development report 2015: water for a sustainable world by Connor, Richard Pdf

The United Nations World Water Assessment Programme (WWAP) is hosted and led by UNESCO. WWAP brings together the work of 31 UN-Water Members as well as 37 Partners to publish the United Nations World Water Development Report (WWDR) series. Under the theme Water for Sustainable Development, the WWDR 2015 has been prepared as a contribution from UN-Water to the discussions surrounding the post-2015 framework for global sustainable development. Highlighting water's unique and often complex role in achieving various sustainable development objectives, the WWDR 2015 is addressed to policy- and decision-makers inside and outside the water community, as well as to anyone with an interest in freshwater and its many life-giving benefits. The report sets an aspirational yet achievable vision for the future of water towards 2050 by describing how water supports healthy and prosperous human communities, maintains well functioning ecosystems and ecological services, and provides a cornerstone for short and long-term economic development. It provides an overview of the challenges, issues and trends in terms of water resources, their use and water-related services like water supply and sanitation. The report also offers, in a rigorous yet accessible manner, guidance about how to address these challenges and to seize the opportunities that sound water management provides in order to achieve and maintain economic, social and environmental sustainability.
