Training and Professional Development in Electoral Administration: Policy Paper No. 28, May 2023 by Erik Asplund Pdf

Training is an investment in the ability of the electoral management body (EMB) ability to perform its primary task, administering an electoral contest. Building the EMB workforce’s capacities reinforces and inculcates electoral administration values and principles, those of integrity, impartiality, transparency, efficiency, sustainability and service-mindedness. By contrast, poor or inadequate training hampers service delivery and increases the risk of errors that negatively impact the reputation of the EMB or the election outcome itself. This Policy Paper addresses two different but interlinked issues: how to build and strengthen the capacities of EMB staff and workforce (both technical and lifelong learning); and how to build institutional capacities for delivering both types effectively. The paper is supplemented with findings from: a survey conducted in 2021; a 2021 case study series on the institutionalization of electoral training and education; and a 2020 workshop. This paper provides recommendations for practitioners seeking to strengthen their training and professional development programmes, as well as highlighting recommendations for the electoral assistance community.

Cybersecurity in Elections by Sam van der Staak,Peter Wolf Pdf

Information and communication technologies are increasingly prevalent in electoral management and democratic processes, even for countries without any form of electronic voting. These technologies offer numerous new opportunities, but also new threats. Cybersecurity is currently one of the greatest electoral challenges. It involves a broad range of actors, including electoral management bodies, cybersecurity expert bodies and security agencies. Many countries have found that interagency collaboration is essential for defending elections against digital threats. In recent years significant advances have been made in organizing such collaboration at the domestic and international levels. This guide tracks how countries are making progress on improving cybersecurity in elections. Based on an extensive collection of 20 case studies from all over the world, it provides lessons for those wanting to strengthen their defences against cyberattacks.

Greater China's Olympic Medal Haul by Marcus P. Chu Pdf

Between 1984 and 2021, elite athletes from the member regions of Greater China – China, Taiwan, and Hong Kong – competed at each of the ten Summer Olympics. By winning 263 gold medals, 199 silver, and 173 bronze, China became a global sports superpower. Taiwan and Hong Kong pocketed 7 gold medals, 10 silver, and 17 bronze and 2 gold medals, 3 silver, and 4 bronze, respectively, displaying their world-leading statuses in archery, badminton, baseball, cycling, fencing, gymnastics, Judo, karate, sailing, Taekwondo, table tennis, and weightlifting. In response, the leaders of the three regions delivered high-profile praise. Their administrations awarded cash, badges, and/or honorary titles to the medalists. By reviewing journalistic reports, key-players’ memoirs, official documents, and scholarly works, this book aims to understand the significance of the Olympic medal haul to the Chinese, Taiwanese, and Hong Kong authorities. Its findings detail the context in which the Olympic medal haul was leveraged for the political change of the three regions and their relations with each other. They also reveal that the praise and rewards bestowed by the respective authorities on the medalists not only celebrated their jurisdictions’ sporting excellence, but served broader strategic goals across domestic politics and international relations.

Communities in Action by National Academies of Sciences, Engineering, and Medicine,Health and Medicine Division,Board on Population Health and Public Health Practice,Committee on Community-Based Solutions to Promote Health Equity in the United States Pdf

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

The Future of Nursing by Institute of Medicine,Committee on the Robert Wood Johnson Foundation Initiative on the Future of Nursing, at the Institute of Medicine Pdf

The Future of Nursing explores how nurses' roles, responsibilities, and education should change significantly to meet the increased demand for care that will be created by health care reform and to advance improvements in America's increasingly complex health system. At more than 3 million in number, nurses make up the single largest segment of the health care work force. They also spend the greatest amount of time in delivering patient care as a profession. Nurses therefore have valuable insights and unique abilities to contribute as partners with other health care professionals in improving the quality and safety of care as envisioned in the Affordable Care Act (ACA) enacted this year. Nurses should be fully engaged with other health professionals and assume leadership roles in redesigning care in the United States. To ensure its members are well-prepared, the profession should institute residency training for nurses, increase the percentage of nurses who attain a bachelor's degree to 80 percent by 2020, and double the number who pursue doctorates. Furthermore, regulatory and institutional obstacles-including limits on nurses' scope of practice-should be removed so that the health system can reap the full benefit of nurses' training, skills, and knowledge in patient care. In this book, the Institute of Medicine makes recommendations for an action-oriented blueprint for the future of nursing.

Managing Conflict of Interest in the Public Sector by Howard Whitton Pdf

Conflicts of interest in both the public and private sectors have become a major matter of public concern world-wide. The OECD Guidelines define a conflict of interest as occurring when a public official has private-capacity interests which could improperly influence the performance of their official duties and responsibilities. However, identifying a specific conflict of interest in practice can be difficult. And resolving the conflicting interests appropriately in a particular case is something that most people find even more challenging. The Toolkit focuses on specific techniques, resources and strategies for: Identifying, managing and preventing conflict-of-interest situations more effectively; and Increasing integrity in official decision-making, which might be compromised by a conflict of interest. This Toolkit provides non-technical, practical help to enable officials to recognise problematic situations and help them to ensure that integrity and reputation are not compromised. The tools themselves are provided in generic form. They are based on examples of sound conflict-of-interest policy and practice drawn from various OECD member and non-member countries. They have been designed for adaptation to suit countries with different legal and administrative systems.
