On University Freedom in the Canadian Context by Kenneth Hare Pdf

The universities of Canada are now expanding rapidly and becoming very costly to run and equip. Increasingly the bill is borne by the public exchequers, federal and provincial. What then should be the proper relationship between government and universities if university freedom is to be preserved? This book, based on the Plaunt Lectures given at Carleton University in 1967, discusses the various aspects of the question. The author for example, discusses the British solution of a buffer committee between government and university, and the American concept of a lay board of regents which has jurisdiction over the university system in the name of the people. He suggests that the best device is for the universities themselves to form a strong cooperative body and for the state to arm this body with statutory instruments. Most provinces now have a Provincial Advisory Committee and the author proposes that the staff needed to assess and scrutinize budgets for university funds equitably should be under the control of this committee rather than the provincial Ministers. As a collateral to the question of university freedom Dr. Hare also asks "whose freedom is it?" and in answering this he takes up the question of the unrest on campuses today among the students, and the trend toward more student participation in university administration. He supports the recent action taken by many Canadian universities of allowing student membership in their Senate. At a time when the problem of university freedom and control is one of the most controversial in the academic world, this study will be of interest to all members of that community, and to anyone in federal and provincial politics.

A Bibliography of Higher Education in Canada Supplement 1971 / Bibliographie de l'enseignement superieur au Canada Supplement 1971 by Robin S. Harris Pdf

The 1971 Supplement adds some 3,500 entries to the approximately 7,000 listed in the original volume and the 1965 Supplement. Like its predecessors this volume provides a full list of the secondary sources related to Canadian higher education – books, articles, theses, dissertations, and reports published from 1964 to 1969. The reporting and arrangement of entries remains the same in the Supplement, but changes have been made in the overall organization of the material. New divisions have been created, more than a dozen sections have been subdivided, and a substantial number of new sections have been added. (Studies in Higher Education 5)

The Role of University Governing Boards in Canadian Higher Education by Dominik Antonowicz,Glen A. Jones Pdf

This book explores the historical and social foundations of Canadian higher education and provides a detailed analysis of university boards within this broader context of university governance. By examining rich empirical data from a sociological perspective, it offers unique insights into the role of boards, and the structures and practices that frame their work. It explores board composition, the professional backgrounds of board members, how members perceive their role, and the complex relationships between the board and the university president. The authors also compare and contrast the Canadian experience with governance reforms in Europe and other regions over recent decades. Drawing on multiple theoretical perspectives, the authors provide a nuanced analysis of the role of boards in terms of oversight, protecting university autonomy, representing societal interests, and dealing with increasing complexity and expectations. This innovative, original study makes an enormous contribution to our understanding of the role and work of Canadian university boards, and to international scholarship on higher education governance. It will appeal to scholars and researchers with interests across higher education, international and comparative education, and the sociology of education.

Collective Autonomy by Edward Monahan Pdf

Chronicles the rise and decline of Ontario universities from the halcyon 1960s to the Common Sense Revolution through the history of its planning association, the Council of Ontario Universities. Collective Autonomy: A History of the Council of Ontario Universities, 1962-2000 is the first full-length account of an organization that has played a major role in the development of the university system in Ontario. Edward J. Monahan served as the council’s chief executive officer for over fifteen years. This is his insider’s account, enhanced by archival material, of the key role the universities played in planning the high academic quality of the Ontario provincial university system. Collective Autonomy traces the evolution of Ontario universities over a period of forty years, from the halcyon days of the 1960s, during which massive injections of public funds transformed these institutions from ivory towers to public utilities, through the 1970s and ’80s when universities were downgraded as a government spending priority and problems began to develop. It concludes by looking at the problems created by the “Common Sense Revolution” and the resulting severe cutbacks in government grants to universities. It chronicles the efforts of the universities to preserve their autonomy while expanding their service to the common good, and their efforts to maintain the delicate balance between university autonomy and public accountability.

Debating Dissent by Lara A. Campbell,Dominique Clement,Gregory S. Kealey Pdf

Although the 1960s are overwhelmingly associated with student radicalism and the New Left, most Canadians witnessed the decade’s political, economic, and cultural turmoil from a different perspective. Debating Dissent dispels the myths and stereotypes associated with the 1960s by examining what this era’s transformations meant to diverse groups of Canadians – and not only protestors, youth, or the white middle-class. With critical contributions from new and senior scholars, Debating Dissent integrates traditional conceptions of the 1960s as a ‘time apart’ within the broader framework of the ‘long-sixties’ and post-1945 Canada, and places Canada within a local, national, an international context. Cutting-edge essays in social, intellectual, and political history reflect a range of historical interpretation and explore such diverse topics as narcotics, the environment, education, workers, Aboriginal and Black activism, nationalism, Quebec, women, and bilingualism. Touching on the decade’s biggest issues, from changing cultural norms to the role of the state, Debating Dissent critically examines ideas of generational change and the sixties.

Universities for Sale by Neil Tudiver,Canadian Association of University Teachers Pdf

In the 1990s Canadian universities experienced an aggressive campaign of corporatization. Universities for Sale offers suggestions on how to resist corporatization. Neil Tudiver shows how scholarly independence has, in recent years, been eroded to a point of crisis. Left unchecked, corporations play a larger and larger role in deciding which fields of study survive and which will disappear. He looks at how professors defend free inquiry against the pressures of economic expediency. Universities for Sale is a penetrating analysis of the ongoing issue of corporate influence on Canada's universities.

University Governance and Reform by H. Schuetze,W. Bruneau,G. Grosjean Pdf

The fascination with the commercial value of research, coupled with the rise of neo-liberal 'new public management' in the public sector, has led to the rise of a managerial class in the university. These essays focus on the widespread use of business models and market principles that have undermined the autonomy of the professoriate.
