Managing Illegal Immigration to the United States by Bryan Roberts,Edward Alden,John Whitley Pdf

The authors examine U.S. efforts to prevent illegal immigration to the United States. Although the United States has witnessed a sharp drop in illegal border crossings in the past decade alongside an enormous increase in government activities to prevent illegal immigration, there remains little understanding of the role enforcement has played. Better data and analyses to assist lawmakers in crafting more successful policies and to support administration officials in implementing these policies are long overdue.

Controlling a New Migration World by Virginie Guiraudon,Christian Joppke Pdf

Controlling a New Migration World explores the factors that drive recent migration control policies and, in turn, sheds light on the unintended consequences of policies for the new character of migration. This book asks how we can account for the immigration policies of liberal states. Is the recent linkage between migration and security a rhetorical invention of elites or a reflection of changing migrant profiles? Are states' control policies effectively containing or only redirecting unwanted migration flows? This increasingly relevant issue will be of great use to anyone working in comparative politics, sociology and studying ethnicity or international migration, as well as professionals working in the migrant/asylum and public law fields.

Can Guest Worker Schemes Reduce Illegal Migration? by Mohammad Amin,Aaditya Mattoo Pdf

The authors analyze recent efforts at international cooperation to limit illegal migration, particularly through the use of legal migration avenues like guest worker schemes. They show that while guest worker schemes may be desirable as an avenue of international migration, they are an inefficient instrument to induce cooperation on illegal migration. On the one hand, guest worker schemes suffer from a negative selection problem relative to illegal migration, which tends to erode their attractiveness to source countries. On the other hand, guest worker schemes increase total (legal and illegal) migration which make them a costly compensating device for the host country. Moreover, guest worker schemes create additional pressure on host countries to implement tough laws against illegal immigration even when the host finds such laws undesirable. Thus, less favorable treatment of illegal immigrants, as in California Proposition 187, may be an inevitable rather than incidental outcome of reliance on guest worker schemes. In contrast, countries that are willing to use transfers and other forms of economic assistance to induce source countries to cooperate can afford relatively liberal treatment of illegal immigrants.

Bordering on Control by Philip Martin,International Organization for Migration Pdf

The objective of this monograph is to review the cost-effectiveness of both external and internal migration-control instruments in selected countries. In 2002, five industrial countries - the US, Canada, Germany, the Netherlands and the UK - spent about US$ 17 billion to enforce immigration laws and to care for asylum seekers, about two-thirds as much as they provided in Official Development Assistance. It may be argued that if countries targeted by irregular migration flows were to foster trade, investment and aid in the countries of origin, migration pressures could be expected to gradually decline, though programmes to promote local socio-economic development able to encourage potential migrants to remain in their home countries can yield neither predictable nor quick results. There are no easy ways to narrow the gap between migration management objectives and the actual results achieved. The key to success posits the setting of realistic goals, co-ordinated migration management within and across countries and the continuing monitoring and revision of appropriate policy instruments since migrants, smugglers and others involved in the migration system tend to adjust their tactics and strategies very rapidly to such changes. Preventing Illegal Immigration by Claude-Valentin Marie,Council of Europe. Directorate of Social and Health Affairs Pdf

Illegal immigration has been near the top of the political agendas of the member states of the Council of Europe for almost two decades. They are worried about the scale of the problem and frightened that it might exacerbate existing social tensions. This report, which was discussed at the 7th conference of European Ministers responsible for Migration Affairs in Helsinki in September 2002, surveys the problems and offers some recommendations on future policy. After defining illegal immigration, it discusses the organised traffic in human beings and the measures to control and deter settlement. It then examines the particular problems of the enlargement of the EU and Community policy before looking at the underlying demographic and economic trends and their effect on the labour market. The recommendations focus on a desire for a transparent system, which harmonises asylum and immigration policy and allows a positive regulation of labour migration.

Irregular Migrants by Alice Bloch,Milena Chimienti Pdf

A new era of international migration has been accompanied by increasingly restrictive immigration controls to manage migration to more developed countries. The consequence has been fewer routes to enter and/or stay in countries in a regularised way and as a result, an increase in the numbers of undocumented migrants. In this situation undocumented migrants, especially in relation to immigration controls and internal security have come to occupy an important role on the policy agenda of many nation states. The control and regulation of undocumented migrants has become an increasingly politicised issue. This edited collection brings together cutting edge scholarly research papers to explore undocumented migration at the international, national and individual levels. Starting with an overview of the literature on undocumented migration this book explores some of the key areas of research and policy in this area. This includes the making of undocumented migrants, the journey and processes, experiences of being undocumented at the individual level, collective action and return. This fascinating book explores the many facets of undocumented migration and of being an undocumented migrant in different geographical contexts that include Europe, Southern Africa, Central America and North America. This book was originally published as a special issue of Ethnic and Racial Studies.

Irregular Migration in Turkey by International Court of Justice Pdf

In recent years, illegal transit migration through Turkey, together with the use of Turkey’s territory as a transition post for onward migration towards the west, has become an issue of growing importance to the Turkish government. The government seeks to control and manage transit migration, often organized by criminal smuggling and trafficking international networks. This report --based on interviews with migrants, migration officials and traffickers-- provides useful insights into the origins and motivations of transit migrants and their reasons for farther migration. It illustrates the workings of well-organized local and international criminal networks and discusses Turkey’s policies and efforts to manage substantial and irregular migration flows through its territory in cooperation with western European countries.

Towards a Systemic Theory of Irregular Migration by Gabriel Echeverría Pdf

This open access book provides an alternative theoretical framework of irregular migration that allows to overcome many of the contradictions and theoretical impasses displayed by the majority of approaches in current literature. The analytical framework allows moving from an interpretation biased by methodological nationalism, to a more general systemic interpretation. It explains irregular migration as a structural phenomenon or contemporary society, and why state policies are greatly ineffective in their attempt to control irregular migration. It also explains irregular migration as a diversified phenomenon that relates to the social characteristics of the context, and why states accept irregular migrants. By providing new comparative, empirical, qualitative material which allows to start filling an evident gap in the current research on irregular migration, this book is of interest to graduate students, scholars and policy makers.
