U.s. Postal Service by United States Government Accountability Office Pdf
GAO reported in 2005 on major changes in the mailing industry that have reinforced the need for the U.S. Postal Service (USPS) to reduce costs and increase efficiency. To address these changes and become more efficient, USPS is implementing initiatives aimed at realigning its mail processing network. In a follow-up review, GAO recently reported that USPS has made progress in implementing these initiatives, yet challenges such as maintaining delivery standards and addressing stakeholder and community resistance remain. In July 2006, GAO also reported on USPS's progress in improving delivery performance information. This testimony describes (1) the changes that have affected USPS's processing network, (2) GAO's concerns related to USPS's strategy for realigning its mail processing network and implementing its area mail processing consolidations, and (3) GAO's concerns related to USPS's progress in improving delivery performance information. This testimony is based on prior GAO reports.

The U.S. Government Accountability Office (GAO) is an independent agency that works for Congress. The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

U. S. Postal Service by William B. Shear Pdf
The U.S. Postal Service (USPS) is facing significant financial problems as mail volume is declining, 4.5% in FY 2008 and 11% projected for FY 2009. USPS lost $2.8 billion in FY 2008 and projects a $6.4 billion loss in FY 2009 (possibly more if it cannot cut $5.9 billion in costs). As one way to cut costs, USPS is trying to improve the efficiency of mail delivery, which generates close to one-third of USPS's $78 billion in expenses. Recognizing the sizable impact of delivery on USPS's finances and operations, this report addresses: (1) how USPS monitors delivery efficiency; (2) characteristics of delivery units that affect their efficiency; and (3) the status and results of USPS's actions to improve delivery efficiency, in particular USPS's Flats Sequencing System. U. S. Postal Service (USPS) by Phil Herr Pdf
Deteriorating financial conditions and declining mail volume have reinforced the need for the USPS to increase operational efficiency and reduce expenses in its mail processing network (MPN). This network consists of interdependent functions in 600 facilities. USPS developed several initiatives to reduce costs and increase efficiency; however, moving forward on some initiatives has been challenging because of the complexities involved in consolidating operations. This report assessed: (1) the overall status and results of USPS's efforts to realign its MPN; and (2) the extent to which USPS has consistently followed its guidance and applied these criteria in reviewing Area Mail Processing proposals for consolidation since the beginning of FY 2009.
