The Future of U.S. Ocean Policy by Biliana Cicin-Sain,Robert Knecht Pdf

The United States is about to embark on the most thorough reconsideration of its ocean policy in more than three decades. With 1998 designated as the International Year of the Ocean by the United Nations, and with both the executive branch and the Congress currently working toward developing new approaches to formulating and implementing ocean policy, a comprehensive overview of key issues and concerns is essential. The Future of U.S. Ocean Policy provides such an overview, with an in-depth analysis of the evolution of U.S. ocean policy and a timely discussion of the most important ocean and coastal issues facing the nation. The book assesses the current status of ocean policy, examines national and international trends, and considers choices for policymakers in the 21st century. Following an introductory chapter that reviews national ocean policy and the process by which it is made, the authors: review the history of development of U.S. ocean and coastal policy examine the major ocean laws enacted in the 1970s and review and assess their record of implementation examine factors that will affect U.S. ocean policy in the coming decade discuss the need to make policy more coherent, and to develop institutional mechanisms that can foster more effective guidance and oversight present a set of policy options for improving U.S. ocean policy The Future of U.S. Ocean Policy is the only recent book that focuses on national ocean policy in its entirety, and will play an important role in upcoming debates concerning the future direction of policy initiatives. Agency personnel, members and staff of nongovernmental organizations, industry groups, Congressional staffers, state and local government officials, academics, and concerned citizens will find the book an invaluable guide, as will students and faculty in courses in marine and coastal management and in environmental management.

Ecosystem Concepts for Sustainable Bivalve Mariculture by National Research Council,Division on Earth and Life Studies,Ocean Studies Board,Committee on Best Practices for Shellfish Mariculture and the Effects of Commercial Activities in Drakes Estero, Pt. Reyes National Seashore, California Pdf

U.S. mariculture production of bivalve molluscs-those cultivated in the marine environment-has roughly doubled over the last 25 years. Although mariculture operations may expand the production of seafood without additional exploitation of wild populations, they still depend upon and affect natural ecosystems and ecosystem services. Every additional animal has an incremental effect arising from food extraction and waste excretion. Increasing domestic seafood production in the United States in an environmentally and socially responsible way will likely require the use of policy tools, such as best management practices (BMPs) and performance standards. BMPs represent one approach to protecting against undesirable consequences of mariculture. An alternative approach to voluntary or mandatory BMPs is the establishment of performance standards for mariculture. Variability in environmental conditions makes it difficult to develop BMPs that are sufficiently flexible and adaptable to protect ecosystem integrity across a broad range of locations and conditions. An alternative that measures performance in sustaining key indicators of ecosystem state and function may be more effective. Because BMPs address mariculture methods rather than monitoring actual ecosystem responses, they do not guarantee that detrimental ecosystem impacts will be controlled or that unacceptable impact will be avoided. Ecosystem Concepts for Sustainable Bivalve Mariculture finds that while performance standards can be applied for some broad ecosystem indicators, BMPs may be more appropriate for addressing parameters that change from site to site, such as the species being cultured, different culture methods, and various environmental conditions. This book takes an in-depth look at the environmental, social, and economic issues to present recommendations for sustainable bivalve mariculture.

Changing Land Use Patterns in the Coastal Zone by G. S. Kleppel,M. Richard DeVoe,Mac V. Rawson Pdf

Coastal ecosystems make up some of the most important and, yet, most endangered, regions in the world. The protection of the unique processes that take place in these ecosystems requires that partnerships be formed among ecologists, resource managers and planners. Experienced in the challenges of coastal system analysis, the contributors to this book provide multidisciplinary guidance on the assessment and management of environmental impacts caused by development. Each chapter examines an issue important to these fragile ecosystems, first presenting a non-technical summary of the issue and a review of the current state of the knowledge, then following with data and a more detailed consideration of the topic. Functioning both as a practical guide, accessible to nonscientists, and as a rigorous scientific source book, Changing Land Use Patterns in the Coastal Zone will be useful to ecologists, urban and regional planners, resource managers, policymakers and students. While many of the case studies included in this volume are drawn from studies in the southeastern United States, the examples and lessons provided will be relevant to those working in all coastal environments.
