Turkey's EU Accession. Implications, Challenges, and Prospects for the Future by Ibrahim Bekmezci Pdf

Essay from the year 2023 in the subject Politics - Other International Politics Topics, language: English, abstract: The aim of this essay is to explain the important implications of Turkey's accession to the EU and the resulting problems that lead to a delay in Turkey's accession to the EU. First, the essay provides a historical background to current EU-Turkey relations. On this basis, the process of Turkey's EU accession is then explained in more detail and the pros and cons arguments are discussed. This follows the examination of the meaning of Turkey's full EU membership and the possible implications in Europe. The focus is primarily on the common foreign and security policy, the possible economic effects, and the legal and institutional dimensions. The last part of the article analyzes why Turkey's candidature is so different from the other candidate countries and whether it is a problematic candidate. The decades-long delay in Turkey's EU accession is examined using the Copenhagen criteria set by the EU and cultural differences. The work concludes with a perspective view, forecasting future European-Turkish relations, whether Turkey will ever be a full member of the European Union. The essay ends with a constructive criticism in the conclusion. In addition, the present article intends to contribute to science and research by reviving the neglected European-Turkish relations currently and filling the gap in this field factually and professionally. In the present study, an interdisciplinary approach is preferred. The systematic interpretation method of law is combined with the method of empirical social research from political science to better analyze the complex context of the topic.

EU-Turkey Relations by Wulf Reiners,Ebru Turhan Pdf

This open access book explores the new complexities and ambiguities that epitomize EU-Turkey relations. With a strong focus on the developments in the last decade, the book provides full access to a comprehensive understanding of the multifaceted relationship through three entry points: (1) Theories and Concepts, (2) Institutions, and (3) Policies. Part I brings together complementary and competing analytical approaches to study the evolution of EU-Turkey relations, ranging from traditional integration theories to novel concepts. Part II investigates the institutional machinery of EU-Turkey relations by analyzing the roles and perspectives of the European Council, the European Commission, and the European Parliament. Part III offers analyses of the policies most relevant for the relationship: enlargement policy, trade and macroeconomic policies, foreign and security policy, migration and asylum policies, and energy policy. In Part IV, the volume closes with a systematic survey of the conditions under which cooperative trends in EU-Turkey relations could be (re)invigorated. The systematic setup and the balanced combination of distinguished experts from EU- and Turkey-based institutions make this book a fundamental reading for students, researchers, lecturers, and practitioners of EU-Turkey relations, European integration and Turkish foreign policy. Wulf Reiners is Senior Researcher and Head of the Managing Global Governance (MGG) Program of the German Development Institute / Deutsches Institut fur Entwicklungspolitik (DIE). Ebru Turhan is Assistant Professor at the Department of Political Science and International Relations, Turkish-German University in Istanbul, Turkey.

Turkey and the European Union by Senem Aydin-Düzgit,Nathalie Tocci Pdf

This book by two leading experts provides a comprehensive analysis of Turkey's relationship with the European Union, set in its regional and international context. It provides three analytical lenses through which the relationship might be understood – Turkey as an enlargement country, as an EU neighbour and as a global partner – and unpacks the implications of each. Turkey and the European Union focuses on the five pillars that help define the relationship: economics, migration, security, democracy and human rights, and culture and identity. It shows how the differing perspectives on Turkey's role can influence events and developments in these areas, and it traces the profound fluctuations in relations, from the Association Agreement of 1963, to the candidacy for full membership of 1999, to the limbo of today. Turkey continues to be a critically important country for the European Union. The relationship has consequences that are both ideational, embedded in history, politics, identity and culture, and material, relating to economics, energy and security. In examining this complex relationship, this book addresses a key issue for Europe's future, and does so in a fashion that is both sophisticated and accessible.

Turkey's Accession to the European Union by Belgin Akçay Pdf

Although Turkey has a long-held aspiration for European Union membership and has been a candidate for more than a decade, relations between the EU and Turkey have not received the attention it deserves from non-Turkish researchers thus far, and consequently the international literature on EU-Turkey relations is rather limited. In light of recent global economic and political challenges for the EU and Turkey, a need has emerged for an interdisciplinary approach to study EU-Turkey relations within the wider international political and economic context. Turkey's Accession to the European Union: Political and Economic Challenges, edited by Belgin Ak ay and Bahri Yilmaz, provides a timely overview of some of the most important issues and debates in the changing context of Europe, the change in domestic politics and foreign policy in Turkey, and the likely implications of these changes and developments for EU-Turkey relations. Within this framework, this collection includes articles emphasizing Turkey's reform process with a view to EU accession, despite EU's reservations about "absorbing" Turkey and the eventual decoupling of the Turkish reform process from European integration, as well as searching for alternative forms of cooperation or transitional arrangements which may be possible for Turkey at the time of accession.

