Transatlantic Perspectives on the Euro by C. Randall Henning,Pier Carlo Padoan Pdf

The European economic and monetary union has changed the structure of international monetary relations fundamentally. In this book two experts--one European, the other American--offer transatlantic perspectives on the ramifications of the monetary union and the launch of the euro. C. Randall Henning examines selected American views on Europe's monetary union, and looks at the political, economic, and institutional interests of the United States as they are affected by the creation of the euro. He examines the external monetary policymaking machinery of the union and discusses the relationship of the monetary union to international institutions, particularly the meetings of the G-7 finance ministers and central bank governors and the International Monetary Fund. Henning is generally sympathetic to European integration, supportive of the monetary union, and persuaded of the importance of international cooperation. Pier Carlo Padoan presents a European view of the role of the euro in the international system. He looks at the euro as a potential global currency and examines the transition phase between a regional currency and a global currency. Central to this is an analysis of the appropriate exchange rate policy for the euro. He also considers euro-dollar relations and the prospects for transatlantic cooperation. C. Randall Henning is a professor at The American University and a senior fellow at the Institute for International Economics. Pier Carlo Padoan is a professor at the University of Rome and the College of Europe.

Europe's Economic Crisis by Daniel Sheldon Hamilton,Robert M. Solow Pdf

"How should eurozone countries tackle their current crisis? How did it come about, and how may it be resolved? What does it mean for Europe's historic experiment in political and economic integration? Will the eurozone crisis be remembered as the moment when the EU finally cracked? Or as the spur to a more integrated and competitive Union? When the euro was introduced, it was heralded as the symbol of a unified Europe. Not enough consideration was given at the time, however, to how member economies could adjust to differences in economic performance or how to manage debt crises. Today, amidst a broader North Atlantic financial and economic crisis, the eurozone is in turmoil, beset by stresses and strains that could challenge Europe's very construction. The Center for Transatlantic Relations and the Cournot Centre asked the authors in this timely volume to address these questions. Their varying perspectives are invaluable to anyone seeing to understand the roots of Europe's economic crisis and how it may affect Europe's future"--Publisher's description.

Crises in Europe in the Transatlantic Context by Bruno Dallago,John McGowan Pdf

The adoption and management of the common currency has led the Eurozone to a critical point. This book analyzes in an interdisciplinary way the fundamental causes of distress, making sure to relate economic issues to the social and political aspects of the problem. The book explores the reasons why the Eurozone has fallen into a policy trap, as well as what Europe did and should do to exit the crisis, and why this is proving to be so difficult. The book also considers what role the United States has played, and could play to help foster a solution for the Eurozone. The main topics explored are the complex nature of the crisis, the short circuit between policies and the given institutional architecture, the controversial role of Germany, and the importance of an active role of the US. The book brings together a transatlantic group of scholars in order to offer an interdisciplinary analysis of the deep causes of the Eurozone distress. The authors recognize that the Eurozone countries have contrasting situations and interests and face different problems with complex consequences for the vexed question of national sovereignty within the EU; and pay attention to the social and political consequences of the economic and financial distress and of the perceived strain of the common currency.

Crisis in the Eurozone by Stewart M. Patrick Pdf

The extraordinary crisis in the eurozone poses an unprecedented challenge to the integrity of the European Union (EU). The International Institutions and Global Governance (IIGG) program asked experts on both sides of the Atlantic to assess its immediate and long-term implications for the continent's political and economic future. We were particularly interested in its likely impact on the future of the "European project"; on the shape of the European economy; on the attractiveness of the EU model of European integration; and on the EU's future as a global player. As the authors explored these questions, several fascinating themes emerged. This collection includes responses from Mary Elise Sarotte, Kathleen R. McNamara, Charles A. Kupchan, Katinka Barysch, and Fraser Cameron.

The New and Changing Transatlanticism by Laurie Buonanno,Natalia Cuglesan,Keith Henderson Pdf

The European Union and the US are currently negotiating the Transatlantic Trade and Investment Partnership (TTIP), with potentially enormous economic gains for both partners. Experts from the European Union and the US explore not only the groundwork laid for TTIP under the "New Transatlanticism," but also the key variables – economic, cultural, institutional, and political – shaping transatlantic policy outcomes. Divided into four parts, Part I, consisting of three chapters, contextualizes the transatlantic relationship with an historical survey, contemporary foreign relations and policy, and cultural dynamics. Together, these chapters provide the background for understanding the evolving nature of the EU–US relationship. Part II of this volume focuses on governance and comprises two chapters – one on transatlantic governance and the other administrative culture. Part III consists of six policy chapters: competition, trade, transport, mobility regimes, financial services regulation, and GMOs. Part IV, consisting of three chapters, explores prospects and challenges associated with transatlanticism, including the TTIP. The last chapter concludes with lessons learned and future challenges with respect to policy convergence; the nature of the EU–US relationship; power, resources, and bargaining within the transatlantic partnership; and, an assessment of the future of deeper cooperation and integration. This insightful account into policy cooperation between the EU and the US is a welcomed resource for policy specialists oriented toward comparative public policy wishing to enter the arena of Transatlantic Studies.

Transatlantic Perspectives on Liberalization and Democratic Governance by Transatlantic Policy Consortium. Annual Colloquium,Eberhard Bohne,Charles F. Bonser,Kenneth M. Spence Pdf

The first volume of the new Transatlantic Public Policy series comprises contributions by members of the Transatlantic Policy Consortium (TPC). Earlier versions of the papers published in this volume have been presented and discussed at the TPC Colloquium in Speyer, Germany, in June 2003 on the theme of Liberalization and Democratic Governance. They centre around subthemes which are critical on both sides of the Atlantic: the role of the state with social and economic actors, policy development and regulatory challenges to the state and the changing nature of democratic institutions and participation. Some contributions represent updated versions of papers originally prepared for the TPC Colloquium in Pittsburgh, Pennsylvania, in September 2001 on public service ethics at both national and international levels. The earlier publication of these papers fell victim to the terrorist attacks of that time. The book provides a unique insight into European and US-American public policy issues and thinking.

