Southern Europe has been the EU region most exposed to the Eurozone sovereign debt crisis with consequences for national party systems and political stability. The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments’ economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe. However, electoral behaviour exhibits some indications of a more critical contest in which the EU divide becomes more significant and polarising in determining voting choices. Southern Europe has been at the heart of the European sovereign debt crisis and in the vanguard of the programmes of radical economic austerity implemented to confront it. During the first two crisis years, the consequences for domestic political stability were dramatic. Across the region, 2010-11 saw the overthrow of incumbent governments, the breaking down of established political affiliations and the emergence of new political actors. The culmination was the simultaneous downfall of three South European governments in the space of eighteen days in November 2011. This volume offers a collection of case studies of the twelve popular votes during this period in Italy, Greece, Portugal, Spain, Turkey, Cyprus and the Turkish Cypriot community. The contests include legislative, presidential and sub-national elections and a national-level referendum. In our control case, Turkey, there was no economic crisis and no government change. Elsewhere in Southern Europe, the studies indicate the progression of the crisis, from the limited disapproval of Berlusconi government registered in the Spring 2010 Italian regional election to the electoral collapse of the Spanish socialists in late 2011. Since 2008 many European states have experienced significant challenges in adapting to austerity, and political actors within these states have made significant changes in their discourses and practices. Discussions of the recent austerity measures in Southern Europe as a response to the sovereign debt crisis have been usually framed in terms of their economic impact. However, the general impoverishment of these countries has induced other massive social and political changes, a fact which is ignored in the literature. This volume seeks to fill this gap and break ground by analyzing these trends in the Portuguese context. Portugal has been portrayed as the Troika’s good pupil by obediently adopting all prescribed austerity measures. In the process, the nation’s fragile social fabric has been destroyed. Massive emigration, particularly by young people, massive increases in poverty and a foundering economy have triggered a collective framing of the crisis and austerity as unjust and punitive of a collectivity that, at the beginning, naively believed in the neoliberal narrative of the benign effects of the cuts. This reframing unleashed an unprecedented wave of social and political mobilization in an otherwise traditionally apathetic society. This resistance needs to be addressed as a direct effect of austerity policies and properly analyzed for what it really represents: a process of repoliticization and re-democratization sweeping Europe. These mobilizations include direct democracy experiments, the growing influence of social movements (the massive March 2011 demonstrations were a direct inspiration for the creation of the Indignado movement in Spain, attesting the contagion effect), solidarity economy and the major political change in the country’s 42 years of democratic rule: an alliance of the left parties, unthinkable before the crisis, and which is reframing relations with the European Union. This volume offers a first approach to the massive political, social and cultural transformations taking place in the country that make Portugal, in certain aspects, a lab for innovative practices (e.g. participatory budgets and the alliance of the left parties) that may be used elsewhere as alternatives to current understandings of economic and political orthodoxy

Public discussion about the economic crisis of the late 2000s to mid-2010s in Southern Europe often refers to its impact on the region’s younger citizens, but not enough attention has been given to the political consequences of the crisis on the young.
