The U.S. military has a long and complicated history in developing directed energy (DE) weapons. Many past efforts have failed for a variety of reasons and not all failures were attributed to scientific or technological challenges associated with weaponizing DE. At present, a number of U.S. military DE weapons-related programs are beginning to show promise, such as the Navy's Laser Weapon System (LaWs), the first ever Department of Defense (DOD) laser weapon to be deployed and approved for operational use, according to the Navy. With a number of U.S. Army weapons-related DE programs showing promise during concept demonstrations and their potential relevance in addressing a number of current and emerging threats to U.S. ground forces, some believe the Army is making progress to field viable DE weapon systems designed to counter rockets, artillery, and mortars (C-RAM) and address certain types of short-range air defense (SHORAD) threats. While DE weapons offer a variety of advantages over conventional kinetic weapons including precision, low cost per shot, and scalable effects, there are also some basic constraints, such as beam attenuation, limited range, and an inability to be employed against non-line-of-sight targets, that will need to be addressed in order to make these weapons effective across the entire spectrum of combat operations. DE weapon system development raises a number of national security and international relations implications associated with DE weapons as well as international law concerns that must also be taken into account. By no means does the United States enjoy a monopoly on DE weapons development, and potential adversaries such as Russia and China, as well as allies such as Israel, have well-established DE weapons programs that, in some cases, might be on par with or even surpass current U.S. DE weapons development programs, presenting additional national security concerns to U.S. policymakers. Potential issues include the following: What progress has been made on Army weapons-related high powered microwave (HPM) programs? How do U.S. Army DE efforts compare to our allies and potential adversaries? How close is the Army to fielding operational DE weapon systems? How practical are these systems given their constraints? How will the Army's new Modernization Command affect the management of weapons-related DE programs? What are the estimates of resources needed to fund the Army's full suite of DE systems?

In this book, the National Research Council assesses a plan to create a 100 kW mobile, solid-state, laser weapon that could defend an area several kilometers in diameter. The NRC provides several recommendations: A 100 kW Laser is of limited value, so the program's goal should be a 400 kW weapon. The Army should proceed with the program in stages, focusing first on a rugged transportable platform for the weapon using existing 25 kW laser technology, then directing resources toward 100kW and 400 kW weapons. The Army should perform a detailed, quantitative study of the effectiveness of a high energy, solid-state laser weapon against future threats. The Army should continue to participate in U.S.-based and international research on high-energy lasers and related equipment. The committee found substantial benefits for the Army's solid-state laser program from other programs outside the Army. The Army should conduct risk-assessments that investigate the effects that a high energy laser may have on other airborne platforms in the vicinity of the target. The Army should study eye safety for both the operators of the laser and for civilians. The results of these studies should be integrated into the development of the weapon.

Recent advances in directed energy technologies have made the development of both high-energy laser and high-power microwave weapons technically feasible. This study examines the potential adaptation of such weapons for the defense of naval forces. This study considers options for using directed energy systems on naval vessels in the context of the U.S. maritime strategy and emerging threats in international politics. The framework for this study is an integrated system of microwave devices, high-energy lasers, and surface-to-air missiles which are evaluated in terms of their ability to enhance anti-ship cruise missile defense, tactical air defense, and fast patrol boat defense. This study also examines collateral capabilities, such as non-lethal defensive measures and countersurveillance operations. The global proliferation of increasingly sophisticated weapons and the expanding demands placed on its ever-smaller navy require the United States to reassess its current approach to fleet operations. This study concludes that directed energy technology has made sufficient progress to warrant the development of sea-based weapons systems for deployment in the first two decades of the next century. For operational and technical reasons, a Nimitz class aircraft carrier may be the preferred platform for the initial implementation of directed energy weapons. If successful, the robust self-defense capability provided by directed energy weapons will permit a fundamental shift in carrier battle group operations from a massed, attrition oriented defense to a more dynamic, dispersed offense.

