This report comments positively on some aspects of the design of the Youth Contract. It builds on the types of interventions which have been shown to have a positive impact: increased Jobcentre Plus (JCP) adviser support; work experience placements; and apprenticeships. It also welcomes the inclusion of a new scheme for 16-17 year-olds, the large majority of whom do not receive support from JCP as they are ineligible for Jobseekers Allowance (JSA). The Committee acknowledges that the Government has sensibly focused wage incentives - the key new element of the Youth Contract - on longer term young unemployed claimants and there is an attempt to achieve sustainable job outcomes by linking wage incentives to the Work Programme payment structure, in which providers are financially incentivised to keep participants in work and off benefits in the longer term. However the Youth Contract on its own it will not be enough to address the current unacceptably high level of youth unemployment. A significant impact can only be made if all the targets are met. In particular, past experience shows that 160,000 wage incentives is a very ambitious target in the current economic climate. And 250,000 additional work experience placements for young people may also be unrealistic

With the rate of young jobless in the EU still at nearly double its pre-crisis level, and the UK experiencing exceptionally high levels of unemployment, this report calls on the Government to rethink the way it uses European funding. The Government needs to use EU money to support the introduction of a Youth Guarantee, rather than putting the funds towards existing domestic measures such as the Youth Contract. The Youth Contract had underperformed and was not popular in the private sector, while the Youth Guarantee had been successful in other European countries. Five regions in the UK were highlighted in the report as having unemployment levels so high that they qualified for additional EU funding. These areas were: Tees Valley & Durham; West Midlands; South Western Scotland; Inner London; and Merseyside. The Committee is urging the Government use the European funding to run pilot Youth Guarantee schemes in these five areas. Other recommendations made in the report include: a move away from a centralised management of EU funds and make the most of local authorities and Local Enterprise Partnerships, who have links to specialist organisations in their areas; when it comes to careers advice, the Government should use EU money to fund more traditional face-to-face careers advice, rather than focusing on online support; and more needs to be done to address the skills mismatch in the EU - a particular example being in ICT

The Work Programme, designed to help long-term unemployed people into sustainable employment, started in June 2011, replacing virtually all welfare to work programmes run by the Department for Work and Pensions. Over the next five years, the Programme is expected to help up to 3.3 million people at a cost of £3-5 billion. 18 prime contractors, each with sub-contractors, are contracted to deliver the Programme across England, Scotland and Wales. The Department has done well to introduce the Work Programme in 12 months. Prime contractors receive the majority of their payments once a participant has stayed in a job for a set period of time, with the length of time varying according to claimant group. Although some financial risks have been transferred to the providers, the test of whether the Programme is achieving value for money will be whether more people are in work as a result of the Programme than would have been if it had not existed and that the wider social benefits which underpin the cost benefit analysis are delivered in practice. The Department should seek assurance on a range of issues: that sub contractors are treated fairly, not misled into accepting inappropriate contracts, and receive the number of cases and funding they were promised; that harder to help claimants are not parked and ignored; and ensuring proper value for money. The Department relies on contractors to set minimum standards of service but has no measurable indicators against which the quality of service can be judged

The Education Act 2011 introduced a new statutory duty for schools to provide independent, impartial careers guidance for their pupils in years 9-11 which came into force in September 2012. The Committee considers the decision to transfer responsibility for careers guidance to schools as regrettable and there are concerns about the consistency, quality, independence and impartiality of careers guidance now being offered to young people. Evidence was heard that there is already a worrying deterioration in the overall level of provision for young people. The Committee believes the Government could do more to promote consistency through central guidance and recommend the Government's statutory guidance and practical guide should be combined into a single publication to assist a consistent approach by schools. The decision to extend the duty to young people in year 8 and to 16 to 18 year-olds in school or college is welcomed. To help ensure quality, it is recommended that schools are required to work towards the Quality in Careers Standard, and to procure guidance services only from qualified providers and individuals. There must also be accountability measures to ensure that schools provide a good quality careers guidance service. It recommends that all schools are required to publish an annual careers plan, which would provide transparency in what could be expected in terms of careers work and would set out the resources allocated to these activities. Also recommended is the National Careers Service's remit is expanded to include a capacity-building and brokerage role for schools, including assisting schools in designing their annual careers plan, the dissemination of local labour market information and the promotion of quality standards.

The Committee are pleased that more 16- to 18-year-olds continue in education, although note the UK still lies behind other OECD countries. Whether this is because of changes in legislation or more effective interventions is debatable. The Committee note, however, that at the end of 2013, 148, 000 out of the cohort of 2 million 16- to 18-year-olds in England were NEET (not in education, employment or training). Some within this NEET group have been reached by the Youth Contract, but the Committee notes this is expected to only support half the number it was originally predicted to assist, will end soon and the Department has no plans to replace it. Careers remains patchy across the country and local authorities do not know what large numbers of the young people in their areas are doing. This means these young people are difficult to target. In 2010 the Department transferred responsibility for providing careers advice to schools but did not give them additional resources to fund it.