The Frontiers of Europe by Federiga Bindi,Irina Angelescu Pdf

A Brookings Institution Press and Scuola Superiore della Pubblica Amministrazione (SSPA) publication As the European Union tries to increase both its visibility and its impact on the world stage, it cannot overlook the fact that until now enlargement has formed its most successful foreign policy. But is the EU's enlargement strategy still relevant today? Have the economic crisis and the speculative attack on the euro made the enlargement policy more uncertain? In The Frontiers of Europe, an international cast of leading experts and policymakers examine the EU's prospective borders from new perspectives. Indeed, the frontiers of Europe are as much a matter of values and the EU's international credibility as they are a matter of geographic definition. The contributors highlight the considerable yet different interests of the United States and Russia in the EU's enlargement strategy, paying special attention to the likely effects on the future of U.S.-EU relations. This comprehensive volume focuses not only on the European Union's outward expansion, but also on the internal dynamics within EU states and those states' abilities to deal with pressing issues such as terrorism, immigration, internal crime, and energy security. The EU must prioritize stability in both its enlargement strategy and its relations with the broader international neighborhood. The book raises a note of caution, however: as governance challenges increase, the EU's attention increasingly draws inward, thus diminishing its soft power. The Frontiers of Europe is important reading for anyone trying to understand the current geopolitical landscape of Europe and what it means for the rest of the world.

Knowledge Dissemination in the Long Nineteenth Century by Marina Dossena,Stefano Rosso Pdf

Distinctive in its markedly interdisciplinary approach, this book presents studies dealing with literary, cultural and linguistic history both in Europe and in the US, bringing together scholars from different fields, while highlighting features that are shared among their contributions. It offers new insights into phenomena which have generally been under-investigated, such as the role played by popular culture, music, and the arts in the circulation of information, in the construction of popular taste, and even in scientific popularisation on both sides of the Atlantic. As for the choice to focus on the nineteenth century, this is dictated by the fact that, in those decades, for the first time in history, scientific, technological, and social developments accelerated simultaneously. It is, therefore, important to see how such new knowledge was circulated among an ever-growing audience by means of different genres and text types, bearing in mind that divisions between the literary and non-literary were hardly as sharp as they are today. The book presents contributions by Robert-Louis Abrahamson, Nicholas Brownlees, Bruno Cartosio, Sonia Di Loreto, Aileen Dillane, Marina Dossena, Kirsten Lawson, Angela Locatelli, William H. Mulligan, Jr., Stefano Rosso, and Polina Shvanyukova.

The End of Sovereignty? by Transatlantic Policy Consortium. Annual Colloquium Pdf

The second volume of the Transatlantic Public Policy Series comprises contributions by members of the Transatlantic Policy Consortium (TPC). The 17 provocative contributions focus on the concept of internal and external sovereignty which is critical on both sides of the Atlantic. It is not easy to articulate the domain and limits of the state's control of its resources, its capacity to coerce activities within its borders, its powers to treat other states as co-equals across a border, or even implement its own defense, trade or regulatory policies. The volume provides a unique insight into these problems from a European and US perspective.

Data Protection Beyond Borders by Federico Fabbrini,Edoardo Celeste,John Quinn Pdf

This timely book examines crucial developments in the field of privacy law, efforts by legal systems to impose their data protection standards beyond their borders and claims by states to assert sovereignty over data. By bringing together renowned international privacy experts from the EU and the US, the book provides an accurate analysis of key trends and prospects in the transatlantic context, including spaces of tensions and cooperation between the EU and the US in the field of data protection law. The chapters explore recent legal and policy developments both in the private and law enforcement sectors, including recent rulings by the Court of Justice of the EU dealing with Google and Facebook, recent legislative initiatives in the EU and the US such as the CLOUD Act and the e-evidence proposal, as well as ongoing efforts to strike a transatlantic deal in the field of data sharing. All of the topics are thoroughly examined and presented in an accessible way that will appeal to scholars in the fields of law, political science and international relations, as well as to a wider and non-specialist audience. The book is an essential guide to understanding contemporary challenges to data protection across the Atlantic.

Whole, Free and Integrated? A Transatlantic Perspective on the European Neighbourhood by Fabrizio Tassinari Pdf

Since the end of the cold war until 2004, Europe and America's strategic outlooks towards the European neighborhood ran largely in parallel. Washington's foreign policy mantra was that of a Europe 'whole and free', where the dividing lines inherited from the cold war were to dissolve through the gradual inclusion of Central Europe in the Euro-Atlantic family of nations. The EU focused on its enlargement strategy, which ensured that progress of the former communist countries would be monitored and bench marked, in order to attain the ultimate goal of their full integration into the EU. Is this transatlantic goal of making Europe 'whole, free and integrated' still valid in the post-enlargement European context, and is it applicable to the wider European neighborhood? After September 11th, with a particularly assertive US administration and an increasingly introspective EU, the answer to these questions is hardly apparent. In an attempt to clarify matters, this first offers a conceptual reading of the US and EU approaches to the European neighborhood. It then maps transatlantic divergence and convergence in the countries and regions of the European neighborhood. On the basis of this assessment, the third section ponders a set of recommendations to inspire a transatlantic agenda that accounts for the emergence of this wider European neighborhood.