Turkish Accession to the EU by Eric Faucompret,Jozef Konings Pdf

Is Turkey on the way to meet the economic Copenhagen criteria? The enlargement process that the European Union faced the last decade stirred the debate again about the role Turkey has to play and whether or not Turkey should be part of the European Union. While the enlargement with the Central and East European countries of the former Soviet Union was a logical process, given the strong trade relationships and the political and historical context of these countries, the potential enlargement with Turkey is much more complex and controversial. The main innovation of the present study is that it unravels the complexity of the Turkish case by approaching the problem from different angles in a comprehensive way. In particular, by tuning in on the historic, political and economic processes, new insights are obtained about the feasibility of Turkish accession to the EU. By combining lessons from the existing literature, the use of new data and the analysis of the political economic processes, a new perspective on the enlargement question – with the key Copenhagen criteria used as a corner stone - is offered.

Global Turkey in Europe by Senem Aydın-Düzgit Pdf

The EU is changing, Turkey too, and - above all - there is systemic change and crisis all round, ranging from economics, the spread of democratic norms and foreign policy. This research paper explores how the EU and Turkey can enhance their cooperation in the political, economic, and foreign policy domains and how they can find a way out of the stalemate EU-Turkey relations have reached with the lack of progress in accession negotiations and the increasing uncertainty over both the future of the European project after the Eurozone crisis and Turkey's role in it.

The Politics of EU Accession by Lucie Tunkrova,Pavel Šaradín Pdf

The question of Turkish membership in the European Union is highly controversial and subject to many misperceptions and misunderstandings on both sides. This book examines the politics of EU accession which have evolved during the expansion of the EU, from more procedural conditions to provisions of substantive democracy. With a particular focus on the challenges Turkey faces to join the EU, the authors examine the experiences of the newly-democratised and acceded Czech Republic, Hungary, Poland and Slovakia to provide insight and to identify the best possible solutions. Combining the Turkish and Central European perspectives in one volume, and using a social constructivist approach, the authors address issues including Euroscepticism, EU absorption capacity, women’s rights, democratisation, Turkish Kamalism, the desecuritisation of Turkish politics and the problem of Northern Cyprus. This volume establishes the challenges the EU, its member states and the candidate countries need to face and successfully address in order to contribute to both their democratization and the European integration process. This book will be of interest to students and scholars of European politics, Turkish politics and international politics.

Turkey and the EU: Accession and Reform by Gamze Avci,Ali Çarkoğlu Pdf

Turkish accession to the European Union is an important but controversial item on the agenda of the European Union. By focusing on the various domestic sources that drive Turkish politics, this comprehensive study of both classic and new topics supported by fresh, new insights fills a void in the current literature on Turkey-EU relations. This volume is a comprehensive, state of the art study of domestic politics and policies and their role in Turkey’s EU accession. Contributions are obtained from established scholars, acknowledged for their expertise in their respective fields. The content is structured along issues, dynamics, actors and policies that drive Turkish politics and it provides an integrated assessment of the dynamics in Turkey-EU relations to general readers, students and specialists in EU Enlargement and Turkish politics alike. Original contributions to ‘classic’ topics such as the customs union, human rights, military, civil society, public and elite opinion, political parties and the Kurdish issue are made by assessing the domestic sources of recent developments during the negotiations period. In addition, ‘new’ topics are included that previously have not been covered or analyzed in volumes on Turkish-EU relations such as the Alevi issue, European Turks, corruption in Turkey, and Turkish parliamentary elite opinion on Turkey and the EU. This book was published as a special issue of South European Society and Politics.

The Future of Migration to Europe by matteo villa Pdf

Even as the 2013-2017 “migration crisis” is increasingly in the past, EU countries still struggle to come up with alternative solutions to foster safe, orderly, and regular migration pathways, Europeans continue to look in the rear-view mirror. This Report is an attempt to reverse the perspective, by taking a glimpse into the future of migration to Europe. What are the structural trends underlying migration flows to Europe, and how are they going to change over the next two decades? How does migration interact with specific policy fields, such as development, border management, and integration? And what are the policies and best practicies to manage migration in a more coherent and evidence-based way?

Turkey’s Accession to the European Union by Constantine Arvanitopoulos Pdf

European views on Turkey’s membership in the EU have been split between those in support of its full integration and those advocating a privileged partnership. To the extent that many of the latter proposals imply that Turkey will be partially integrated within Europe in certain areas, the question of Turkey’s accession is probably not about ‘if’, but about ‘how much’ integration there will be within the Union’s structures. The purpose of this book is not to offer a definitive response to this question. The book aims instead to examine the complexity of the issues pertaining to Turkey’s prospective EU membership by presenting several, often divergent, accounts of the political, security and socio-economic dimensions of the entire process. The book provides a forum for an exchange of views among distinguished scholars and researchers from different national backgrounds in order to contribute to the ongoing public discussion of Turkey’s accession. Sophisticated, informative and refreshing in its argumentation, the book provides an excellent overview of the complexities of Turkey’s accession to the EU membership. Professor Mustafa Aydin, TOBB University of Economics and Technology A refreshing view from the European periphery, an original mirror of the Union's central challenges.