The Navy is developing three new ship-based weapons that could improve the ability of Navy surface ships to defend themselves against missiles, unmanned aerial vehicles (UAVs), and surface craft: the Surface Navy Laser Weapon System (SNLWS), the electromagnetic railgun (EMRG), and the gun-launched guided projectile (GLGP), previously known as the hypervelocity projectile (HVP). The Navy refers to the initial (i.e., Increment 1) version of SNLWS as HELIOS, an acronym meaning high-energy laser with integrated optical dazzler and surveillance. EMRG could additionally provide the Navy with a new naval surface fire support (NSFS) weapon for attacking land targets in support of Marines or other friendly ground forces ashore. The Department of Defense is exploring the potential for using GLGP across multiple U.S. military services. Any one of these three new weapons, if successfully developed and deployed, might be regarded as a "game changer" for defending Navy surface ships against enemy missiles and UAVs. If two or three of them are successfully developed and deployed, the result might be considered not just a game changer, but a revolution. Rarely has the Navy had so many potential new types of surface-ship air-defense weapons simultaneously available for development and potential deployment. Although the Navy in recent years has made considerable progress in developing technologies for these new weapons, a number of significant development challenges remain. Overcoming these challenges will require additional development work, and ultimate success in overcoming them is not guaranteed. The issue for Congress is whether to approve, reject, or modify the Navy's funding requests and proposed acquisition strategies for these three potential new weapons. Potential oversight questions for Congress include the following: Using currently available air-defense weapons, how well could Navy surface ships defend themselves in a combat scenario against an adversary such as China that has or could have large numbers of missiles and UAVs? How would this situation change if Navy surface ships in coming years were equipped with SNLWS, EMRG, GLGP, or some combination of these systems? How significant are the remaining development challenges for SNLWS, EMRG, and GLGP? Are current schedules for developing SNLWS, EMRG, and GLGP appropriate in relation to remaining development challenges and projected improvements in enemy missiles and UAVs? When does the Navy anticipate issuing roadmaps detailing its plans for procuring and installing production versions of SNLWS, EMRG, and GLGP on specific Navy ships by specific dates? Will the kinds of surface ships that the Navy plans to procure in coming years have sufficient space, weight, electrical power, and cooling capability to take full advantage of SNLWS and EMRG? What changes, if any, would need to be made in Navy plans for procuring large surface combatants (i.e., destroyers and cruisers) or other Navy ships to take full advantage of SNLWS and EMRGs? The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. In order to understand these weapons and their effects, it is necessary first to develop a common framework for their analysis. It is a thesis of this book that all weapons may be understood as devices which deposit energy in targets, and that the energy which must be deposited to achieve a given level of damage is relatively insensitive to the type of weapon employed. Nuclear weapons may be characterized in terms of megatons, bullets in terms of muzzle velocity, and particle beams in terms of amperes of current, but when this jargon is reduced to common units for energy absorbed by a target, similar levels of damage are achieved at similar levels of energy deposited. Of course, energy cannot be deposited in a target unless it's first delivered there. Therefore, an important element in understanding weapons is a knowledge of how they deliver (or propagate) their energy. Some loss of energy is invariably associated with this propagation, whether it's the atmospheric drag on a bullet or the absorption of microwaves by raindrops. A weapon must therefore produce more energy than needed to damage a target, since some of its energy will be lost in propagation. As a result, weapon design depends upon two factors. First, the anticipated target, which determines the energy required for damage. And second, the anticipated scenario (range, engagement time, etc.) which determines how much energy must be produced to insure that an adequate amount is delivered in the time available. This chapter is devoted to developing this theme, introducing concepts and tools which will be used throughout the remainder of the book.

Since 1985, the Strategic Defense Initiative Organization (SDIO) has been developing technologies for directed energy weapons-lasers and particle beams. (On May 13,1993, the Secretary of Defense changed the name of the Strategic Defense Initiative program and office to Ballistic Missile Defense.) Prior to 1985, other Department of Defense agencies and services had been developing the technologies. It was believed they could be the most effective means of defeating the evolving Soviet intercontinental ballistic missile threat that included thousands of nuclear warheads and decoys. The priority of SDIO's directed energy weapon research and development programs decreased following the breakup of the former Soviet Union in 1990 and the 1991 refocusing of the Strategic Defense Initiative (SDI) by President Bush. In 1992, the Congress directed that far-term technology programs (such as directed energy) be transferred from SDIO to the Advanced Research Projects Agency or the appropriate military department unless national security interests dictated their retention. The Chairman, Legislation and National Security Subcommittee, House Committee on Government Operations, asked GAO to assist the Congress in evaluating the Department of Defense's recommendations for transferring or retaining management responsibility for directed energy technologies in SDIO and in determining the future direction of directed energy development. GAO was asked to provide information on the funding of the directed energy programs to date, the development status of the technologies, and the additional funding that would be needed for further development of the technologies.
