In the past we have directed the major part of our efforts in this field to the vehicle itself, yet the cost and quality of the final service depend on a balanced development of both vehicle and highway. Failure to give proper weight to the importance of the highway system has resulted in excessive transportation costs and inferior serv10e. There is growing recognition today that substantial modernization of our highway system must be under taken to achieve the economy and quality of service which the vehicle is capable of providing. A significant current approach to this goal is the development of toll highways. Many states are authorizing, constructing, and operating toll roads as a means of overcoming as quickly as possible their most critical highway de ficiencies. Re-emergence of the toll road raises the question whether this method of financing and pricing highway services offers a desirable solution to the prob lem of reconstructing our principal highways, and whether traditional methods of highway finance are able to meet present-day requirements. In The American Road Katherine M. Johnson develops a bold new theory for how the American highway system has taken on such outsized scale and complexity by emphasizing the emergence of a powerful administrative apparatus in the American federal system. Established in 1914 expressly to intervene in the congressional debates of the era, the American highway bureaucracy consisted of forty-eight state highway officials acting in and through their self-organized association, the American Association of State Highway Officials. Johnson’s central argument is that this new institution occupied a similar position relative to the American state as political parties and courts did. The capacity to organize across a complex constitutional order enabled it to control the purpose and allocation of federal highway aid for the better part of the twentieth century. Johnson investigates this new conception of the American highway bureaucracy, showing specifically where and how that extraconstitutional authority emerged, expanded, and manifested itself in the legislative history, physical dimensions, and geographical reach of the emerging highway system. The American Road reveals that all of the major highway legislation approved by Congress from 1916 to 1941 was collectively developed and advanced by state and federal highway bureaucrats drawing on the new authority conferred by the system of federal grants-in-aid, which required state legislatures to provide a state matching grant and local governments to relinquish control over decisions of location and design. The capacity to advance their policy aims through both the advice of experts and the will of the states not only secured the new highway program against renewed opposition in Congress in the 1920s but also won the strong support of the motor vehicle industry and set the stage for even more impressive policy gains of the 1930s when highways became the largest category of federal emergency public works. That collective authority, however, required a high threshold of consensus to secure and maintain, producing not just a narrow one-size-fits-all approach to technical issues but also a striking incapacity to respond to changing conditions. Johnson completes her compelling narrative by identifying the source of the interstate highway plan, first proposed in 1939 and finally funded in 1956, in the internal dynamics of and external threats to that extraconstitutional authority.

In the last decade many countries turned to private sources to provide services formerly offered by public agencies. Europeans, particularly the British and the French, were leaders in this movement. Developing countries also experimented extensively with privatization in the 1980s, with varying degrees of success. Because governments around the world are heavily involved in transportation, it is a natural focus of privatization experiments and in many ways has been at the cutting edge. Going Private examines the diverse privatization experiences of transportation services and facilities. Cases are drawn from the United States, Asia, Europe, and Latin America. Since almost every country has experimented to some degree with highway and bus privatization, the authors focus particularly on these services, although they also discuss urban rail transit and airports. Highways and buses, they explain, encompass all three of the most common and basic forms of privatization: the sale of an existing state-owned enterprise; use of private, rather than public, financing and management for new infrastructure development; and contracting out to private vendors public services previously provided by government employees. After thoroughly examining these services and discussing the motives for, and objections to, privatization, the authors look at the prospects for privatization in other sectors and industries. They assess those circumstances in which privatization is most likely to succeed and those in which it is most likely to fail, for political as well as economic reasons. The authors conclude that privatization involves many political and social as well as economic dimensions. Privatization is usually not simply a matter of efficiency improvements or capital augmentation but also involves such deeply imbedded societal concerns as equity, income transfers, environmental problems, and attitudes toward taxation and the role of government.
