Community-Based Integrated Care and the Inclusive Society by Hitoshi Miyazawa,Teruo Hatakeyama Pdf

This book discusses the building of comprehensive community support systems, which constitutes a key issue in social security reforms in Japan. The book comprises three parts: (I) Mapping Social Security in Japan, (II) Community-Based Integrated Care Systems in Japan, and (III) A Prospect of Community-Based Inclusive Society in Japan. The chapters in this book were composed on the basis of research into community-based integrated care systems and community-based inclusive society, conducted by members of the Association of Japanese Geographers’ Study Group “Regional Issues Related to the Birthrate Decline and Population Aging.” Choosing local governments with different regional characteristics, the authors conducted empirical research to uncover the characteristics of comprehensive community support systems, building processes, and challenges in the respective local governments. Non-Japanese readers will acquire an understanding of the characteristics of social security and the trends of the reforms in Japan. To support its use as a reference book, chapters in Part I include numerous maps and figures with the themes of welfare, medical care, and health levels in Japan.

How Policies Change by John Creighton Campbell Pdf

Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state. European Yearbook / Annuaire Europeen 1977 by Council of Europe/Conseil de L'Europe,A. Robertson Pdf

The "European Yearbook" promotes the scientific study of nineteen European supranational organisations and the OECD. The series offers a detailed survey of the history, structure and yearly activities of each organisation and an up-to-date overview of the member states of each organisation. This special anniversary volume celebrates 60 years of publication of the Yearbook, and its contents differs from that of the regular volumes therefore. It offers a selection of the most important articles, dealing with European cooperation and integration, to appear in the Yearbook during its 60 years of publication. These are of particular interest not only because they provide a unique historical snapshot of the many successes (and occasional failures) in the field of European integration but also because they discuss the ideals and aims that lay behind these efforts, many of which still resonate today as Europe confronts questions about its political destiny and ideal shape. This volume contains articles in English and French."

MITI and the Japanese Miracle by Chalmers Johnson Pdf

The focus of this book is on the Japanese economic bureaucracy, particularly on the famous Ministry of International Trade and Industry (MITI), as the leading state actor in the economy. Although MITI was not the only important agent affecting the economy, nor was the state as a whole always predominant, I do not want to be overly modest about the importance of this subject. The particular speed, form, and consequences of Japanese economic growth are not intelligible without reference to the contributions of MITI. Collaboration between the state and big business has long been acknowledged as the defining characteristic of the Japanese economic system, but for too long the state's role in this collaboration has been either condemned as overweening or dismissed as merely supportive, without anyone's ever analyzing the matter. The history of MITI is central to the economic and political history of modern Japan. Equally important, however, the methods and achievements of the Japanese economic bureaucracy are central to the continuing debate between advocates of the communist-type command economies and advocates of the Western-type mixed market economies. The fully bureaucratized command economies misallocate resources and stifle initiative; in order to function at all, they must lock up their populations behind iron curtains or other more or less impermeable barriers. The mixed market economies struggle to find ways to intrude politically determined priorities into their market systems without catching a bad case of the "English disease" or being frustrated by the American-type legal sprawl. The Japanese, of course, do not have all the answers. But given the fact that virtually all solutions to any of the critical problems of the late twentieth century--energy supply, environmental protection, technological innovation, and so forth--involve an expansion of official bureaucracy, the particular Japanese priorities and procedures are instructive. At the very least they should forewarn a foreign observer that the Japanese achievements were not won without a price being paid.

Welfare Capitalism in Taiwan by Y. Ku Pdf

This book explores the development of state welfare in Taiwan, focusing on the interconnection between capitalist development and state welfare from 1895 to 1990, using an integrated Marxist perspective to which the capitalist world system, state structure, ideology, and social structure are considered simultaneously. It argues that neither citizenship nor welfare needs were the concern of Taiwanese social policies. A decline in legitimacy and risen social movements forced the state to expand welfare, namely the National Health Insurance, in the 1980s.

Economic Analysis of Families and Society by Shinji Yamashige Pdf

This book, based on economics and game theory, analyzes the changes that Japan is now facing as a reflection of changes in Japanese families and society. The author presents a simple framework for the structural relationship among markets, communities including families, and the state; and uses it to explain the changes that have occurred in Japanese society. Social changes have created a series of social problems such as population ageing, poverty, and regional disparities, which require changes in public policies. The book provides readers with rich information about the Japanese social security system, social policies and regional policies by explaining why they are developed, how they are designed, and what challenges they face. Readers will find that the transformation of Japanese society is not really a special case but a fairly common one that many developed countries have experienced and many developing countries are going to experience. The book will be useful not only to those who are interested in Japanese society and public policies but also to anyone who is interested in the transformations of families, communities, and roles of the state in a modern market economy.
