The U.S. Nuclear Regulatory Commission has updated the U.S. National Report for the Convention on Nuclear Safety. This report will be submitted for peer review at the second review meeting of the Convention on Nuclear Safety at the International Atomic Energy Agency in April 2002. The scope of the report is limited to the safety of land-based civil nuclear power plants. The report demonstrates how the U.S. Government meets the main objective of the Convention -- to achieve and maintain a high level of nuclear safety worldwide. The report also shows that the U.S. Government meets the obligations of each of the articles established by the Convention. Specifically, these articles address the safety of existing nuclear installations, the legislative and regulatory framework, the regulatory body, responsibility of the licensee, priority to safety, financial and human resources, human factors, quality assurance, assessment and verification of safety, radiation protection, emergency preparedness, siting, design, construction, and operation.

The United States of America Fourth National Report for the Convention on Nuclear Safety by U.s. Nuclear Regulation Comion Pdf

The United States Nuclear Regulatory Commission has updated NUREG-1650, Rev. 1, "The United States Third National Report for the Convention on Nuclear Safety," issued September 2004, and will submit this report for peer review at the fourth review meeting of the Convention on Nuclear Safety at the International Atomic Energy Agency in April 2008. This report addresses the safety of land-based commercial nuclear power plants in the U.S. It demonstrates how the U.S. Government achieves and maintains a high level of nuclear safety worldwide by enhancing national measures and international cooperation, and by meeting the obligations of all the articles established by the Convention. These articles address the safety of existing nuclear installations, the legislative and regulatory framework, the regulatory body, responsibility of the licensee, priority to safety, financial and human resources, human factors, quality assurance, assessment and verification of safety, radiation protection, emergency preparedness, siting, design and construction, and operation. New to this update is a contribution by the Institute of Nuclear Power Operations (INPO) describing work done by the U.S. nuclear industry to ensure safety. Since the prime responsibility for the safety of a nuclear installation rests with the license holder, it was decided to involve the nuclear industry collectively through INPO, in explaining how the nuclear industry maintains and improves nuclear safety.

After the Chernobyl accident, representatives of over 50 nations, including the United States, participated in the development of the Convention on Nuclear Safety, a treaty that seeks to promote the safety of civilian nuclear power reactors. The Convention has been in force since 1996. GAO was asked to assess (1) parties' views on the benefits and limitations of the Convention, (2) efforts to improve implementation of the Convention, and (3) how International Atomic Energy Agency (IAEA) programs complement the Convention's safety goals. GAO surveyed the 64 parties to the Convention for which it was in force at the time of GAO's review and analyzed the responses of the 32 that completed it, analyzed relevant documents, and interviewed U.S. and foreign officials. GAO recommends, among other things, that the Department of State, in coordination with NRC, work with other parties to the Convention to encourage the use of performance metrics in national reports to track progress toward improving safety of civilian nuclear power plants and expand efforts to increase the number of reports posted to IAEA's public Web site.

This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world.
