To understand the complex international diamond industry and how diamond production in the Northwest Territories would fit into it, this report begins by compiling basic information on the Canadian and international diamond industries as well as the economic situation in the Territories. It then examines six issues relating to establishing a value-added diamond industry in Canada and the Territories: trade policy, taxation, access to rough diamonds, training for the diamond and jewellery industries, the role of financial institutions in the value-added diamond industry, and security (including diamond-specific legislation). Appendices include summaries of presentations made to the committee studying the above issues, an overview of the world diamond industry, a review of federal and territorial programs and services supporting and encouraging medium and small business, and an analysis of relative business costs in the Northwest Territories.
