They were recruited largely from the Cholo or Indian element, but there was also a large number of negroes and mesclados, who were easily incited to revolution, and it was through them that the succeeding aspirants for power accomplished their designs. Until a Short time previous to the declaration of war the troops were uniformed in the French style; it was then decided to adopt the German dress, and some corps had already received their new clothing. The regulars were armed with the French Chassepot rifle. Besides the regular army, a very respectable corps of militia was maintained in the larger cities.
